I would imagine for rule-breaking. That does tend to be the prime cause of these things. I haven't looked into it too deeply as yet, but suffice it to say, if said reasons are something the public needs to be made aware of, they will be. And if not, it will be up to Chester to pass on the reasons if they so choose.
