The only really efficient way (without some lulz advanced tech) is via my Holy Roman Empire example. The Empire is divided into several Electorates and smaller territories. The Electorate's elect from themselves the new monarch when the old one dies. The voters being the Electorate's and religious representative and so forth.
Now the Emperor is superior to the Electors. But the Electors have absolute authority in their domains (the Emperor being the only overlord figure). So the Empire is really the constitutional union of 9 distinct regions.

The other Electors rule their other dominions
Below them the planetary governors and so forth who make up the Imperial Senate.
Its basically power distribution, that keeps the political sphere stable.
Economically the Empire only has basic trade laws that the Electors enforce with their own local ordinances. So the Economic strain is not apparent given the fact that the Empire is at a point where much of its populations are stable (so rampant overpopulation is at a controllable point).
Appearance
Valkuran's look almost identical to Humans. Just taller, capable of interbreeding, possess extendable/retractable canines, eyes glow blue when using their electrical manipulation. So a Valkuran could conceivably pass off as a Human.
