A Copa for Rushmore: The Valladar Football Association (VFA) is delighted to present to the consideration of the CRF and the Rushmori footballing community its bid for the hosting of the milestone twentieth Copa Rushmori

Format:
The VFA will focus its efforts on aiming at 32 or 36 entries. This means there could be 8 groups of 4, 9 groups of 4 or even 6 groups of 6 teams each depending on the final number of signups and the viability of each format (i.e. the one that fits numbers the best). It should be noted that, regardless of the chosen format, we shall proceed with a single elimination tournament from the Round of 16 onwards. Also, all teams would face their group rivals once (single round-robin). The VFA will attempt to accept every sign-up for the tournament including puppets, although some puppets might be ultimately denied entry if needed to make up numbers for the tournament.

Tiebreakers:
Should a tie in points between teams occur during the group stage, the following tiebreakers shall be applied in their respective order:

(a) Head-to-head points between the tied teams
(b) Head-to-head goal difference
(c) Overall goal difference
(d) Number of wins
(e) Goals for
(f) Drawing of lots

The procedure for the drawing of lots, should two or more teams remain tied up to that point will follow the procedure announced for the tiebreaker in the 61st Cup of Harmony (which was not needed in that tournament):

Should nations be tied up to the point where a drawing of lots shall be necessary, lots will actually be drawn, in which the two or more nations tied shall be placed in a pot, and the positions (represented by a number) available in another pot. A nation shall be pulled out from the first pot, and their position in the second pot shall be pulled out from the second pot. That number will be the nation's position in the final table, should it be tied up to that point.

Scorination:
The host shall be using the latest version of xkoranate, while using the SQIS formula to scorinate. RP cutoffs and scorinations will occur around 8-9 PM UTC-5 (8-9 PM EST/1-2 AM UTC) every other day. Style modifiers from -5/+5 (most defensive to most offensive) will be used in order to offer variety to people.
Also, should this bid is successful, external scorination shall be sought for whichever group Valladares is drawn in, and every game played by the hosts in the knockout rounds in the event they manage to go further than the group stage.

Ranks and RP Bonus:
Should this bid is successful, CR ranks shall be used for drawing purposes as well as for scorination in itself, although with a minor weight in order to emphasize the necessity to RP. RP will be cumulative and will be generously rewarded. Quality, respect for the opponents' RP permissions and use of information will be judged. Creativity shall be encouraged. Also, please note that all your RPs during matchdays shall be evaluated as one, so that means quantity of RPs will not be the main topic to evaluate in your RPs, after all: Quality > Quantity.

Previous Experience:
The user behind this nation has already proven his hosting abilities to the highest level, as he has already succesfully hosted two Copa Rushmori editions (the sixth as Whirl Islands and the tenth as Valladares) and most recently hosted the 61st Cup of Harmony along with Yttribia. In addition to this, this user is currently in charge of running the Cygnus Cup (Cup Winners' Cup) at the end of each UICA cycle and also runs a domestic football competition (with a total of 128 teams), and Whirl Islands' domestic football league as well. Also, the user behind this nation has already contributed as a neutral scorinator for Copa Rushmori games, successfully ran one Copa de los Príncipes edition and is the responsible for organizing the competition's signups since Copa Rushmori V.

What's new about this bid?
So...you might be asking what makes this bid different from any other bid ever done for an edition of this competition, as well as to why this bid is dubbed as "A Copa for Rushmore". Well, the answer is simple: given that this is the twentieth edition of the Copa Rushmori, the VFA has decided to bid with an attractive proposal to celebrate this milestone, which is having all the competition matches spread around the region.

Yeah, you heard it first here. If this bid is successful, the VFA (i.e. me) will open a nomination process for nations to send in potential venues in their nations to host Copa matches from group stage to the quarterfinals. Each participating nation will be able to submit up to two stadiums for consideration. A total of 12 venues will be selected based on information of the amenities, regional accessibility, and other criteria (and this process will obviously give RP bonus in exchange, with the best RPed venues being eventually selected). Venues may not be nominated for the semifinals, third-place play-off, and final, since those 4 matches shall be played at Alexander I National Stadium in Swangard, District of Metropolis, Valladares. This idea is proposed with the goal of involving the participating nations and unite them as a region in the regional celebration that will be the 20th Copa Rushmori.

For clarity's sake, the competition in its entirety (except for the consideration on Copa matches for the hosts and its group) shall be scorinated by the user behind this nation, and the only goal of this proposal is offering new RP opportunities for the participants.

In addition to this, and given that the user behind this account is bidding to host this edition of the Copa, a third-party will be needed to participate as vote collector for this host vote in the interests of fairness. Prospective vote collectors may submit their applications via TG to Whirl Islands. The deadline for this will be the same as the deadline for host bids aforementioned.

First of all, I would like to thank the eight people who voted and gave their approval to my bid, obviously promising that I won't let all of you down.

Now, let's get on topic with the first official host announcement:

I stated in my bid my desire to see 32 nations signed up for the competition in order to have a smooth "8 groups of 4" format, however, at this moment it is highly unlikely we will get to this number of signups and I would like to have things running as soon as possible. With the signups from The Kytler Peninsulae and Saugeais plus Sameba and Irad, we are currently in 30 nations, which would be a workable number of entrants with a "6 groups of 5" format. With the aim of getting the action underway and the interest still flowing, and in light of the current circumstances, all four nations aforementioned will be admitted to the competition and the list of signups is now closed at 30 entrants.

On to the other important topic to be solved, host stadia nominations:

The idea is to give the 29 nations taking part in the competition the chance to host some of the matches of this edition of the Copa, so the steps for you to submit a successful application will be as follows:

1. You must post your application(s) (in the form of an RP) in the everything thread once it is posted. It can also go in the same post as your roster but you must state in it that your stadium is bidding to host matches of the competition; stating something along the lines of "this is Samplestan's home stadium" will not help your chances. A detailed description of the location, facilities, access routes, and other miscellaneous info which you deem helpful for RPing purposes is encouraged. Remember, this will also count towards your RP bonus count.

2. Up to two stadia may be submitted per nation. Also remember that you may bid to host matches of the following stages of the competition: Group stage, Round of 16, and Quarterfinals. Both semifinals and the final will be played in Valladares, as mentioned in the bid.

3. All applications must be posted on the everything thread. Applications sent by TG will not be considered.

4. The deadline to submit stadium bids will be set to the previous day to the group draw, and twelve of the submitted stadia will eventually be selected as venues at the end of it.

That said, the everything thread for the competition will be up in the morning.
