Alright, we won't ignore it.
But I generally think that China and Russia will rush through the colonization without the need to consult to the other nations and organization. And are we going to include UN as one of the seven (USA, Russia, China, India, EU, Japan, UN) organizations and nations that can go to space?

Except not everyone can afford a $200,000 space ride.

Am I the damn UN now? Maybe internationally granted contracts? Corporation contracts? I expect, at 2030 (and this is a stretch), a mining company that would export to everyone, maybe through the UN, idk.

First move should always be to crush Novgorod and Muscovy ASAP. Try to ally with Polan/Lithuania in order to do this, should be easier for you what with you sharing the same religion. Prevent Russia from ever forming by either annexing/puppeting large chunks of Novgorod and Muscovy.

Russia is actually amazingly not a threat, since Uzbek managed to crush Muscovy; I stole some chunks of Karelia, Kola, etc. (including Neva) so I'm happy with leaving them alone for now. Thing is that I'm trying to make inroads elsewhere, and the HRE is just a big Austria-protected mess (with stronk Hansa allied with England and Poland thrown in), my ally France is remarkably weak (Austrian lowlands & Burgundy, plus random blobs taken by Spain), Spain still hates me and has a way larger navy, and Poland's Baltic is a potential target, but not that juicy considering their culture and allies. I've taken Highlands + Aberdeen from England, but even when they're experiencing Civil War, my army isn't good enough to beat them and their allies. Nor my fleet, mostly.
