In theory you could fire shells into space along ballistic paths like ICBM's do with their warheads and land anywhere on the planet.
What you should be asking is what the longest practical range for this stuff is. And that will depend on the weapon in question and the role you intend to use it in.

This question doesn't have enough information to give more than an arbitrary answer.
Except Non-Nuclear EMP devices exist today, and aren't even particularly difficult to make or deploy.
