General Santa Anna stood in full military regalia on the deck of the lead of three second rate warships. In front of him glittered the city of New Orleans where the fate of the Province/Republic of Texas is to be decided. As the three warship slid in to port, General Anna and 18 Green uniformed Mexican soldiers, carrying modern percussion cap rifles disembarked the ships (he needed the soldiers in case he was attacked by New Orleans "patriots"). Anna walked down the pier and at the head stood an American honour guard and an american representative. "Wheres the military band?" thought Santa Anna as he walked to the American. "General Antonio López de Santa Anna here to represent the Federal Republic of Mexico and the people of Mexico in the Province of Texas matter." he said shaking the American's hand.

New Orleans
"Greetings, I am Secretary of State John Forsyth. These are my compatriots, Senators Webster and Ewing." Forsyth said he shook Santa Ana's hand. We are here to represent the United States during our talks. Please follow me, The Texan delegation has already arrived, they are waiting in the meeting hall for the talks to begin." He began leading the Mexican to the meeting hall. "I am glad we could settle this without needlessly wasting lives. God knows what would have happened if we turned this into a real war." He paused as they reached their destination, he gestured to the American and Mexican troops behind them. "No soldiers allowed inside, your men and ours will have to wait outside."

Santa Anna nodded and turned to his men "You heard the man, stay here" he also added very quickly in Mexican Spanish "Be ready and load your rifles, I am worried about armed mobs", as Anna and his aide Jose the walked inside he said to the Americans "I am a military man who loves Mexico but I do agree a war between our to countries would have been devastating, and for something we could solve at a table, it would not be worth it"

The Qing Dynasty

New York, United States, April 10th, 1836

The Qing vessel ported in the New York harbor after its long voyage. the Chinese delegation stepped out of the ship to spot the translator and the Industrialist who took the time to get them to come here. Immediately, they noticed the massive difference between New York and a Chinese city. They have yet to be convinced that the US was technologically superior, but they were still fascinated by the city's architecture, as beforehand, they had only traveled to nearby Asian countries. They were soon greeted by the translator who showed them to the Industrialist who was on the docks waiting for them.

Edward Henderson opened his arms wide as if gesturing to the city behind him. "Hello Gentlemen!" he paused a second to allow the translator to translate. "Welcome to America! the proverbial city on a hill," that probably went over their heads, it was rare for anyone outside of America to use it. "I am Edward Henderson. I happy that you were able to make it here safely and hope that this experience will be beneficial to both of us." He held out his hand for a handshake.

OOC: Curse you for forcing me to read up on the history of handshaking in China.
OC: The leader of the delegation shook his hand in the typical Chinese fashion. "Greetings Henderson, I am Lang, the man to my left is Tong and the man to my right is Fu. It is great to meet you and I hope that this "proverbial city on the hill" as you call it indeed has something that could be of use in China. You and me both know that the Qing higher ups wouldn't be happy with sending people halfway across the world for a cheap scam" Lang said to Henderson in a minatory tone. "But unlike my fellow compatriots, I am sure that at something interesting must'v come out of the Industrial Revolution, if it's considered by the West to be such a major event."

Santa Anna and Colonel Jose looked at the Texan with plain expressions and sat down. "What can the Federal Republic of Mexico do for our little child, and more importantly, what can the child do for the farther?" said Santa. The two men had been given a list by the President of things to get.

USA will renounce all claims that conflict with claims that come into conflict with that of the Mexico and vise verse

the United States will recognize Mexico's territorial integrity inherited from Spain (save Texas) and the United States will renounce all claims that it has that conflict with those borders (save Texas).

The Federal Republic of Mexico (or any successor government) will recognize the Republic of Texas with the borders detailed on the map enclosed. In exchange the republic of Texas (or its successor government) will rescind any claims they have on Mexican territory, agree to pay reparation to Mexico (sum to be agreed upon) (around 1.5 million USD)

no citizen of Texas will enter Mexico without express permission from both the Texan and Mexican governments. Violators will be punished by the legal system of whichever government they failed to receive permission from or from the Mexican legal system if they crossed without permission from either government.

All Mexicans who choice to remain in Texas will be treated fairly and as equals and vise verse

New Orleans, April 28th
President Lamar and Thomas Forester exchanged glances. Forester nodded. President Lamar cleared his throat.

"First, General Santa Anna, let's get some things straight: Texas is not a child of Mexico and I will not be treated like someone's child during these negotiations. Texas, in and of itself, has a right to exist, separate and independent from both Mexico and the United States, and I can tell just from the tone of your voice, that it pains you so that Texas isn't a Mexican province. Texas has a right to exist, and I won't pay your so called "reperations" when Houston is burnt and Davy Crocket and Sam Houston lie buried beneath the ground. If anything, General, Mexico owes Texas a couple hundred thousand dollars so that my nation may repair the damage to Houston and the surrounding countryside that your nation ravaged. I would however be willing to pay your stated price, $1.5 million, if all four of the following terms are met. Texas will pay lesser amounts of money if you agree to one or two of the four terms."

1. Mexican troops will permanently leave Texas and respect the new border. A violation of the Mexican-Texas border will be treated as nothing less than a declaration of war, unless the proper permission is obtained from the Texan government.
2. As you stated earlier, Mexicans will indeed be treated fairly and equally in Texas, so long as no resistance to Texan independence is offered.
3. Mexico will pay $200,000 for the burning of Houston, and also for the deaths of those Texans involved.
4. The southern Mexican-Texan border be extended to the Rio Grande River. Texas will pay up to and not exceeding $400,000 for this. The money will be included in the previously stipulated potential payment of $1.5 million, From Texas to Mexico.

Lamar pursed his lips as he handed Santa Anna the terms. "Of course, I leave it up to the American representative to decide where the United States stands on the terms offered directly to it. But this is what Texas wants."

Mohammad Shah Qajar, the monarch and singular ruler of the Sublime State of Iran, was most pleased to see the Dutchman before him. Sitting on the throne, he appraised the man; he appeared to be, on first impression, a person of decent character. He would do, he supposed.

"Greetings, my friend. It is good to see you. Come, we shall speak somewhere more comfortable."

The Shah rose from his seat of power, coming down to the same level as the emissary in a show of solidarity, and motioning for the guards to guide the pair to one of the better sitting rooms. He did not need to tell them to have the servants prepare the best snacks and drinks.

The most powerful man in Persia and the man representing the government of the Netherlands paced through the open doorway together to begin their hopefully fruitful negotiations. It would be a long day, but... it would be a productive one, at least.

The General replies calmly.
"President, I have no time to waste arguing about the matters of payment. You pay the terms or witness a dark future. Request Foreign Aid, I do not care. I demand you pay the full price. Independance is costly."
The General grabbed his water and finished it. He then continued.
"I am surprised how you are unwilling to pay the amount that I have stated. Why not request help from your Allies? Is it that hard to take a loan. And again, I will not lower the coast down from 1.5 million United States Dollars. Do you understand Mister President?"
The General Sat and waited, listening to what his reply was.

Lamar resisted spitting. "It's a damn offer, General, for which Texas is prepared to pay $400,000. It's not a threat of invasion. Neither do we owe Mexico a penny for breaking away. Mexico is being paid on the basis of how many Texan terms you agree to."

He sighed. "Anyway, I agree to all your terms except the matter of payment. I had said earlier that Mexico would be payed an increasingly greater sum the more terms you agreed to. So General, since Mexico has accepted two of Texas's four terms, Mexico will receive half of the $1.5 million, or $750 thousand dollars."

The General Sat and waited, listening to what his reply was.
.

Lamar sighed. "Independence does not have a price tag, General, and Texas will not allow one to be put on it's independence unless Texas likes it. So here is what I propose: Texas will pay the $750,000 now, and in six months time the other $750,000 will be delivered."

"You are a very smart President! And I am glad we do not have to go into a conflict about this! I do agree with the terms stated, but may it be 5 months? If not I still accept!"
The General looked very happy that there was no conflict to be started and went to get more water.

Vahid Zubin finally found himself in London. A dreary, rainy kind of place, he failed to see how the people who must've once lived here, miserable and cold, could have ever come up with the fantastical ways and inventions of the western world that so dominated the globe today. The sunny warmth of Iran was only a memory, but he could still contrast it against this place. The sun, bountiful with oranges and sandy rivers, won out by far. How could people who lived here, in such a furthermore miserable-looking city, have ever come to dominate the world? He did not understand it.

But what he did understand was the order and organisation with which the city was organised, as he and his retinue made their way off the ship. Men almost universally in the same type of attire, from hats to shoes all variations on one style, and women in another, though fewer women were indeed around. The buildings were square and packed together, neatly and compactly arranged, built using materials that repeated themselves in solidarity and simplicity.

He looked behind him; his people, dressed in similar though Iranianised business attire, were hauling luggage off the vessel they had taken here. They stood out only slightly; the tailor had done a good job Persianising the typical London wear, despite having never seen it, but it was still clear what they stood for. Here, in this city of unceasing work, a place of innovation worn over monotonous and repetitive order, they were newcomers, foreigners, maybe even barbarians. The British Empire, despite how much it had frustrated Iran, was one of the greatest empires to have ever existed. With people working so mindlessly for it like this, he could see why.

He saw that all had made it off, and so he strode forwards. The group began to mix into the dockside crowd; affluent and poor, swirling in the traffic, all upholding the commerce and values that made Britain so great. But his mind had left the productive abilities of the masses and the nature of British power. He was concentrating on trying to find his way to the government buildings, to get an appointment with the leaders of Great Britain, and then to find a hotel. God forbid he got himself lost in London's streets, though. It wouldn't do, really.

He walked off, estimating about fifteen minutes to the government centre; not the main one, but one where he could make his presence known.

Four hours later, they arrived, and waved to the guard.

President Lamar shrugged again. "Not that I've heard. I'd assumed you'd already negotiated with the United States."

Robert Forester, the militiaman who'd accompanied President Lamar, stood up. "Mr. President, General, I must return to my wife in San Antonio. Good day to you both." He strode out of the room.
