No. People who are thirteen and over are teenagers (until they turn 20). Teenagers are distinct to children and it's sort of an important social mark that the idea of a teenager came to exist. Also, in a lot of countries one is unlikely to be a child from a legal perspective over the age of thirteen. For example, in NZ 14-17 year olds are classed as young persons and are, therefore, neither adults nor children from such a perspective. As a quick illustration of why using a legal definition is a bit dubious is that 18 and 19 year olds are both teenagers and adults so just stick with thirteen year olds aren't children.

I find the term "teenager" an achieved social status rather than an actual demographic.

Adults, however, are their own demographic.

I'm afraid that just doesn't cut it as an explanation. Please elaborate. Demographics are just splits of a larger population based on some sort of characteristic (which are things like age, sex or ethnicity). In other words, what you're saying is meaningless. Everyone knows teenagers are 13-19 year olds... that is a perfectly good demographic although usually one draws the line at 18 to have an 18-24 split.

In contrast, pre-teens are probably a social idea as they don't really exist except as a group that is marketed too. The interests, behaviours and biology* of the pre-teen group is not significantly different to those of younger children. The defining feature of a pre-teen is really that they're aware that a teenager isn't a child and isn't an adult, but they're nearly one. As a group idea, teenagers make far more sense (at least in the Western world) than adults as the latter is far more varied in role, behaviour etc than teenagers (who are almost universally at college/high school). This is, of course, why people generally use age approximations like twenty-something, thirty-something, middle aged, senior etc. to represent ideas while those who are looking quite seriously at populations use ranges like the aforementioned 18-24 years.

That said, telling age can often be quite difficult, especially based on limited data. On an internet forum that means if you write properly (or close enough to it) and don't discuss certain topics a lot you'll probably be thought older than you are. The exception to this is if you post in a way that, theoretically, indicates being younger. I consider the following to be indicators of being quite young: taking things personally (and making things personal and/or attacking the person); being more literal (in the sense that an OP, for instance, might include two examples without being about the examples); trying to discuss things in one's own terms (eg an OP about uniforms becomes a post about how terrible a specific school's policy is); and, of course, more extreme opinions.

*Technically this is often not so true as, last I read, puberty has been happening increasingly early.
