BOEP during action in Favela

In whole world, there is probably no as controversial unit as BOEP. It stands in Portuguese as Brigade for Special Police Operations; originally was created in Paratapais, one of member provinces of Gran Cuscatlan speaking in Portuguese to control illegal drug trade and fight in poor districts against well armed criminal militias. In 2014 they took part in a coup which placed their commander, Carlos Silva as president of the county. It was Silva who made Paratapais join then SAF - and BOEP teams were established all around the federation. Silva became soon president of SAF and BOEP turned into "Silva's private army" every town had such unit, while Silva was president while officially in command of BOEP. Silva resigned few years later and gave title of Caudillo to another man; but he remained in control of BOEP, where he is legend despite the fact that he is now head of Cuscatlani intelligence.

BOEP kills 200 gangsters each year in capital city only. They shoot without mercy with military grade weaponry. Used as Riot control unit they took part in breaking of Gay Pride by Carlos Silva's orders, where they brutally beaten countless LGBT people. Their brutality is legendary; they enjoy beating the victim before arresting him ( they call it "Fist baptism" ). Silva was accused few times on using torture on gangsters to extract information.

Many however claim how BOEP saved them from gangsters. Gangsters in Cucsatlan control many portions of Favelas and are armed in military grade weaponry; if any mercy was shown, there is no chance of winning this drug war. BOEP remains one of best paramilitary police formations in the world, successfully dealing with famous Flight 556 hostage rescue.

What exactly is BOEP? Death Squads or National Heroes?

Your characters will try to answer that question. Working as reporters or secret investigators for some international organisation, they will go to Gran Cuscatlan to find the truth about BOEP; what this unit really is?

Occupation: Secret police officer
Bio: Born in 1950, one year before the Glorious Revolution to Cleanse the Communists, Mahmoud Al-Fasal suffered child abuse from Jewish parents and that made him convert to Islam. After 15 years of Primary and Secondary school, he was chosen to be a member of the Muslim Protection Force (secret police). He quickly rose up the ranks, removing the threat of infidels, communists and other unneeded minorities with ease. Following the 2011 Sunni Insurgency, he became the leader of the Mujahideeni forces, destroying the Sunnites with ease. After a 6 months of training exercises he was chosen as an international agent and was told to survey the BOEP of Gran Cuscatlan and possibly neutralize some of them (with your permisson, Still a W.I.P!)

He won several awards for his objective and in depth reporting during the War in Bethuana. He's a smooth talker, and relies on his way with words in order to get embedded with units headed straight into combat. He's a natural in a combat situation and feels sort of misused when he's reporting on anything else.

Wearing a suit of navy blue armour lined with gold lacquer, with an open-faced helm sporting a pair of antlers, he was mounted on a fine horse but dismounted as the Deputy Prime Minister stepped out of the plane.

Striding forwards, leaving his band of mounted Samurai in various shades of blue behind, he approached the Deputy Prime Minister and bowed.
"Minister Husain, welcome to the Jade Empire of Yngen. I am Shogun-Treasurer Cenwulf Rittmeister, your official liason for the duration of your stay, and may I say it is a pleasure to have you here."
When he spoke, his voice was measured and precise, with a far more accurate English accent than most Yngenious. His hair was a light brown and his eyes were blue, and a short-cropped beard covered his face.
