Without proper finances we cannot fund critical domestic projects such as power, water supplies, etc. Therefore I notion this Congress to increase taxes by 10% across the board. Our economists estimate a 250 billion dollar revenue gain. Now I know this sounds ambitious but it is for the greater good of this country and our people. Our Txlacala Dam is near finished with a projected 6-8 months left of construction. It will be the biggest Dam in all of Latin America. Now onto Oil and Gas reform. The State run oil and gas company PetroAzteca, have found multiple reserves in Veracruz and Tampico. 12 new oil Wells and 2 new refineries are underway. Our economy has been to reliant on a source that will soon run out. It's time that we broaden our economic basis by introducing new industries. We already export cars and electronics but, it's time that we incorporate new industries. Textile and Coffee have been underfunded. If we build new factories to produce freeze dried coffee we'll be able to rake in new revenue. Assemblyman Ticana was interrupted by Assemblyman and former Colonel of the Republican Army Zolcado.

Ticana it's time we focus on something that has been truly underfunded, the Military! I know you're Capital Lake Industrialist but I'm a military man and right now the military is need of new equipment, better wages, and better weapons! Modernization should be our top priority, in every sense. We can't call ourselves a country without defending our sovereignty. Besides we all know Montezuma III has his eyes on Panama. We all know he wants the Canal but, how is he going to get it without the proper military for the job?! The Jaguar Party should consider the notion to present a revised budget to President Montezuma III. The military is our country's pride!

Now I know currently the situation in Japan is a bit uneasy but in the long run we could gain a valuable ally. We should start relations bilaterally and not rush into any hectic commitments.

Montezuma nodded. He likes the idea of expanding the Aztecs influence. He held a million man army it was only natural to have a massive economy with it. His regional competitor was Brazil if he could pass them in the money race all he'd have to worry about was competing with China over the US markets, and maybe he could penetrate the Asia economy through Japan. Very well, I shall make a state visit to Japan. The product the Japanese will be most interested in is oil. We have plenty of it and with this as our leverage we can reach an agreement. We share an ocean it will make it easier to transport the resource. But, what we need is more technological equipment. Enhancing our education is the only way to progress. Today was going to be one of those days, the city authorities knew it as did the security forces for it was they who had decided that the Temple Mount would remain closed and by extension the Al Aqsa Mosque.

Muslims trying to get to the Holy Compound for Friday prayers were greeted by closed gates and Israeli Police informing them that for security reasons no entry would be permitted today. Crowds had begun to gather and the mood was beginning to sour. As the word spread of the Israeli provocation the composition of the crowd began to change and soon the ranks were being swelled with young men. The Police had seen this happen countless times and knew what was coming next.

The shouting and chanting started, the crush developed, the police ordered the crowd to disperse and pushed back against the mass of people at which point a stone arced from somewhere in the mess of humanity clattering onto the ground by the polices feet and that is how, once again, a riot broke out in the heart of the old city.

Saturn, which was the smallest of the three in size, Jupiter, the medium one in terms of firepower and size, and finally, Neptune, the biggest one in everything. Both Saturn and Jupiter were finished a year back, but Neptune was not finished yet, it would be in a week. They were giant, hulking airships that specialized in ground and air support, as well as bombing cities into oblivion and troop transport. Due to Vietnamese and American involvement, 1 airship each was being constructed in top-secret locations in their nations.

The German Government ordered for 6 more Airships to be constructed in Fort Bayern since they saw the tactical and strategic value of these supposed Airships in combat.

Finally, the first Neptune-class Heavy Command Cruiser was finished. After months of hard work by the scientists, machines, and workers building the Airship, it was finished. A demonstration was scheduled in nighttime for the HCC, the Chancellor, President, and numerous Generals of the Army, Admirals, and Air Marshals to prove that the HCC was the future of warfare. The HCC would single-handedly blow up an entire small, fake, constructed-out-of-wood village that was built specifically for the demonstration a mile away.

At midnight, the various political and military leaders gathered into a bleacher and saw the HCC take off with its powerful nuclear engines. Then it quickly went to the mock village and conducted an aerial bombardment of the village with huge 205mm artillery shells, along with 120mm Rheinmetall short-range HEAT guns which decimated the various mock buildings. This impressed the leaders and they saw the potential for the Airships on the battlefield, razing entire cities and providing support to troops on the ground.

10 more HCCs of all classes, Neptune, Saturn, and Jupiter, were ordered for the military shortly after the demonstration.

The Donetsk People's Republic is an unrecognized state yet which is also searching more Independence from Ukraine. Lately, Ukrainian protesters have been starting chaos in the Donetsk People's Republic due to split from Ukraine and supporting the Russians. During the Russian-Ukrainian crisis, Donetsk was occupied oblast by the Russian Armed Forces until April 9th. Donetsk has it's nicknames such "Novorossiya" which means "New Russia" on Russian. Also, the protesters got contact to guns since the Donetsk People's Militia, and the Donbass People's Militia had to enter it too. Ukraine recognizes the Donbass People's Militia as an official terrorist group during the Russian-Ukrainian crisis, which will turn into an Ukrainian-Donetsk crisis soon, but we hope it won't. Even Donetsk flags are being burned, including within the Russian ones. We hope that Russia will send support to Donetsk and recognize it as an independent state which split from Ukraine. The Donetsk People's Militia armed with AK-103 Assault Rifles and Makarov Pistols. There are reports that some of the Donetsk Soldiers have Russian RPG's or anti-tank rocket launchers in case an Ukrainian tanks enters the battle. Riot Police are currently pushing the Ukrainian protesters back, but it ain't helping much.

The Donetsk National Park has been currently blockaded by the Ukrainian protesters in the Donetsk People's Republic. The Riot Police kept them well back from the Government buildings, but until gun shots have been fired that changed everything. This might turn into an Donetsk-Ukrainian crisis, like in 2014, only that the Russians wanted Crimea and then started a conflict against Ukraine. The People's Governor's building is heavily being defended, since they throw stones and we hope that no gunshots will be fired here. If gunshots are fired onto the riot that will start an totally new crisis. This is no aggression on Ukrainian Civilians, since we are only pulling them back away and not killing them. In the Donetsk National Park there are signs of armed people with AK-47's. The Donbass People's Militia will be scouting these men and the whole park from a building. There will be a need of the Donetsk People's Militia to jump into this if it begins to get ugly on Donetsk Civilians. There are no dead civilians yet, if there are it will get much more worse. And the Donetsk People's Republic is asking for recognition from every country in the world currently.

The Fubuki-class heavy destroyer JDS Isonami cut through the waters around the small cluster of five islands and three rocks. To the stern of the JDS Isonami and to the east, the Japan Coast Guard PL52 Akaishi followed closely. No longer would Japan allow random Chinese fishing boats and civilians to climb onto the rocks. These rogue elements were now warded off by serious warnings from heavily-armed JMSDF ships, not mere water-cannon equipped JCG patrol boats. When they ignored or otherwise defied orders to leave, a warning shot from the 127mm gun would usually leave send them running to file a complaint with their government. Though when the Chinese Coast Guard tried to screw around, the JMSDF mostly hung back and allowed the usual water cannon duel to take place.

Japan would not mess around with these rogue elements any longer. With the interest of keeping China at arms reach, the JMSDF referred to the occasional Chinese incursion as a 'rogue attack', implying that these civilians were not connected with the Chinese government- and they usually were not. Eleven months back, another group of protesters had sneaked past the patrol and planted a Chinese flag on Uotsuri-shima, then camped out there for several days. Okinawa Prefecture sent in a local police unit to arrest the protesters, who were speedily extradited back to China. Needless to say the political fallout was massive.

The JDS Isonami was a Fubuki-class 'heavy destroyer', more like a missile cruiser than a missile destroyer. First laid down in 2008, the 10-ship class was armed with two 61-cell Mk 41 VLS systems, with a total of 122 missiles. It also carried eight RGM-84 Harpoon SSMs, two 127mm guns, two 25mm guns, four 12.7mm machine guns, two 20mm Phalanx CIWS units and two Type-68 triple torpedo tubes. It was as large as the USA's Ticonderoga-class, though the superstructure and sensor systems were different and looked somewhat like that on the Atago-class destroyers.

In the distance, from the direction of Okinawa proper, a long, grey shape was barely visible on the horizon.

It was extremely hard to hide something as big as an aircraft carrier. Furthermore, with the upcoming talks with China, Japan could not afford to have any more political fallout any time soon. These talks seemed to be the right platform in order to solve the Senkaku issue once and for all, and would finally stop these rogue elements from causing trouble in the area. Yet here was Japan, having purchased a stripped-down hulk from the USA, a shell of a nuclear aircraft carrier.

"This is sure to piss some people off."

Admiral Mitanabe, Chief of Staff of the JMSDF, remarked, standing on the tip of the flight deck as he watched seagulls soar overhead. Everything had been stripped off, even the CATOBAR and the lights in some places. Those Americans... So secretive. The JMSDF had jumped at the chance to get their hands on a pre-built carrier, and with the incoming F-35s in 2019, they would have both a refitted carrier and carrier aircraft by 2020, all part of the plan for national defence.

The ship was being pulled by a team of two tugboats as they moved from Okinawa to the mainland, where the hulk would be berthed in Yokosuka while it was being refitted. Once full refitting was done at around late 2017 or early 2018, the carrier would be misused as a flagship and helicopter carrier until the F-35s arrived and could be modified locally for naval use. If China could have their Liaoning, so could Japan have their Akagi.

The ship's new name, reused from the World War Two ship of the same name, had been strung out on a banner over the empty island, along with the JMSDF ensign. The first step of refitting was already underway- English signs and placards were being replaced with bilingual Japanese-English ones. The flight deck was already hosting aircraft, with two Mitsubishi SH-60J helicopters, one for the on-board work crew and one having brought Mitanabe and his entourage to the ship.

Mitanabe smiled grimly and shook his head, turning and walking back down the empty flight deck towards the island. A JMSDF sailor with a Type-89 slung across his back stood to attention and saluted as he walked past. Two men were taking dimensions of the flight deck, wearing orange safety jumpsuits.

It was to be completed within 2-3 years, and was to be one of the most advanced carriers on the water, if it was completed right. Unfortanetly because of how costly the carrier was, most accusition moey in the defense budget for the year, was dedicated to getting this carrier built as fast as they could.Men hurriedly ran by carrying blue prints and files set aside for the project.

Word had come across that Iran-Iraq was to get the planes they wanted. 8 Su-25UB's, 50 Kamov Ka-50's and 50 Mil Mi-28 were to be sent to them. Along with 2,500 Ak-103's, once they were gathered. 500 Russian soldiers and 100 Spetznaz were to be gathered to be sent their, to protect the supplies and to train soldiers and such as the Iran-Iraq had asked. Hopefully this would lead to a turn around.
