Kraken only wants peaceful relations with Ethos, you guys can have the goddamned moon. At worst, we would only wish to have a observationary station on the moon. We'll just colonize the other planets.

How about this one? A Pure Technocracy that is rather spiritual with remnants of the Tibetan theocracy. Given how relatively more science open Buddhism is and how vast the country is with emphasis on being environmentally friendly, it's likely that, other than the rather conservative and reactionary Buddhists, the monks would be left alone most of the time in the rebuilt monasteries.
