The International Council on Environmental Policy (ICEP) is being created.

Our goal is to craft climate policy for the 21st century that will take into account both economic and environmental interests. We will be instituting caps on emissions, stating how many MPH a car must drive, and the like. All nations in the alliance must adopt these proposals.
