Caek of the Wolfen Bid to Host World Cup of Hockey


Following a lack of bids to host the Cup, the Wolfen bid to host it.

About Caek of the Wolfen

Caek of the Wolfen, located in the far south of the Imperium of the Wolf, is a relatively young country, being formed in about 1946. The original island was full of primitive clans, until the Wolfen clan came into power, conquering and uniting all of the clans. The current leader is Caek, a young decesendant of the Wolfen, who also is participating in the Cup.

The Wolfen have their national sports leagues of basketball, baseball, hockey, and American football. In the Wolfen National Hockey League, games are usually rough, physical, and include a hits and fights. There are also players who do focus on shots and pokes, but mostly Wolfen players will be stronger. Players are also used to large, cheering crowds who will sometimes treat a lot of important games like college basketball, chanting and ridiculing against players having a hard time, and you should expect them to do the same if the Iron Wolves are playing. In national sports, the Wolfen have preceeded into the playoffs of the World Bowl, and had been eliminated in the last World Cup of Hockey.

Sadly though, the Wolfen have never hosted a tournament before. (OOC: although I can work with xkoranate and generate the scores.)

Format
Looking at what we have as of now, 72 would be good. With teams, I'll split the entrants into eighteen groups of four. Following each team in their group play a two leg round robin, the top two teams in each group will advance to the playoffs. If each team from each group does play each other twice, the group stage will last for at least eight days. The bracket will split into two legs, with sixteen teams on either side. Teams will be ranked (#1, #2) based on number of goals, wins, and losses and will play each other based on those. (OOC: Based on the NCAA tournament rules) A best of three series will be played to determine the winner of each of the two facing off. Seeds #16 and #17 will play a wildcard round before the playoffs begin, as will #15 and #18. After three rounds (nine days), the championship best of three series will be played to determine the winner of the tournament.

In the group stages, ties are allowed. 3 points are awarded for a win, 1 for a draw, and 0 for a loss. Tiebreakers will be in this order; Points, Goal Difference, Goals for, HTH points, HTH goal difference, and HTH goals. IIHF rules will be used for our tournament if chosen.

Scorination
For scorination, xkoranate will be used. RP bonus will be cumulative. Bonuses will be ranked on quality, not quantity. Finally, different styles from 5 (great offense, poor defense) to -5 (vice versa) to any team playing. In the event the Iron Wolves make it to the playoffs, I ask that someone else scorinate for me, for the sake of honesty.

Actually, the current signup total is 66, not 62 (counting Patistan, SJT, Esparmuran and The United Regions). This is, almost certainly, a record number.

Electrum and Ri'en's WCoH24 Bid


IC Information about Electrum and Ri'en

Electrum is a country in Rushmore with a population of a few hundred million. It is a large and cultured and sporty nation. Their national sports are tennis, fencing and sailing, but Electrumites are always more than willing to spectate new games. As for rinks, Electrum will construct rinks in Prescott, the coldest city, as well as Centralis, the capital city, Agri, the agricultural city as well as Port Grenville, temperate climate-wise and portside city. These four cities will host Groups A-D (more IC information on the way if we get accepted).

In terms of ice hockey, Electrum is not that well known on the world stage. In fact, the national ice hockey team lost all of their matches in the IX Winter Olympics 0-4. But, under the new helm of Minister of Sports, Rosalind Corby MP has focused on introducing new sports to the country as part of the "Come Play!" program where hopefully they will expose the youth of Electrum to more sports to get them off the couch and be more active. It is their first time competing on the world stage, but with the potential home side behind them, they will be ready and raring to do well.

Ri'en, formally the State of Ri'en, alternatively known as Ri'nen, Rinen or Rien (all listed variants considered valid and official), is a country situated in the far south of the region of Cornellia. Ri'en spans a large area for a nation consisting of several scattered island chains. It has large snow-covered plains and is renowned for it's freezing cold temperatures and it's prodigious snowfall, making it ideal for Ice Hockey conditions. Ri'en was largely isolationist until the 1980s where a merchant ship made its way to the Ri'en port of Shangava, forced to make for land after being embroiled in a severe storm. At that time, the natives of Ri'en had a strong nationalistic streak in them due to their years of isolation and so they put up fierce resistance against the external influences, which perceived as 'unclean and unholy'.

As a result, Ri'en was slow to modernise/industrialise despite the influx of Cornellian traders - and by extension, their technology - into the country. Almost three decades after Ri'en first came into contact with the outside world, it is still lagging behind the rest of the known world in terms of just about everything, ranging from technology to HDI.

Electrum and Ri'en have decided to partner up and bid with each other in this World Cup of Hockey when Ri'en approached Electrum to cohost something together, so as to boost their international image. The Electrum Ministry of Sports, headed by the new Minister Corby, leaped onto the opportunity and accepted Ri'en's invitation.

Our Focus

Ri'en and myself will be focusing on the importance of participation in this WCoH, with RPs being rewarded. As a result, we have tweaked a few things in terms of format, tiebreaks and etc. to encourage participation and RPing, and hopefully have some new players come along to really get their creative juices flowing.

Format

If we get chosen, we will cutoff the signups at 72, that is 3 more teams would need to enter. Then, we would have pots (depending on numbers) and distribute nations into 8 groups of 9, with four groups playing in Electrum, and the other four groups playing in Ri'en. It would be a single round robin format. We plan to start on the 21st of May.

Group winners will be granted automatic entry into the finals series. Teams that are second or third in their group will advance to a playoffs stage. The runners up will go against each other, with four advancing to the finals (taking seeds 9-12) and four advancing to the second round playoffs. The third place teams would go against each other, with four being eliminated from contention and four advancing to the second round playoffs. The second round playoffs would see the remaining 8 nations (four loser runner ups and four winner third placers) face off with each other, with the four winners gaining a spot into the finals series, seeded 13-16.

With 16 spots, we would see the classic finals series, with the finals matches being a best of three. Tiebreaks for entry into the finals series is H2H record, number of wins then a flip of the coin (Whoever has the highest bonus/RP score). For seeding, teams will be sorted by Points, Goal Difference, Wins, Goals Scored and then a flip of the coin (Whoever has the highest RP score).


The rationale for this format and tiebreak is that we want to reward those who actually participate, by increasing more chances for lower placed teams to go through to the finals. The tiebreak chain is short as we envisage that we will only use it in the group round. Once we get into the finals, draws will be turned off.

RP Bonus and Scorination

The usual, xkoranate with Ice Hockey with xkoranate style modifiers, ranging from -5 to +5, with -5 being totally defensive and +5 being totally offensive. The RP Bonus will use the current rankings (on Saintland's signature) and will be graded from 0-2. The bonus will be cumulative and directly added onto ranking. As for nations participating in playoffs, RPs that are made during the playoffs will only count for the playoffs, so as not to give an advantage for those nations in playoffs who have an extra 2 days of RPs.

Note: Ri'en is the same person as Kazamatsuri/Mizuyuki

The Konsehong Pampalakasan ng Maharlinkang Barangay (KPMB; Royal Barangay Sporting Council) is proud to present to you the nation's official bid for the 24th World Cup of Hockey.

The Royal Barangay, formerly known as Sangti, debuted in the sports multiverse at the 4th Swamp Soccer World Cup, but they will be remembered for a runners-up finish at the Campionato Esportiva VII at the Glorious Commune. The Royal Barangay celebrated its first World Cup finals qualification last cycle. and had also several accolades such as the current World Baseball Classic (29) Champions, winners of the 6th NSCAA, runners-up finish in the Handball World Cup XI, World Baseball Classic 28, and a third place finish at the Handball World Cup 10, among other achievements.


OOC Info and Hosting Experience

The Royal Barangay (Sangti) has been in NationStates for a year now, and showed promise by RPing in many events, and hosting in many minor events and some major ones. The following list includes those who are hosted by puppets Alitaba and Ingla Terra:

Format

With record-high signups for this edition, we would have the following format:
  • The first 72 nations signed up in this edition of the WCoH, pending a puppet entry check, shall be entered and be divided into twelve qualifying groups of six teams each. They will play in a double round robin, home-and-away format. Draws are allowed, equivalent to one point, and wins equivalent to three points. The tournament will use NHL ice dimensions and fight rules.
  • The top two teams per group after the qualifying stage will advance to the playoffs, all played in The Royal Barangay, with the top eight teams getting a bye in the first round. Teams that top the group will be seeded from 1-12 and the others will be seeded 13-24. There will only be one reseeding, and that is when the tournament reaches the Round of 16, (but the original seed number will remain). There will be a third place series, that will be scored along with the championship series.
  • All playoff games shall be best of three, with the exception of the championship series which will be a five game series.

The tiebreaking criteria in the group stages will be as follows:
  • Points
  • Head to head points
  • Head to head GD
  • Goal Difference
  • Coin flip
Scorination and Roleplay

Scorination will be made using xkoranate (latest version), Ice Hockey function with additive style modifiers (full range; -5 to 5). Should The Royal Barangay and/or Perlasilangan make it into the playoffs, I will ask a third party scorinator to scorinate the matches for these nations.

RP bonus will be scaled from 0 to 1.5 per matchday, and will be graded by quality over quantity. Max skill would be Havl's rank added with 1.5 multiplied by the maximum number of matches from a team, excluding the Round of 24 series. RP bonus gained from the Round of 24 series will be reverted back to the RP bonus gained before playoffs commenced to remove the advantage of those who played during that round. Rosters will also be graded and shall be equivalent to a matchday.

Cutoffs and timeframe

Cutoff will be tentatively set between 13h00-14h00 UTC. Should the need for an earlier scorination by the host arise, the host concerned will announce it at least 24 hours before the intended scorination time.

If I ever be chosen as host, I would start the everything thread at least 24 hours after the host voting results, with Matchday 1 starting on the 25th of May. Groups will be drawn before May 21 since I will be out of town for a fieldwork from May 21 to 24 (and there is no internet in the hotel that we will be staying).

If selected, will you guys be using Saintland's modifiers(that I have used for last WJHC VI)?

Also, Caek of Wolfen's bid will not b considered unless he completes the task that Cassadaigua can give, in order to ensure that we'll not have another case of NWG in BoI 15 and some WBs ago.

Speaking on behalf of Ri'en here, but upon further inspection of the formula on the discussion thread, yes, we will be using the new modifiers.

Not sure the harshness of not being considered is necessary, it appears to meet the requirements and hasn't been 24 hours yet no need to just strike them down before giving them a chance to, at the least, respond to Cassa.
If they can't complete the task it would simply not get the votes to host. Let the voters do their job in weeding these things out.




For Caek of Wolfen:
1. Complete Cassa's request

2. NHL rinks/rules or IIHF rinks/rules or NCAA rinks/rules (since you mentioned NCAA for tournament rules, which I assume is just the series format and not actual ice rules)?

3. Can you expand more on your tiebreakers and what you plan to do if the three you list leaves two teams still equal.


For Electrum and Ri'en:
1. As it appears the first part of the 16 team section will be single games, loser goes home. Is that correct? and why that format over a best of series for the round of 16?

2. Why have you chosen the tie breaker format you did (leaving out GD - for entry into the finals series)? I do note it is used for seeding

3. NHL rinks/rules or IIHF rinks/rules

(seems like a needless step if giving teams a seed of 1-24) I do agree the group winners would be 1-12 in this set-up and the runners up 13-24, but see it like this 24 teams with no need to re-order)

3. Why not bring in the the top 3 from each group or the 12 group winners and then the next 4 best teams for a more workable number? which would eliminate byes and re-ordering.

4. Is the third place game best of 5 like the championship or best of 3 like the other playoff games?

A wild WCoH 24 Host Bid by Royal Kingdom of Quebec and Vaugania!


OOC Information

Royal Kingdom of Quebec has been an active part of NS Sports for about a year and half now, participating in every WCoH since its 19th edition. Vaugania appeared at NS Sports in around the same time, also started his participation at WCoH in the 19th edition. The user behind the Royal Kingdom of Quebec has hosted Baptism of Iron XIV and XV, both editions of NSCAA Ice Hockey(which he organised and co-hosted with Michael VII, Cassadaigua and Vaugania), as well as co-hosting last 2 editions of NSCF. On recent days, after being voted as the 1st President of World Cup of Hockey Federation, he has hosted Royal Alexandre Hockey Invitationals and World Junior Hockey Championships VI.

Vaugania has been an active of a member at NS Sports circuit, joining his first WCoH at the very same edition his runningmate started(WCoH 19). Since then, he has hosted the World Korfball Classic 2, World Indoor Soccer Championship 6, and co-hosting both editions of NSCAA Ice Hockey with Quebec. And last, but not the least, he has hosted a major part of NSCAA 6, as well as the entirety of World Baseball Classic 28. Both Quebec and Vaugania hopes that this bid will provide both users and nations enough experience for future.

IC Information

Empire of the Royal Kingdom of Quebec is a fairly large nation located in the Northwestern corner of Atlantian Oceania. It is a multicultural nation consisting of four predominant(English, French, Korean and First Nations) and many complementary ethnicities and cultures. Being located far north of AO, hockey is a very popular sport, being played in almost every part of and by almost everyone in the country. Quebec Hockey League currently is the most international and financially successful of all the hockey leagues on NSverse, It also draws Junior levels of hockey are extremely well followed, with many QMJHL(OOC: IC equivalent of CHL in Canada) teams regularly recording +10,000 people in attendance for games. Catholic Republic of Vaugania is a medium-sized nation located in the Southeastern Rushmore. A nation also full of ethnic diversity and snow, it is very well known for its love of sports. In terms of hockey, Vauganian National Hockey Team has been on ice for years, as a respectable, dangerous opponent, while VHL has been financially and talented-wise, successful and high-quality of a major hockey league.

Scorination

Scorination will be done in the latest version of xkoranate on the ice hockey function, using the modifiers that Saintland has created. Style Modifiers will be from -5 to +5. RPs will be scored from 0 to 3 and the criteria for judging them is based mainly and creativity and how well written they are. RP bonus will serve as a significant factor in the scorination. They will be cumulative. Rosters will also be graded and shall be equivalent to a matchday.
There will also be bonus RP opportunities (that you can ignore if you want) next to some of the scorinated matches for Quebecois half, which many of you have already experienced through most competitions that Quebec has hosted.

Cutoff and Timeframe

If we'll ever be chosen as the host, the everything thread will be up as soon as possible, based on the availability of hosts. Based on the timeframe that we have set for the time being, the most likely date for MD1 scorination will be 20th of May. Groups will be drawn 2 days prior to the MD1 scorination, so at the 18th. Exact cutoff time range for scorination will be released at the much later date, though it is very likely that for Quebecois half, it'll be around 16:00(Toronto-NYC Time), and on Vauganian half 20:30(Chicago Time). If there's a need for any scorination changes by the host, the host concerned will announce it at least 24 hours before the intended scorination time.

Format

Right now, with the record number of signups, it'd make lot more sense to expand the format. So, if elected, we'll cutoff the signup at 72. These teams then, using pots, will be divided into 8 groups of 9 each. It would be a single round robin format, all playing in either Quebec or Vaugania. Top 2 teams per group will advance into the playoffs after qualifying stage, where then they'll be seeded using NHL seedings. Playoff-wise NCAA bracket will be used, with no re-seeding. The tournament will use NHL ice dimensions and fight rules.

Yes, it is meant only for the last four, for clarity.

The matchups in the Round of 24 would be 9 vs 24, 10 vs 23... 16 vs 17, in which in the case that all higher seeds win their series, it would be 1 vs 16, 2 vs 15... 8 vs 9. Reordering the seeds in the earlier stage was what I did to give the higher seeded teams a less chance of an "upset" (based purely on the seeds), for example, 1 vs lowest seed, 2 vs 2nd lowest seed etc. What would I do there is I would not change the seed number of the team from the lowest number to 16.

3. Why not bring in the the top 3 from each group or the 12 group winners and then the next 4 best teams for a more workable number? which would eliminate byes and re-ordering.


I intended the use of the bye for teams who perform well to top in their group. Only 16 teams advancing from a 72-nation field seems too few for me for a tournament of that size, and having 32 teams would certainly open up opportunities for those teams who topped the group put their effort into waste by being eliminated early. Having three teams per group advance into the playoffs would have 36 participants, meaning that a play-in game of some sort would be needed (for 36 teams, 28 teams go to the first round and 8 have to play in for a spot in the first round), extending the tournament length by a day or two.

4. Is the third place game best of 5 like the championship or best of 3 like the other playoff games?

Is it just for the RP bonus earned or will the combination of Rank+RP be reduced by half?

Wow. There is a lot of bids. To Caek of Wolfen, if you gave not scorinated smaller tournaments, how can I trust you to host a massive cup with 72 nations? (Oh, if you are a puppet nation of a well know nation, forget the question)
