Bentus, whilst respecting the intentions of the Neornith representative, must insist that whilst each nations private sector can function under their own nation's law, it must be recognised from the onset that this should be a GESO station, and thus an overarching law be established to help foster co-operation. The introduction of differing legal systems essentially for neighbouring businesses could hamper the environment which he hope to create through this project in the first place. Regardless, we fully understand the dangers of such a path and therefore recommend that any overarching rules be limited only to those that can be taken as common for the entire alliance. An example of this would be the banning of all slavery and practices of slavery on the station, in line with the GESO charter itself.

With regards to the gracious offer from our friends in the Ascendancy, Bentus would like to propose that the Alliance places them as the overall administrator of the project - although obviously they will not be able to act on certain issues without the alliance's consent. The purpose of this would be to have a nation with experience in the construction and undertaking of this nature providing valuable expertise during its initial phases and inception. However, we question whether having a pre-existing station brought in for the purpose is the most beneficial course of action.
Whilst we acknowledge the superior quality of Gaian starbase construction and their incredible workmanship, we feel that one of the central pillars of this project is the joint construction of a starbase by alliance members. This would be a test of inter-member co-operation and allow the sharing of civilian and engineering know-how for the benefit of us all. The supervised nature of this project also means it is a perfect opportunity for members with less developed vacuum infrastructure - such as the Commonwealth of Bentus itself - to learn the necessary skills. In deed, this project would be the most significant engineering challenge undertaken by the Commonwealth beyond a terrestrial atmosphere, and we feel that it is essential for us to learn the skills involved in order to stand side-by-side with our fellow alliance members.
