I'm sure many of them would rather live in an improved version of their own country. Individuals have very little bargaining power when it comes to how their country is run, for the most part. Most people have their hands full looking after themselves and their family as well.

They can work, work, strive and make their country better. Italy is not an "improved version" of their own country.
