[DRAFT] Make Education Up to 18 Years of Age Compulsory

This bill proclaims that all children around the world must do formal education up to 18 years of age. Countries can get funding from the World Assembly if they can't fund education for all their nation's children. If a nation fails this criteria it will be fined 10% of it's GDP. All children of the world deserve an education if they don't they will be stuck in poverty for the rest of their life on Earth. This bill would cause an Educated Generation which would make the World Economy go up fourfold according to some economists. Developing countries like Braylandia would challenge Developed Countries for jobs which would make the world more balanced.

Your proposal has some problems. It appears to be in breach of the proposal rules on format; additionally, if submitted in its present form, it would violate other rules such as branding and metagaming. Its category is unclear: Moral Decency for requiring people to stay in school, or Educational for funding it? You have not made clear how the funding from the WA will be obtained: is it from the GIBE?

For this to have any merit at all it would need almost complete revision.

First, this isn't really a draft, it's more a topic you posted to brainstorm.

Anyway, It depends on what's the age when your considered a adult in some nations. It might not be 18, maybe it's 15 or 21.

It also doesn't account for nations with hyper efficient education systems. Why do in 18 years what you can do in a week?

Also, in current form it requires children below one year old to attend school.
Lastly, 10% of GDP is more than some nations entire government budgets. That's an awful idea.

1. In addition to the meta gaming, real world, proposal language, category (or lack thereof), strength (also lack of), format, bloggish, and optionality offenses, this proposal has a BLODDY STUPID violation. That is almost half of the possible violations, by the way.
2. You cannot fine countries 1/10th of their GDP, and even if you could that would harm the children more than it would help them.
3. I know you are all excited that you just got into the WA, and you want to submit all these proposals, but it is better to watch proposals actually pass, get a good idea for one and not put in lost of spam. Also you NEED TWO ENDORSEMENTS to submit legislation (you have none).

Ambassador, do you really believe responsible member nations of the WA are so incompetent that they need the WA to create education laws for them? The age of legal adulthood, or even age of average death, varies. You can't shove this into the GA and hope something good will happen.
On top of that, this isn't even a proposal as much as it is a messy pile of ideas.
