All non originally Roman Empire people should be romanized (basically lose their cultures and accept roman culture as their own), also people from other cultures and conquered regions would often be made slaves, not to speak about women's rights and the treatment to those who were against imperial regime. Maybe they didn't want to have their lands in the hands of an empire. Maybe because they wanted to be free from the roman empire. Maybe because they wanted to remain in their own society and be driven by their own rules.
