As interesting as that would be to play as either insurgents or a poorly trained, under equipped force, I can't imagine too many people would be interested in that because there's no Americans.

That's the problem! If I involve US into this, the battlefield will be unequal, with the insurgents getting into guerrilla warfare, while the military bombard them.

Admittedly, it wouldn't be exactly like China. It'd be a fantasy version, and so would hold a different name and different cultures and such.
It was inspired by my own personal novel, which can be described as an Indian fantasy epic (similar to Game of Thrones in some ways). So a way to describe this rp that never was is Chinese Game of Thrones.

That's the problem. Most people either aren't interested in playing a character of a radically different culture, or are intimidated by the concept.
Hell, I'm probably one of the worst offenders. My character in Postapocalyptia, Hiram Dupont, is a Jewish Frenchman, but I made him an atheist who hasn't been to France since he was a kid. I only realized this when I stopped to think about it, and it's because I can't identify with either Jews or Frenchmen.

I haven't had too much trouble playing different cultural characters. I just play normal people, because people are mostly the same from place to place. The rest I extrapolate from my travels and from Wikitravel/Wikipedia.
