Whereas: The Coalition further encourages economic egalitarianism, and;

Whereas: These three are all traits of a domineering World Governance, therefore be it;

Resolved: That the De Facto Leadership of the Free Land of the Black Plains, Joseph Mansor, Capitalist Prime presiding; hereby declares and condemns the Coalition of Nation States as a World Governance, and be it;

Further Resolved: That the De Facto Leadership declares the Coalition of Nation States a malicious world governance, allowing its members an air of invincibility and indiscretion thus indirectly oppressing other countries, wherefore:
1: Countries that have a "blank check", such as the Coalition so graciously grants them, will have a high tendency to act more
boldly against other bodies, and wherefore;
2: Countries not members of an alliance as overbearing as the Coalition will be at a disadvantage when handling the situation, so there
fore be it;

Finally Resolved: That the condemnation will only be removed when stricter definitions are written as to when a situation may be interpreted as being hostile, when if at all a member is out of bounds (as no definition currently exists) and thus is not entitled to aid
til amends are made, and the clause addressing Orwellian "Peace by Force" between two warring member countries is struck.

Section i: One hundred-thousand (100,000) of the finest mercenaries equipped with assault rifles and infantry paraphernalia.

Section ii: One-thousand (1,000) long-ranged infantry, euphemistically known as snipers, equipped with Plains-24 Uranium-tint
long-range sniper rifles along with minimal infantry paraphernalia.

Section iii: Two-thousand (2,000) tanks including:
A: Five-hundred (500) flame-thrower tanks.
B: One-thousand (1,000) classic tanks.
C: Two-hundred-fifty (250) vegetation-clearing tanks
D: Two-hundred-fifty (250) anti-tank equipped tanks.

Section iv: Five-hundred (500) ATV-Humvee transports equipped with stationary machine gun platforms and light anti-bullet
armor.

Section v: Five-hundred (500) Plains-37 Helicopters equipped with .34 rapid machine guns, four rocket pods, and anti-air
missiles.

Article II: Let all these things be deployed to the area of the Cal-Lonaran conflict.

Article III: Let all these things aid the Kingdomy of Cal.

Article IV: This legislation goes into effect post-haste.

OOC: No this legislation does NOT violate what it means to be an anarchy. If a bunch of vegetarians rally to save a meat-manufacturing plant, they are still vegetarians who do not eat meat and the meat-manufacturing facility still manufactures meat.

Article I: Eighty-three fortresses/barracks for mercenaries shall be dispersed across the Black Plains border.

Article II: Fifty armies consisting of one-thousand commando mercenaries each will be established and kept updated and trained.

Article III: Three large armies shall be established.
Section i: Each army will have one-hundred fifty thousand mercenaries.
Section ii: Each army will have twenty thousand Black Plains Tiger V2.3 Anti-Infantry Tanks.
Section iii: Each army will have ten thousand Black Plains Lion V3.4 Anti-Tank Tanks
Section iv: Each army will have five-thousand Black Plains Cougar V1.7 Anti-Air Tanks

Article IV: Large barricades of concrete and steel bunkers shall hereby be established across the entire Black Plains' Eastern and Western Borders.
Section i: They will be fortified with stationary machine gun implants, one every tenth of a mile for the entire three-hundred odd mile span.
Section ii: They will be manned by ten mercenaries per machine gun implants residing in a barracks at each individual machine gun implant.
Sub-section a: They will consist of one individual bunker commander, one medic, one chef/handyman, one repairman, two gunners, two guards, a communications operator, and a sniper/RPG trooper.
Sub-section b: There will also be one foot soldier per three feet along the bunker equipped with alternating m14's and SCAR's (every fifth man having a mig-12 Sniper Rifle).
Section iii: During times of war all positions will be quadrupled(excluding bunker commander)
Section iv: Large ditches will be dug and mines will be planted within a mile outside the radius of the fortified line. There will be bog water and fecal matter dumped into the ditches to promote the breeding of disease and mosquitoes.
Section v: Artillery and Anti-air will be dispersed along a second line twenty odd yards behind the bunker line consisting of a long-range land-based MGM-140 ATAC Missile system every five miles, and anti-air systems of a MANPADS brigade every other mile, and a SAM site every mile.

Article V: The construction/maneuvering/organizing/carryout of these measures will be expedited, to be paid for out of pocket by the copiously wealthy Joseph Mansor, Capitalist Prime.

Article VI: This legislation's carryout will be seen over by Elisa Cantrell of the Domestic Department working in conjunction to Jason Mansor of the Defense Department.

Article VII: This legislation goes into effect immediately.

section ii: Each emplacement shall be manned by thirteen men. One minor commander, three computer technicians, one medic, five guards, a cook/handyman, a communications operator, and a repair/maintenance soldier.

Whereas: A large militia would be beneficial in the case of an invasian, therefore be it;

Resolved: That the De Facto Leadership hereby initiates the program "Call to Arms" where anyone who wishes to be trained in combat will be paid to do so on the condition that when the time arises they serve their country in the time of war. Be it;

Further Resolved: That weapons/supplies etc. will be provided by the De Facto Leadership, privately funded to go into effect immediately, and be it;

Further Resolved: That the trained militia men will be trained so they are ready to equip and mobilize in one day. This will also involve the construction of equipment centers across the Black Plains to be supervised by Syntacorp Uranium Construction.
