The only people allowed to post in this thread (except moderators) are the President of the Olympic Council, the acting President, an authorized vote collector, or the elected host of an Olympic Games.

Olympic Charter
(enacted 2010-01-09; last modified 2020-07-01)

1. Organization
The Olympic Council is composed of two bodies: the Council as a whole, and a smaller Executive Committee. The Council is presided over by a President, with a Vice President to replace him or her when needed.

1.1. Olympic Council

1.1.1. Composition
The Olympic Council is composed of the OOC players who participated in the most recent completed Olympic Winter Games or Games of the Olympiad, and the appointed members of the Executive Committee, regardless of whether they participated in the most recent Games.

1.1.2. Rights
Members of the Council are permitted to:

Vote on hosting bids for an Olympic Games.
Propose and vote on amendments to the Olympic Charter.

1.2. Executive Committee

1.2.1. Composition
The Executive Committee is composed of the Olympic Council President, Olympic Council Vice-President, the two other active Olympic Council members that most recently hosted (per §2.3.1) an Olympic Games to its completion, and one other person appointed by the President.

1.2.2. Rights
In addition to their rights as part of the Olympic Council, members of the Executive Committee are permitted to:

Vote to break a tie in a host selection vote.
Vote on a replacement host for an incomplete Olympic Games.

1.3. President and Vice President

1.3.1. Appointment
The President shall be the host of the most recent completed Games of the Olympiad. The Vice President shall be the host of the most recent completed Olympic Winter Games. Should the host (per §2.3.1) of the most recent completed Games of the Olympiad and the most recent completed Olympic Winter Games be the same person, and the Olympic Winter Games was hosted by more than one person, then the President shall select a co-host of the most recent Olympic Winter Games to be Vice President. If the most recent completed Olympic Winter Games was not co-hosted, the President may appoint as Vice President any member of the Olympic Council who has previously hosted a Games of the Olympiad or Olympic Winter Games to completion.

In the event that the President is unavailable to perform his or her responsibilities, the Vice President shall assume the role of President. Both the President and Vice President may appoint successors, to assume the role of President when both the President and Vice President are unavailable; successors appointed by the President will supersede those appointed by the Vice President.

1.3.2. Responsibilities
The President is responsible for:

Opening and closing votes of the Olympic Council and Executive Committee.
Appointing one member of the Executive Committee, for a term concurrent with his or her own.
Determining whether hosting bids meet the bid requirements.
Casting a tiebreaking vote in the Executive Committee, if needed to select the host of an Olympic Games.
Maintaining a list of members of the Olympic Council and Executive Committee.
Identifying the most recent confirmed lists of real-life Olympic events—the “base list”—and acceptable additions to and omissions from that list (e.g., additions or omissions to be made for the next real-life Olympics, or additions for gender equality)—the “extended list.”
Maintaining an official copy of this Charter, with any amendments made.

In the event that the President is a candidate to host an Olympic Games, the Vice President will be responsible for opening and closing the vote, and casting a tiebreaking vote if needed. If both the President and Vice President are candidates, or the Vice President is unavailable, the President shall appoint someone to assume these responsibilites. If this appointee is not a member of the Executive Committee, and the Executive Committee is called upon to choose between tied candidates, he or she may not vote except as a tiebreaker.

2. Events
2.1. Overview
The Olympic Council shall organize only two events, the Olympic Winter Games (Winter Olympics) and Games of the Olympiad (Summer Olympics). These shall be held in alternation, with the N Olympic Winter Games followed by the Games of the N Olympiad, and then the (N + 1) Olympic Winter Games. These two events are collectively termed Olympic Games.

2.2. Choice of sports
The Olympic Winter Games shall contain only sports contested on snow or ice, while the Games of the Olympiad shall contain only sports not contested on snow or ice. All Games must include all of the sports and events on the base list identified by the President, with no additions or omissions except as permitted by the extended list. Any such additions or omissions must be identified in a hosting bid. No restriction is made on the inclusion of demonstration sports and events for which medals are not awarded.

2.3. Host selection

2.3.1. Bid submission
Any person may submit a bid to host an Olympic Games. If more than one person is involved in the bid, a single person must be nominated as the host for the purposes of this Charter, in determining the President or Vice President, and membership in the Executive Committee.

2.3.2. Bid requirements
Bids must identify what scorinators will be used for all medal events, and must make all these scorinators publicly available for testing. Bids that do not include a testable scorinator will not be considered by the Council.

2.3.3. Selection
The host or hosts of an Olympic Games shall be determined by the following procedure:

The President (or person assuming this responsibility, per §1.3.2) shall identify the bids that have met the bid requirements, and Olympic Council members shall vote either to support a candidate, or to reopen bidding. If one candidate receives a plurality of votes, that candidate shall host. If a plurality of voters choose to reopen bids, then the President (or person assuming this responsibility) shall provide sufficient opportunity for new bids, and then restart this procedure.
If two or more candidates are tied for the greatest number of votes, then the votes of the Executive Committee members will be considered. If one of the tied candidates received a majority of votes from the Executive Committee, that candidate shall host. (This provision is merely for expediency, to avoid a second vote if it would be redundant.)
If none of the tied candidates received a majority of votes from the Executive Committee, the Executive Committee shall vote again to choose one of the tied candidates as the host. If one candidate receives a plurality of votes, that candidate shall host.
If two or more candidates are tied for the greatest number of votes from the Executive Committee, the President (or person assuming this responsibility) shall choose the host from among these candidates.

2.3.4. Contingency
The host or hosts will be required to provide signup data and scorinator input files to a member of the Executive Committee, as would be needed to allow a replacement host to complete the Games. In the event that a Games is abandoned, the Executive Committee may vote to choose a replacement host, or to leave the Games abandoned. If a majority of voters choose to abandon the Games, their decision will be final; if a plurality of voters choose a replacement host, the replacement will be furnished with the files and charged with completing the Games (the contingency provisions may be used again in case of another abandonment). If neither a majority vote to abandon nor a plurality to choose a particular replacement host, the President will choose how to proceed.

3. Amendments
Any member of the Olympic Council may propose an amendment to this Charter. If two other members endorse the proposal, the President shall hold a vote of the Olympic Council. If a majority of voting members are in favor of the amendment, it is put into effect immediately, except that the amendment shall not apply to any vote or Olympic Games ongoing at the time the amendment is passed.

Voting for the host of the VIII Olympic Winter Games is now open.

There are three voting options:

- Award the Games to the city of City Centre, Liventia
- Award the Games to the cities of Gothika-St Nash, Qazox (link updated)
- Re-open bids

Voting closes on at 05:40 UTC on Saturday, the 29th of December, 2012. You have ten days and five or so hours.

Votes should be sent by telegram to Logria. A list of the 105(!) NOCs eligible to vote is appended below. A list of received votes will be posted in the discussion thread approximately 24 hours prior to the closing of the vote, and you should check at that time to ensure that your vote has been recorded. In addition, I will attempt to update this list periodically, with NOCs who have voted coloured GREEN.

~~The two host NOCs are eligible to vote, and will be assumed to have voted for their own bids unless Qazox or Liventia inform me otherwise.~~ Qazox and Liventia have both TGed me with their votes. I will not reveal whether or not they have self-voted.

I, being the returning officer for the election of the host city or cities for the Eighth Winter Olympic Games, do hereby give notice that the votes received were as follows:

To elect the city of City Centre, Liventia - 18 votes.

To elect neither option and re-open nominations - one vote.

Votes should be sent by telegram to Logria. A list of the 98 active NOCs eligible to vote is appended below. A list of received votes will be posted in the discussion thread approximately 24 hours prior to the closing of the vote, and you should check at that time to ensure that your vote has been recorded. In addition, I will attempt to update this list periodically, with NOCs who have voted coloured GREEN.

In addition, there are twenty NOCs eligible to vote, but have their nation currently inactive. These nations will be eligible to vote should they reactivate their nation in time.

The NOC of Liventia is eligible to vote, and will be assumed to have voted for their own bid unless they inform me otherwise.

Voting for the host of the X Winter Olympiad is open.

There are two voting options:

1. Award the games to the city of Baseton, Amolotopia, Holy Republican Empire (Free Republics); or
2. Re-open bids.

Voting closes at 2200 UTC (2300 CET, 1700 ET) on Monday, 8 December 2014 - a voting window of almost exactly one week.

Nations with names beginning with letters M through Z inclusive, including all "The" nations, should send their votes via telegram to Olympic Council. All other nations should send their votes via telegram to The Kytler Peninsulae.
