There's nothing wrong with your region's RMB, so it's probably your computer. Try clearing your browser cache. If you're using the NS++ addon, try disabling it.

Fairly sure it can't be fixed easily. I hit similar issues, the RMB uses windows-1252 encoding which is a horrible character encoding that does not allow many non-English characters.

I'm not sure whether you're having a problem with NS or with NS++.
EDIT: since your screenshot is clearly NS++, I suggest uninstalling it, clearing your browser cache, restarting your browser, and then trying again. If it fails then, please make a screenshot of that situation. If not, please post about your problem in the NS++ thread since it would be for Afforess to fix, not us.

So, as a workaround ... don't post Cyrillic characters.

I actually have a table that converts the windows-1252 format to UTF, happy to help a conversion process.

It's still on my list, it's just a huge job for something that 98% of users won't notice.
It's mostly painful because of the volume of stuff that needs to switch over simultaneously... challenging when you have 11 years of accumulated data.
