Such a violation of the established treaty could be considered an act of war. One Hiren is thinking about unless overtures are made.

Oh, I must have misread that, oh well. That does make things easier thought . But the finer details of making things difficult for the Feds and Klingons still stands, because you know, Romulans are fickle bitches that way.

Pure energy values only tell the half the story. Photon torpedoes have explosive yield of 179,751 TW but they are as useful as nuke against shields. Use them against a hull, and result is devastation but they have little to no effect against shields because shields are designed to counteract matter. In star wars universe, it makes sense because well... they are more focused on hull. In star trek, if shields drop, you run so things like plasma/ kinetic weapons dont really mean much.
