Establishing the standard railroad gauge in the Aurentine Commonwealth as that of either 4 ft, 8 1/2 in (1,435 mm) Standard Gauge or 3 ft, 6 in (1067 mm) Colonial (Cape) Gauge for its railroads,
Granting railroads a year to convert to the new standard gauges, and to re-gauge their locomotives and rolling stock,
Declaring that transit systems such as trolley, interurban, light rail, and subway systems are exempt from this resolution,

Well historically the french had no problems if you were violent offender, but in this day and age i can see why with extradition that could be a problem. So no.
How exactly are you going to recruit them by the way? offer high salary, go into hopeless countries and offer a way out? We could establish a military mission in some of the west african countries to do just this actually

We should only be worried about violent felonies, really.
Offer them complete amnesty, Aurentine citizenship, and a new identity was my idea.

OK, actually, no, I checked and I was basing it off your answer to Yanalia right before my post that you are quotd responding to here. I hate to nitpick but I have to for my sanity - "intractably against a registration period" means I won't accept one, period, however long it is. You seem to be using the term to mean something very different, but I don't know how to clarify except that when I say "a registration period" I mean any registration period.
