This sounds suspiciously like taxing of WA nations. Which is illegal under GA#17 - WA General Fund.
All nations were at one time small. Powerful nations because some over time through their own actions - both when they were "young" and old. Nations should stand or fall on their own merits, not by requiring assistance from others. (Additionally, regionmates should be able to offer assistance and/or guidance to younger nations. Or, at least, that is the opinion of this WA delegate.)

I counter-propose that small nations subsidize all nations more than 5 years old because we are the ones always expected to shoulder the burden of any and all programs folk think up. How about that?

Article 10 § Whilst WA Member States may engage in wars, the World Assembly as a body maintains neutrality in matters of civil and international strife. As such, the WA will not engage in commanding, organising, ratifying, denouncing, or otherwise participating in armed conflicts, police actions, or military activities under the WA banner.

OOC: Actually, it's not illegal at all. What's banned is levying taxes on citizens. The World Assembly can levy taxes on nations; it's how the General Fund actually works.

OOC: I thought that the author meant population figures, which would mean that most nations now have (if we stick to the game's official' values for these, anyway) no chance whatsoever of falling into the "small" category and there'd be a predcictable length of time before each nation that wasn't already "large" would qualify for that status?
