Alright, motion to vote on the following:

That the manufacturing of all military items for the Union of Aligned Soviet States shall not be made in one country. All countries shall have an equal number manufacturing plants.

Sir Dixon looks at the agenda before him. The internal fight is very visible. While the majority of the members were present, the WA delegate was absent.

"I'm not really sure we should proceed without the Helgast delegate. But then again, I would hate to make these meetings last longer than what they need to......"
