As the former Chairman of the Party, Friedrich Kohlmann, have resigned entirely voluntarily from all offices of the state, which is not at all related to recent military failures, which didn't happen, the position of Chairman have become hotly contested among the party leaders. Who will lead the Party, and by extension the Republic, will be decided at the congress, along with important foreign policy decisions, the issue of the Reformist Platform within the party itself, the possible abolition of martial law on the Rotplanet among other issues.
In an unprecedented move, the Central Committee of the I.S.P.P. have decided to allow foreign observers from out-of-republic political Parties, Governments, Trade Unions and NGOs to attend the congress, albeit in limited numbers and with some restriction on which sessions they are allowed to attend. Out-of-Republic observers will be staying on the capital planet of the Volksplanet, in the closed city of Zanzburg where most of the Party Congress is held. Transport is arranged by the I.G.R.R., although the I.G.R.R. demands a payment in NSD of 40.000 per observer, which goes to attendance, transport, food and security. Furthermore attendants may exchange NSD into Volksmark at a 1:1 exchange rate for their stay. The security of the Congress and the International Observers are of course imperative to the I.G.R.R., and as more than two million security personell will defend the locked continent the Congress is taking place in, international observers have no need for own protection and any personal weapons will therefore be confiscated before entry into planetary space.
Observers can arrive from the 2nd of April, and have to leave by the 18th of May as the starting and ending sessions of the Congress is locked from foreign observers.
