I need help forming a budget breakdown for my military. I am focused mainly on my so-called Joint Strike Force, (JSF) which has 100,000 active duty combat personnel and 300,000 NCOs. I imagine them to be extremely well trained and armed soldiers, with a huge emphasis on quality over quantity. I would like to break down the budget of equipment vs training vs (something I could be missing).

I can provide other information, just ask.

It means Non Commissioned Officer. As in your squad/platoon commander among other things.

Which is actually not unheard off. IIRC the German army interwar had an NCO bloat with the idea that good NCO's need training while you can fill out the privates with recruits come mobilcy.

It's not optimal though. Germany did it because they were legally restricted from having a large military at the time, so they held on to the parts they felt were hard to train. Which I don't think is the environment we're operating in here.

Think about it. If you have universal service in place which has the potential to bloat your numbers up in a hurry the logic makes absolute sense to have a smallish standing army + a large body of NCO's whose only job is to jump in when the conscripts arrive. This is especially true on NS scales where you have to compete with armies that are insanely huge and you ain't.

The Auxiliaries

Auxiliaries are non-Aquilonian citizens who sign up for money and the chance to gain citizenship. They are assigned per cohort (except in the case of cavalry, who are assigned per Ala (plural Alae)

Ala Dushnikh

512 Orcish riders, light cavalry recruited from the provinces northwest of Dorian. They are outfitted with chainmail, iron helmets, flat oval shields and javelins


Ala Khazgur

512 Orcish riders also recruited from the provinces north west of Dorian. They are outfitted with chainmail, iron helmets, flat oval shields, and bows made from yew wood.


Ala Lagorben

512 Light-skinned Elves from across the Western sea. Outfitted with total body covering steel scale armor and a face covering steel helmet and armed with a lance and a long sword.


Cohort Kretikoi I

480 Elves from Kriti island southeast of Sentinum. Outfitted with leather armor and wearing their distinctive sunhat helmets, they are armed with composite longbows that form a distinctive almost U shape.

Same as above

Cohort Cherioballista

The Cherioballista is a weapon developed by the people of Attica to replace the older family of scorpions and ballista. The benefits of the new weapon in artillery form v.s. the traditional ballista is being debated, but the man-portable version is a golden opportunity for the native archer-poor people of Aquilonia. The cohort has 512 men and is attached to Legio IV.

Cohort Ghazi

The Ghazi are a series of Troll tribes to the north of Hellenes. Barbarians wearing minimal clothing and traditionally carrying crude weapons fashioned out of tree trunks, bones, and shaped chunks of iron and lead, they were the original barbaric nightmare for the civilized south and is credited in large part for the fiercely militaristic culture of their traditional foes, the Dorians. Brought into the fold of the auxiliary system by the efforts of the Consul Gaius Marcius Rutilus, they have proved more eager to unite under Aquilonian generalship than they ever did in their native tribes.

This cohort has 512 members outfitted with armor consisting of large bronze chest and back plates more or less tied together and huge maces made of oak with flanged iron heads. The cohort has a understandably notorious reputation and thus are kept out of sight near the mountains.

Cohort Bataroas

480 Dark skinned elves from the Boii, a tribe from across the western sea, they are light infantry outfitted with chainmail, iron helmets flat oval shields, throwing spears, and longswords. They are also the only "high magic" unit in the Aquilonian military, capable of of engulfing themselves in a blue/black flame that consumes their enemies when they cleave into them.


The Aquilonian Fleet

The basic warship is the quinquereme. It has a crew of 300 rowers (most of which are slaves, ships with freeman crews are denoted with the term Civis) 99 Marines, who are basically Legionaries, and one Captain who is more or less a Centurion. There are 100 quinqueremes



Hellenes armies

The Hellenes people also raise their own armies and march under their own generals. The Dorian muster under one of their kings and the Attica march under a group of men know as the Strategos.

The Dorician army is centered around their Hoplites which form phalanxes. These men are trained from birth to be warriors. Their fierce discipline, unrelenting strength, and vicious mindset have bested armies five and six times their size.

The Dorician Kings can muster at full strength

5,600 Hoplites

15,000 Peltasts (Light skirmisher infantry drawn from the ranks of the slave class)

The Attica army is centered around the phalanx which are comprised of phalangites. These men are free men who are called into service when their cities, although adventurous young men and the urban poor can join the professional army, The Storm of Spears.

The Attica army at full strength is

10,000 Spears. The Storm of Spears is the professional army of Attica. They are outfitted with linothorax armor and a bronze helmet and carry a extremely long spear with a small buckler type shield

15,000 general levy. These men usually just have a bronze helmet and their spears.

3,000 cavalry Like the poor, the rich must do their part to defend their city. They, however, prefer to ride. These cavalrymen are outfitted with bronze muscle cuirass, bronze helmets, and lances.

6,000 archers. Armed with short bows, often small daggers or short swords and no armor. Mostly drawn from the lower class farmers and goat herders, they are competent but not particularly special.

The Eagle

The Standard of the Legion. Eagles are the chosen birds of Iuppiter Optimus Maximus, and are his eyes and ears in this world. The Eagle is made of solid gold but its value is far more than paltry metal. It is the heart and soul of the Legion, and it doesn't hurt that the man entrusted to carry it is also responsible for the Legion's payroll and pensions.

Situated on a solid oak staff, the eagle is crafted by the hand of the priests of Vulcanus, god of the forge on commission from the Senate who had to vote each one into being. It is dipped and cleaned regularly in the waters of the pools of Stygia, giving it a fairly powerful localized magic countering field. The poisonous waters of the Stygia discolor and callous the hands of the Aquilifer entrusted to carry it, something they show off with pride.


This might be a bit different than what you are used to, since this is for a Fantasy Rome Republic nation, but I am curious to hear thoughts on it.

512 Light-skinned Elves from across the Western sea. Outfitted with total body covering steel scale armor and a face covering steel helmet and armed with a lance and a long sword.


Cohort Kretikoi I

480 Elves from Kriti island southeast of Sentinum. Outfitted with leather armor and wearing their distinctive sunhat helmets, they are armed with composite longbows that form a distinctive almost U shape.

Cohort Cherioballista

The Cherioballista is a weapon developed by the people of Attica to replace the older family of scorpions and ballista. The benefits of the new weapon in artillery form v.s. the traditional ballista is being debated, but the man-portable version is a golden opportunity for the native archer-poor people of Aquilonia. The cohort has 512 men and is attached to Legio IV.

Cohort Ghazi

The Ghazi are a series of Troll tribes to the north of Hellenes. Barbarians wearing minimal clothing and traditionally carrying crude weapons fashioned out of tree trunks, bones, and shaped chunks of iron and lead, they were the original barbaric nightmare for the civilized south and is credited in large part for the fiercely militaristic culture of their traditional foes, the Dorians. Brought into the fold of the auxiliary system by the efforts of the Consul Gaius Marcius Rutilus, they have proved more eager to unite under Aquilonian generalship than they ever did in their native tribes.

This cohort has 512 members outfitted with armor consisting of large bronze chest and back plates more or less tied together and huge maces made of oak with flanged iron heads. The cohort has a understandably notorious reputation and thus are kept out of sight near the mountains.

Cohort Bataroas

480 Dark skinned elves from the Boii, a tribe from across the western sea, they are light infantry outfitted with chainmail, iron helmets flat oval shields, throwing spears, and longswords. They are also the only "high magic" unit in the Aquilonian military, capable of of engulfing themselves in a blue/black flame that consumes their enemies when they cleave into them.


The Aquilonian Fleet

The basic warship is the quinquereme. It has a crew of 300 rowers (most of which are slaves, ships with freeman crews are denoted with the term Civis) 99 Marines, who are basically Legionaries, and one Captain who is more or less a Centurion. There are 100 quinqueremes



Hellenes armies

The Hellenes people also raise their own armies and march under their own generals. The Dorian muster under one of their kings and the Attica march under a group of men know as the Strategos.

The Dorician army is centered around their Hoplites which form phalanxes. These men are trained from birth to be warriors. Their fierce discipline, unrelenting strength, and vicious mindset have bested armies five and six times their size.

The Dorician Kings can muster at full strength

5,600 Hoplites

15,000 Peltasts (Light skirmisher infantry drawn from the ranks of the slave class)

The Attica army is centered around the phalanx which are comprised of phalangites. These men are free men who are called into service when their cities, although adventurous young men and the urban poor can join the professional army, The Storm of Spears.

The Attica army at full strength is

10,000 Spears. The Storm of Spears is the professional army of Attica. They are outfitted with linothorax armor and a bronze helmet and carry a extremely long spear with a small buckler type shield

15,000 general levy. These men usually just have a bronze helmet and their spears.

3,000 cavalry Like the poor, the rich must do their part to defend their city. They, however, prefer to ride. These cavalrymen are outfitted with bronze muscle cuirass, bronze helmets, and lances.

6,000 archers. Armed with short bows, often small daggers or short swords and no armor. Mostly drawn from the lower class farmers and goat herders, they are competent but not particularly special.

The Eagle

The Standard of the Legion. Eagles are the chosen birds of Iuppiter Optimus Maximus, and are his eyes and ears in this world. The Eagle is made of solid gold but its value is far more than paltry metal. It is the heart and soul of the Legion, and it doesn't hurt that the man entrusted to carry it is also responsible for the Legion's payroll and pensions.

Situated on a solid oak staff, the eagle is crafted by the hand of the priests of Vulcanus, god of the forge on commission from the Senate who had to vote each one into being. It is dipped and cleaned regularly in the waters of the pools of Stygia, giving it a fairly powerful localized magic countering field. The poisonous waters of the Stygia discolor and callous the hands of the Aquilifer entrusted to carry it, something they show off with pride.


This might be a bit different than what you are used to, since this is for a Fantasy Rome Republic nation, but I am curious to hear thoughts on it.


Well that looks really good. It looks like you have little to know logistic support, and very few forces for sieges. Which are the predominant type of engagement that would take place during a ancient/medieval time period. Secondly it looks like you have very little integration of your forces, i.e. your legions are broken up by type. I would suggest taking a more combined arms approach, use the Legion as a ready set army consisting of a mix of infantry, light and heavy cavalry, skirmishers and archers. Once you start talking over a couple hundred men it starts becoming a logistics distinction not a tactical distinction.

Full army mobilcy can be completed in as little as 24-48h. Assuming of course that you have universal service.

Why would he? He's trying to organize the sort of force that's already loading into the transports before the ink is even dry on their orders. Not the sort that needs to go call up its soldiers or draft them for service every time there's a mission. There was no implication of conscription either, which makes it moot.

And the easiest way to solve the issue is to move the extra NCOs to reserve status as well, as every army already does. That way you don't have to pay the bulk of your military higher pay grades and can keep unit formations intact without having to reorganize during mobilization.

Not really. His question was answered ages ago. When he was told that with his requirements that's not a good idea. I than went on a tangent and formed a separate discussion.
