Congress in your Nation?

Postby German-Spanish Empire » Sat Apr 20, 2013 3:00 pm

Is there a type of congress in your nation?
If so what is it called?
What do they decide?
If they decide law what is the process?

In GSE there is a congress and it is made of two branches: National Assembly and the Senate. The Congress in my country decides the laws of the nation and if there is a tie and/or the incumbent resigns they pick a new President. The process is the following:
1.The law is bought to the NA floor
2.If the law is passed by a 3-1 result, the law is passed onto the senate
3.If the Senate votes for the law unanimously then the law is passed onto the Cabinet
4.If the cabinet votes for the law unanimously then it is passed to the president
5.If the President approves the law it becomes official

Is there a type of congress in your nation? Yes.
If so what is it called? The Federal Senate; it is divided into the Upper House (elected directly by the people) and the Lower House (elected by state legislatures).
What do they decide? They make laws which apply at the federal level. They can also form ministries and appoint ministers. They appoint judges in the Grand Court. They are authorized to draft amendments to the Federal Constitution, however constitutional amendment are voted on by the citizens in a national referendum. The senate also decides whether or not to approve treaties.
If they decide law what is the process? A bill is submitted by a senator either in the Upper or Lower House. It is then revised and amended until it it comes to a vote; if it passes one house, it is submitted to the other. They can either pass or deny the bill. If the bill is denied, it is sent back to the original house for further revision or to be discarded. If it passes both houses, it is is sent to the president. If he vetoes it, it is sent back to the original house for further revision or to be discarded. If they do not wish to revise or discard the bill, the president's veto can be overruled by a 2/3rds majority in the Upper House or a 3/4ths majority in the Lower House. After it makes it through this process, it becomes law. However, a senator or citizen may bring the law before the Grand Court if they find it unconstitutional. If the Grand Court decides it is unconstitutional, it is repealed. If they find it does not conflict with the constitution, it remains law.

Is there a type of congress in your nation?
Yep.

If so what is it called?
The Saurisian Congress.

What do they decide?

Legislative stuff, mostly federal laws and whatnot.

If they decide law what is the process?
AM member of Congress submits a bill, the House of Representatives votes on the bill and the Senate does the same. If there is more votes against the bill in either of or both the Houses, then the bill is not ratified. If the bill is ratified, then it's voted on by the Dragon Court, if they decide to veto it, then it does not become law. If they do decide not to veto it, then they sign it into law.

Is there a type of congress in your nation?
Indeed, we have a unicameral legislature.

If so what is it called?
The Grand National Assembly

What do they decide?
Officially it votes on legislation put forward by the Presidium, Members of the State Executive Committee or Central Governing Committee. In Actuality it is entirely for show, and a place to put people who are mindlessly loyal but to useless to get real jobs.

If they decide law what is the process?
The process is irrelevent.

Is there a type of congress in your nation? Yes
If so what is it called? Technically it is known as the Convention of the Legislatures. However the Convention of the Legislatures only meets two days a year, for the State of the State and State of the Kingdom addresses, made by the Prime Minister and Duke respectively. It can however meet in emergency situations at the request of the Duke. The Convention is broken into several small parts:
-The Parliament (483 seats), which focuses on National Law
-The House of Lords (107 seats), which focuses on Constitutional Law
-The House of the Magistrates (82 seats), which focuses on Royal Law
-County Legislatures (100 seats each), which focuses on County Law
-Township Legislatures (40 seats each), which focuses on Township Law
-Town Legislatures (20 seats each), which focuses on Town Law

The Parliament, House of Lords, and House of the Magistrates are all apart of the Combined Parliament, which only meets to discuss International Law.

What do they decide?
All Legislative matters as provided for in the Constitution.

If they decide law what is the process?
Any member of the Legislature can submit a proposal, and a certain amount of time is set aside for debate on that proposal. Once debate is over, a vote is held. Any proposal needs a simple majority to become law, no Royal consent is needed.

Is there a type of congress in your nation? Yes.
If so what is it called? The Phocidaean Senate (consists of 500 Senators)
What do they decide? Laws, declarations of war, budget allocation, trade regulations, treaty signings, confirmation of officials, et al.
If they decide law what is the process? For the majority of laws, they debate, then vote; if the majority votes for the bill, it is passed to the Consul, who has the power to approve or veto it. If he vetoes the bill, the Senate can still vote to pass it with a two-thirds majority.

And, yes, they did crib a lot of this from the US constitution.

Is there a type of congress in your nation?
Yes
If so what is it called?
The Senatorial Convention
What do they decide?
The equivalent of the "Speaker of the House" is the Domestic Advisor. They decide on issues sent in by the Domestic Business Advisor's team. Most of which are issues that affect the nation as a whole.
If they decide law what is the process?
The Domestic Advisor's team receives a complaint from a private citizen, who passes the complaint onto the Domestic Business Advisor. The topmost division of his team, the Senatorial Convention, is then given this complaint. The Senatorial Convention debates and compromises to form a solution to this problem, or simply reject it and move on. If the issue is solved, it is then looked over by the Advisors of the Ill'haress, where a similar process is ran. At last, the bill arrives at the desk of Ill'haress Keine Kamishirasawa where it is approved or disapproved.

Not if congress refers to the place where people sit around all year sleeping and getting paid for doing that, we do have the Yuki Assembly that meets once a year, everyone that's able to move and mentally sound must attend.

If so what is it called?

The Yuki Assembly

What do they decide?

They debate about the current issues in the Holy Empire of the glorious Hatsune Miku, they don't "decide" on anything but the Ruling Empress and her government will be there to listen to their suggestions.

If they decide law what is the process?

It's just a forum for people to talk and express their thoughts, officials will mingle into the crowd to listen and reply to questions, about 1 official to 100 attendants. Selected speakers will have a chance to speak on stage.
Business, Jobs, Free Market, Growth, Economy, GDP, Wealth AND HATSUNE MIKU! THATS OUR ONLY FOCUS, Capitalism All The Way! All Hail Miku!

Is there a type of congress in your nation?
Yes, there is one congress/legislative building.
Or no. Depends on the person you ask.

If so what is it called?
It is called the Pavonistadian Parliament, Parliament of Pavonistade, or simply the Parliament.

What do they decide?
In daily meeting sessions, the President, Members of Parliament, and ministers creates and votes on laws (the President doesn't vote, however), and they discuss about issues and matters in Pavonistade and in foreign areas. There is also a Question Period - like the Canadian Parliament - where the opposition asks a question to the governing party.

If they decide law what is the process?
(This will assume that the law is national, not a state-only law)
Step 1. A pre-voting law, called a proposal, is created. It is shown to the President, Parliament, and all members of the Pavonistadian Government before being revealed to the public.

Step 2. The proposal is checked thoroughly to see if there is any violation of the Constitution, national laws, or state laws. If there is, the proposal is either edited to remove the violation or it dies. If there isn't, a voting date will be decided on - the date must be at least two days away from the day the proposal is shown.

Step 3. On the day of the voting, the proposal is referred to as a voting proposal. The voting proposal is then brought to the Parliament and must have at least 51% votes - or votes from 204 of the 400 members - to pass. If it doesn't pass, the voting proposal dies. If it passes, the law is passed to the President.

Step 4. The voting proposal at this stage is referred to as a deciding proposal or a law-to-be. The President have three choices: sign the law, veto it, or ignore it.
  • If he/she/hen signs the deciding proposal, the deciding proposal will immediately become a law and will be enforced automatically.
  • If he/she/hen vetoes it, the deciding proposal dies.
  • If he/she/hen ignores it, the deciding proposal dies after 5 days.

Is there a type of congress in your nation?
Yes
If so what is it called?
The Royal Liègian Parliament
What do they decide?
They create, vote, and discuss laws and matters concerning the United Kingdom. They can also declare war - with the approval of the King - and can forcibly depose a King if needed.
If they decide law what is the process?
1. A law is created, and proposed to the Parliament and King. It is then revealed to the general public after a through check to see if it violates the National Constitution or any state/national laws.
2. A voting date is decided on after a long discussion of the law.
3.The proposal is decided upon. The Prime Minister will either sign or veto it, and if he signs it, the King must sign or veto it. If vetoed, the law must be voted upon again within three days, and if it passes Parliament again, it bypasses both the Prime Minister and King.

Is there a type of congress in your nation? No, but we have a parliament.
If so what is it called? Our parliament is quite uncreatively called Parliament. It is divided into the National Assembly and the Senate.
What do they decide? Laws. What else would they decide? Oh wait, and the National Assembly can also force the Government to resign (if it doesn't get dissolved itself in the process) and regularly verbally assaults the Prime Minister in that political ritual known as Question Time.
If they decide law what is the process?
  1. First Reading: A mere formality, the bill is ordered to be printed
  2. Second Reading: Debate on the general principles of the bill followed by a vote
  3. Committee Stage: A committee considers each clause of the bill and may make amendments
  4. Report Stage: On the floor of the house, members may make further amendments and consider those tabled by the committee
  5. Third Reading: Debate on the final text of the bill followed by a vote
  6. Passage: Bill goes to the other house, where the entire process is repeated
  7. Consideration of Amendments: The originating house considers amendments made by the other house
  8. Promulgation: Bill heads to the President for promulgation, which is most of the time a formality
