It does say that Congress may make no laws regarding an establishment of religion. Establishing a state religion would violate that, pretty damn blatantly.

Depends. It pretty heavily favors those who have graduated university or who have managed to get accepted into a university within Canada. Otherwise, it's actually fairly tough.
