Filibuster in your nation

Postby Moronus » Tue Mar 19, 2013 4:58 pm

Do any parts of your governments use the filibuster? What other time wasters does your government use?

The filibuster is not used in either chamber of the Imperial Legislature because vote time and date is always specified in the bill. However, one exception to this rule does exist; at the time of the vote, party leaders can call a conference. In that situation all members of the party enter a small conference room to discuss voting preference. They may not have any outside contact during the conference time which lasts one hour at most. There may be only one conference per party per vote. The purpose of the conference is to discuss with fellow party members, though the system can be abused.

Anyone who attempts a filibuster is electrolaser'd in the face. Preventing one of the vital functions of government from functioning is a crime, just like blowing up a bridge or blockading a road.

Why would anyone sane implement a mechanism purposefully designed to waste the valuable time of a legislative body? And furthermore, why would such a body allow such an insane mechanism to have any effect. If you are already going to go to such insane and perverse extremes as decentralizing power and handing it to some sort of ruling body as opposed to one person at least have the common decency to ordain that said body shall remain in session until such a time that the order of businesses for said session is complete or they all die of old age.

There's another thing: Since we have A.I.s in parliament, it is possible for one to commence a filibuster until the end of time. That's why every desk has a concealed electrolaser.

If you have AI's why do you even need a council? Just wire up a sufficiently complex one that will handle any and all arguments through calculations. Just like our Arch Duke handles any and all arguments by hearing them out, thinking about what was said and than doing what he originally wanted to do anyway.

Filibusters are an illness of democracies. Zel Zakar is fairly authoritarian and technocratic, so such an event would be very rare.

If Parliament can't figure out what to do the Empress would exercise her supreme authority over govenrment, and simply chose for them.

They need her approval to do anything anyways.

Come to think of it. His majesty has been known to get drunk, high or both and put off signing a bill until he can figure out how to write his name again. Does that count?

It's kind of complex. You see, most A.I.s in the colony are formed from random self-replicating code on the NeuroNet or evolved from another program. We restrict the capacity to create A.I.s with the intention of having a sentient organism. First off, it swallows up bandwidth like a black hole. Second, they don't come out right usually. Third, it's a rights thing. If a company made a sentient intelligence and claimed it was property, we would have to shut the company down for intelligent organism trafficking and put the A.I. in rehab. They are citizens of the Colony, and have the same rights as humans. This also means that having one purposefully built for government would be a gamble.

Potlimitomaha has a similar method called "Bill Chatting". In Bill Chatting up to 3 politicians are allowed to stand up in front of the entire legislature and talk until they have to stop. It's rarely used though and is looked upon more as entertainment then a political argument.-Potlimitomaha President Simit

Love the idea of Bill Chatting.
Would be more entertaining if they all spoke at once. Can that be arranged? If so we would send a delegation to observe

Fillibusters are extremely and unfortunately common whenever the council of 13 debates and bickers amongst itself, and more often then not the Patriarch of the Untaroichii Orthodox Church is known to hold extremely lengthy filibusters, once breaking a new record of having a 42 day long non-stop filibuster by... ...

...reciting word by word the entirety of the holy book of the bible...

THEN the entirety of every single word written in the Warhammer 40k 6th edition rulebook...

THEN the entirety of the dungeons and dragons 4th edition monster manual...

THEN the entirety of the children book written by glenn beck "the christmas sweater"...

...before finally dying of old age. not much was said at his funeral.

Filibusters are a sacred and preserved institution of democracy and freedom in the Senate, and... they get abused. It takes two-thirds affirmation to end a filibuster by cloture, but fortunately, Congress can usually get other bills passed before or after it. The filibuster is a longstanding and revered tradition, but the rules specifically demand that those using the filibuster must be speaking, drinking, eating some snack, or in the bathroom. If they fall silent for too long, they are considered to have yielded the floor and ended the filibuster.

Traditional stalling methods after the points that created the filibuster usually involve a lot of singing or reading from the phonebook. Sometimes, they'll also read from the Bible or a parochial text, or use the time to add their agendas and proposals permanently into our Congressional Record.

Filibusters are viewed as a way for the minority to ensure their voices are heard. The only way to filibuster is to stand at the speakers podium in the Hall of Democracy and speak until you have to stop. The longest filibuster in history was in 1973 when various members of the National Council took it in turns to talk for two weeks strait.

The Imperial Senate's relevant rules of order are:

  • The Moderator may call for vote at any time.
  • Any Senator may call for vote at any time, with the consent of a majority of their peers.
  • A call for vote may be overruled by a majority of Senators.
  • Votes on whether to issue or accept a call for vote are immediate yes/no votes with no debate allowed.
  • A call for vote may be unilaterally overruled by any Senator who has not yet spoken on the matter at vote, or who is currently speaking for the first time on the matter.
  • A Senator who exercises this option must immediately speak on the matter.
  • Ceding the floor to someone else, or ceasing speech for any reason other than the interruption of a call for vote, indicates the end of the Senator's speech on the matter. They may speak again, but no longer have the right to unilaterally overrule a call for vote.
  • The Senate may have more than one matter in debate on the floor at any given time.
Even in Antiquity, all the good names were already taken.

Filibustering is possible in the lower house Federal Assembly, where the Speaker has no power to stop a member from speaking once they stand. However filibustering is not used in the upper house Senate, due to the Chairman of the Senate (the Vice President) having the power to order someone to stop speaking if they continue to do so for longer than the allotted time given to them.
