As I recall Israeli forces are standing near the Gaza border and shoot protesters, or severely wounding them. Armies these days need to be put on a leash
Protesters are warned only if they cross the control line dividing Gaza from Israel. They are only aimed and shot if they threaten the soldiers themselves with firearms. Protesters have grown brazen and have themselves to fault for crossing control lines they know full well are the limits of protest area.
