In light of Ambassador Mendiarria's warm reception in Sedikal, and the favorable response to her informal overtures, the Basque Socialist States propose the following formal agreement between the the United Social Republic of Sedikal and the Federation of Basque Socialist States:

1. The Governments of the Federation of Basque Socialist States and the United Social Republic of Sedikal shall pledge to eliminate all tariffs and other trade restrictions on all goods and products of Basque and Sedik origin within our respective nations.
2. The Governments of the Federation of Basque Socialist States and the United Social Republic of Sedikal shall pledge not to engage in any form of currency manipulation, and shall fix exchange rates between the Basque Peseta and the Sedik Shelt based on the most recent value of both currencies relative to the National Standard Dollar (NS$).
3. The Governments of the Federation of Basque Socialist States and the United Social Republic of Sedikal shall pledge to open their borders to all citizens of the other's nations, subject to normal background check and visa procedures. The Basque and Sedik governments shall work collaboratively to standardize their visa programs, and offer both long and short term travel to migrants from both nations.
4. The Governments of the Federation of Basque Socialist States and the United Social Republic of Sedikal shall enact all legistlation, orders, and decrees necessary to fulfill the aforementioned pledges within one year.

Should this proposal be acceptable to the Sedik government and its people, the Premier proposes that an ambassador or other representative of the United Social Republic of Sedikal be immediately dispatched to Berrietxea, and that the Sedik government establish an embassy in the Basque capital. Upon the official opening of this embassy, the Premier will personally meet with the Sedik ambassador to formally sign this agreement and discuss further relations between our two states.
