The vote for host for Baptism of Fire 49 was very close and it wasn't until today that the winner pulled away a bit.

Next up, three items:

World Cup 63 host voting: Aguazul and Turori are the only bid. Members of the WCC may vote to accept this, open the voting for new bids, or abstain.

Proposal: Presidential runoffs, as detailed here:

Amendment on the election of the President and Vice President

Members of the WCC shall ballot for President and Vice President after the nominees have been determined. Each voter's ballot is a list of any number of nominees in order of preference for the office of President.

1. Initial count. The designated vote collector counts the first eligible preference on each ballot. If one nominee is named as the first preference on a majority of all ballots cast, they shall become President.

2. Elimination and reallocation. Otherwise, the remaining nominee(s) with the fewest number of ballots are eliminated from consideration. Their ballots are reallocated to the nominee listed with the highest preference who is still under consideration.

3. Recounting. After reallocation, the ballots are again counted. If a nominee receives a majority of the ballots after any recount, they shall become President.

4. Additional recounts as needed. Otherwise, repeat the Step 2 and 3 process of elimination and reallocation until either one candidate receives a majority or there is only one candidate remaining, who then becomes President.

5. Vice-President. To determine the Vice President, start again with all ballots being cast for their first preferences. Treat the newly-elected President as eliminated, reallocate their ballots, and count. Then continue as above until a Vice-President is elected.

6. Deadlock. If all remaining uneliminated nominees have the same number of votes at any stage, eliminate the nominee(s) with the smallest number of first preferences on all ballots and reallocate as above. Should all such nominees still be tied, use second-, third, and lower preferences in order until a difference is found to eliminate the lowest.

7. One nominee. If there is only one nominee, no ballot is required. They become President without an election.


Presidential Nominations:

Any user on the WCC may nominate one other user for the position of World Cup Committee president, to serve the World Cup 64-66 term. Any user receiving at least two nominations will become a candidate. Any user can decline to receive nominations.

World Cup host votes should go to Alasdair I Frosticus. Amendment votes should go to Shell Shock Troop Clan. Presidential nominations should go to either account. Voting will close Monday, December 10, at 4:00 pm Central time (22:00 UTC).

Amendment on the Requirements for Entering the Baptism of Fire

2.2.1 Entry
The conditions for entry into the BoF are:
i) A nation must not have previously participated in a WCC-sanctioned Baptism of Fire
ii) A nation must have zero KPB points at the beginning of the World Cup cycle
iii) A nation must have signed up for the World Cup in the appropriate Signup Thread and also indicated a wish to enter the Baptism of Fire


Presidential Nominations:

The nominees for WCC President are Aguazul, Starblaydia, and Polar Islandstates. Members of the World Cup Committee may vote by TG to Waltzing Matilda, a puppet of The Babbage Islands. To vote, in your telegram list all the nominees you wish to vote for in order of preference, most preferred first. You may vote for any number of nominees. Cup of Harmony and amendment votes should go to Shell Shock Troop Clan. Voting will close Tuesday, January 22, at 10:30 am Central time (16:30 UTC).

Twenty-six (26) members of the World Cup Committee returned ballots, of which one (1) was an official abstension.

For Aguazul: 4 votes.
For Polar Islandstates: 18 votes.
For Starblaydia: 3 votes.

Accordingly Polar Islandstates is declared elected to the office of President for the ensuing term.

All ballots listing Polar Islandstates as first choice are now redistributed to their second-choice candidates for the purpose of selecting the Vice President.

For Aguazul: 14, plus 4 first choices = 18 votes.
For Starblaydia: 3, plus 3 first choices = 6 votes.
One redistributed ballot expressed no further choices.

Accordingly Aguazul is declared elected to the office of Vice President for the ensuing term.

I am aware that the lists have not been updated to post-WC64 levels, but I see no reason why this should prevent people who know they will be on the lists from voting. For those unsure if they have either slipped off one list or made it onto the other, my advice is to vote anyway, and then I will only count the eligible votes when it comes to the count. Having never done it before from scratch, I will hopefully be able to enlist the help of former presidents to update the lists when I get back from work tonight.

World Cup Presidency, WC67-69 term:
The nominations received were as follows:
Polar Islandstates: 4
Astograth: 1
Legalese: 2
Audioslavia: 3
United Gordonopia: 1
Zwangzug: 1
Jeruselem: 1

Which means Polar Islandstates, Legalese, and Audioslavia are the candidates. Members of the WCC may vote for president by listing all the nominees they wish to vote for in order of preference, most preferred first. You may vote for any number of nominees. Candidates may vote, and may include themselves on their ballots.

And, constitutional amendment on host voting, as detailed here:
Proposed: That Section 4.2, paragraph ii) be amended as follows:
ii) When a vote to select a Hosting bid is initiated by the President, a majority of those voting shall be required to decide the outcome. Voters are instructed to cast a single ballot listing their hosting preference, along with the order in which the other options, including the option to re-open bids, should be considered. If no option receives a majority of the first preference votes cast, the bid with the fewest number of votes shall be eliminated, and the ballots cast in that direction re-counted using their next preference. The mechanics of the vote shall follow the mechanics laid out by article 1.5 (Elections), with a focus on clauses i,ii,iii,iv, and vi, with the exception that the option to re-open the process for new bids may not be eliminated by any result but another option receiving a full majority.

The World Cup Committee may vote for or against the amendment (or abstain).

A reminder that the EWCC (for BoF host voting) is made up of any former host who participated in WC65, and the WCC includes all those hosts as well as any team that posted rosters in both WC64 and WC65. The lists have not been updated, but if either description applies, you should probably know who you are. Again, if you're unsure whether you qualify, vote anyway and I'll try to count the valid votes.

All votes should go to Wrigleyville. Voting closes at midnight Sunday/Monday the 18/19, Pacific Daylight Time (7AM on the 19th, UTC).
