Diplomatic Immunity

Diplomatic Immunity is a legal protection used to maintain the safety and sovereignty of a nation's diplomatic officers while residing in a foreign nation. Diplomatic Immunity is granted in good faith.
Constitutional law mandates diplomatic immunity to be granted to foreign missions of diplomacy. To override an officials protection is equivalent to a human rights violation.

Personnel limitations

• Embassies may have a maximum of fifty (50) attachés, assistants, and other diplomatic staff.
• Embassies may have a maximum of forty (40) support & service staff (including but not limited to; maintenance, janitorial, culinary, & technical, staff) .
• Embassies may have a maximum of twenty five (25) security staff and armed personnel.
• Consulates may have a maximum of twenty (20) diplomatic staff, ten (10) support staff, and ten (10) security staff, for a total of forty (40) staff members.*Not Currently Available*

Diplomatic staff includes the Ambassador or Consul, Attachés, and Couriers.

Letters of Credence
Arriving foreign ambassadors and consuls will be greeted by the Undersecretary of Foreign Affairs, who will escort the ambassador in a tour(optional) around the capital and after the ceremony get them settled into their residence. The Undersecretary will then escort the ambassador to the Presidential Mansion to meet with the President.
The credentials ceremony is a simple but vary serious ceremony that involves a short discussion with the President and is then followed by the presentation of the letter of credence. The President will accept this letter, and the two will shake hands. Oftentimes this ceremony is followed up by the ambassador's family being invited to attend dinner at the presidential mansion with the Presidential family.

Weaponry Rules

It is understandable that security personnel require certain tools to assure the safety of embassy personnel and the embassy itself. Our nation is a peaceful one and civil disturbances are a rare occurrence. With this in mind we still believe diplomatic staff to be sovereign officials and the embassy or ambassador's residence to be sovereign territory and therefore may be defended as such.
All weaponry must be declared to the Department of Foreign Affairs before arrival. The following are some examples of what is, or is not, allowed weaponry.

Permitted: Shotguns(rubber and lethal rounds),Semi-Auto Assault rifles, Semi-Auto Sub-machine Guns, Hunting Rifles, Semi-automatic Pistols, Tasers, Batons, Tear Gas Canisters, Mace, Smoke Grenades, Flash-bangs, any ceremonial blade within reason.

Prohibited: Fully-Auto Assault rifles, Machine Guns, Fully-Auto Sub-machine Guns, Sniper Rifle, and Explosives.

Vehicle Rules

Every diplomatic mission will require vehicles for transportation. The government of Carpathus asks that you only bring vehicles you will need and be sure that they are permitted by our guidelines.
Military-grade vehicles are not allowed. You may bring armored civilian vehicles if you worry for your security, but, due to our courageous national police force, our beautiful capital of Côté Libre has minuscule amounts of gun violence or violent crime.
Aircraft are allowed but only certain addresses have helicopter pads, otherwise the aircraft will be stored at the Carpathan International Airport in a secure government hangar.
The following are some basic examples of permitted and prohibited vehicles.

Permitted: Civilian Automobiles(may be armored), aircraft(such as a personal jet or helicopter), boats(Côté Libre is a coastal city), and motorcycles(bicycles need not be declared)

Prohibited: any military-grade vehicle, oversize vehicles such as tractor-trailers, and other unconventional vehicles.

Other Information

Diplomatic Bags

A diplomatic bag is, as defined by wikipedia, "a container with certain legal protections used for carrying official correspondence or other items between a diplomatic mission and its home government or other official organizations."
These containers have full diplomatic immunity and may not be searched for any reason. We do ask that each container you use be clearly marked, serial numbered, and registered with our Department of Foreign Affairs. Our policy is enacted in good faith that these bags shall not be used for unofficial or illicit activities.
A diplomatic bag can take many forms, and any theory can rang from a small locked binder to a shipping crate. The most commonly used diplomatic bags are small bank-style pouches, briefcase, or small suitcase.

Diplomatic License Plates

Diplomatic plates are assigned to officers of all foreign missions to denote to police to use special care with said vehicles and persons, and to also mark these vehicles as having diplomatic protections. These plates do not mark which nation it is used by, but only marks that it is a diplomatic vehicle.

Alcohol & Narcotics

Alcohol is permitted in Carpathus, but if it is to be imported it must pass through customs. Our polic on narcotics is clear: we will not allow any illicit narcotics to transported into our nation. What medication your diplomats use and import must be under prescription. We believe, however, that the ambassador and diplomatic officers are entitled to their medical privacy, and as such, we leave this verification process to your nation's government.

Plants & Animals

Plants may only be allowed if they are screened and passed through customs. We have a vibrant natural ecosystem in our nation and we will do our best to defend it.

Animals are allowed under certain conditions. Service animals are always accepted after a short veterinary exam. Pets are only accepted if they pass the screening and the total number of pets is limited. Exotic animals may be turned away and are considered a 'special request'.
We ask that you limit the use of 'security dogs', but if you feel you must, we will allow it.

Camaraderie Place
Camaraderie Place is a small diplomatic district located just behind the Presidential mansion in Côté Libre. This beautiful urban community houses embassies, diplomatic residences, and the residences and offices of a few select government officials. Being just behind the Presidential Mansion makes it a short distance to most major government offices as most of these are located on the President's March. The President's March is the main avenue leading up to the front gates of the mansion.

Camaraderie Place has 12 small office buildings circling Camaraderie Park which is a small(1 acre) park. complete with a small pond and rose garden. Circling the embassy buildings are the 12 Diplomatic mansions. Each embassy building has a corresponding mansion.
Each mansion is built uniformly, with a two story main house and a three car garage. There is almost an acre of private, fenced in backyard space.

President's March is the main boulevard leading up to the front gates of the Presidential Mansion. Along either side are various government buildings and offices. Hilltop Terrace is an affluent community on the edge of the capital, overlooking most of the city. The mansions here are much larger and more expensive than those offered in Camaraderie Place. The major pro and con of this location is greater privacy and luxury, but at a greater price and distance from government offices.
