I am writing to our alliance concerning what I believe are necessary operational plans for our alliance in dealing with Ralkovian slaving operations. My General Military Staff and I have drawn up these plans for the approval of this alliance.
What I would like to propose for the time being in addition to actual anti-slavery operations between the Region of Tyrrhenia and Ralkovia's other areas of operation are the following:
1. A submarine task force operation to support the raids, monitor shipping and gathering intelligence.
2. 3 large naval surface and submarine tasks force centered around carrier and escort operations, to cover each of the three main directions of approach to Ralkvia itself. One would be Operations Northwest, one would be Operations Northeast, one would be Operations South. This would enable our alliance to monitor all the major approaches, support anti-slavery raids and if need be control any effort Ralkovia or her regional allies might attempt to make to break out of the region and attack any alliance members. This will in part entail diplomatic efforts so that we can have support and air landing zones in the region, but if need be we can make use of one of the allied task forces to provide escort for supplies.
3. A support task force, mainly centered around moving Phonencian or other allied ground units as a counter invasion force, obviously with air and naval forces to aid in force projection.
4. I should like also to recommend that intelligence and special operations be combined under a single command.
Finally, I would like to recommend our own Admiral Charles Rand as Vice-Commander in Chief of Operations, ICE, as our most able, distinguished and senior military officer. Admiral Rand will be present at conference for any detailed questions or plans. Thank you very much.

The International Coalition for Expansion:
ACKNOWLEDGING the insecurity of status of Coalition Territories and personnel;
CONCERNED that without correct processes in place Coalition Territories could be neglected;
BELIEVES that a process of treatment for Coalition Territories must be created;
DEFINES Coalition Territories as territories that have the Coalition as their sovereign;
DECLARES that the process below, regarding Coalition Territories, shall be followed by the Coalition in the order set out below.1. A newly liberated Coalition Territory shall come under the governance of the Coalition Military Branch, who shall keep a heavy military presence in the said territory. The Coalition Security Council shall appoint a Governor who shall hold executive power, second only to the Coalition, for the said territory until the Coalition is no longer the sovereign of that territory.
2. Once the Coalition Judicial Branch is satisfied that the Coalition Territory is stable enough to begin withdrawal of the Coalition Military Branch then the Coalition Humanitarian Branch shall reside governance over the territory. The Coalition Humanitarian Branch shall deploy Peacekeepers and Humanitarian Aid Personalle to the said territory.
3. When the Coalition Judicial Branch is satisfied that the Coalition Territory able to economically cope with the withdrawal of the Coalition Humanitarian Branch then such a withdrawal shall occur, however Coalition Peacekeepers shall remain.
4a. The Coalition Judicial Branch shall then appoint leading citizens of the Coalition Territory to write a democratic constitution for the said territory. The Coalition Judicial Branch shall then conduct a referendum in the Coalition Territory regarding the proposed constitution and independence, any citizen of the said territory who is considered fit to vote by the Coalition Judicial Branch shall be eligible to vote.
4b. If the Coalition Territory's referendum returns a majority, with a majority turn-out, then the matter of the said territory's independence shall be referred to the Coalition Judicial Branch, who shall determine if the proposed constitution is in breach of any rights that the Coalition demands it's members to have.
4c. If the Coalition Judicial Branch approves of the Coalition Territory's Independence then the territory shall become a sovereign nation in it's own right and all Coalition Presence shall be withdrawn after democratic elections have taken place.
5a. If Coalition Territory independence was denied by either the referendum or the Coalition Judicial Branch, then the Coalition Security Council shall divide the Coalition Territory into provinces that are as economically, militarily and physical equal in size as deemed possible. The Coalition Security Council will dictate how many provinces there is and to which Coalition members they are given.
5b. Coalition Territory Provinces shall become sovereign territory to the Coalition Member that they are given to, however the Coalition Judicial Branch may revoke this sovereignty if any of the rights defined in the Coalition's Charter are broken.

Draft Clause 6
When a territory is liberated, the I.C.E Security Council shall hold an immediate vote on the type of government best suited to it, according to the economic, military and technological strengths of each nation. Once the I.C.E withdraws from said territory, it may then choose to change it's governmental type, as long as it is through peaceful means.

Acknoweldment of Authorship Proceedure

RECOGNIZING that there is no established proceedure for the acknowledgement of (co)authorship of Coalitions Resolutions.
CONCERNED that many will go uncredited.
DEFINES a non-amended resolution as a resolution that has not been amended post-passage.
CREATES a standard proceedure to ensure all parties are recognized.
DECLARES that the follow proceedure shall be used to recognize (co)authorship.1. Regarding a non-amended resolution:
1a. The delegate whom intorduces the resolution to the floor (the author) shall have their full name, including pre and post nominal letters, and their delegation directly suceeding 'Authors -'.
EXAMPLE Pre First Last Post of the Author Delegation
If the author wishes, (s)he may add (an)other delegate(s) behind his/her acknoweldment using the same format. The author is not oblidge to add any other delegate in this section.
1b. The delegation(s) who have provided pre-passage amendments (the co-authors) shall have their delegation added after the authors acknowledgment has been made.
EXAMPLE The Amending Delegation
If the author has based their resolution on an ineffective resolution, the ineffective resolution authoring delegation shall be acknowledged in the same manner, directly proceeding any co-authors.
1c. At the end of the list of acknoweldgements 'The ICEGA' shall be added. This is to account for the minor tweaks that other delegations have made to the resolution

It is the duty of the foreign affairs ministry of the Hegemonic Union to inform the International Coalition of Expansion hence forth revered to as the ICE that it has been bestowed a new political status by the Hegemonic Union,
As review of its charter, mission and the actions of its member states the ICE has been deemed an aggressive force relying upon justification through and simultaneously seeks to enforce the existence of the non-existent central moral authority and is therefore declared an force of unenlightened imperialism. As this constitutes a direct threat to both the freedom of the Hegemonic Union and the security of its economic interests through the ability to conduct business in countries otherwise deemed ‘acceptable targets’ we consider it an appropriated action to grant the ICE membership (with exception of member states inside the region of Pardes) the status of denial of access.
In simple terms we hereby declare any military or armed ships flagged under the ICE or one of its members entering the region of Pardes to be a direct military attack upon the Hegemonic Union and partners and without exception, requiring the elimination of said ship or military asset should it refuse to leave the area. Civilian and commercial vessels will be allowed entry but must be open to inspection at any time to deem if any military assets are being brought into the region covertly, denial of this will result in seizure of the ship and all its content, either to be sold to private citizens of the Union via auction in be taking into state possession for whatever reason we deemed in order. This policy will be enforced where ever we hold the ability militarily to enforce it.
In addition all member states have been here by embargoed socially, diplomatically and economically. Where embassies or consulates inside the Hegemonic Union will be forbidden, as well HU embassies and consulates in ICE member states. Trade both public and private shall be ended or bared from conducted from the Hegemonic Union to member states and vice versa in addition to travel bans from and to the Hegemonic Union. Citizens of the Union are here by ordered to leave the respective member states and return to the Union, likewise citizens of an ICE member are here by ordered to leave the Hegemonic Union should they currently reside in one of its member states. Their safety will be assured during the process where needed.
We expect you may feel upset or otherwise oppose this status. Understand that this policy remains both the decision of the Central Government of the Hegemonic Union and their authority alone suffices as justification. Neither the WA or any other political body outside of the Union has any jurisdiction in this matter and any attempt to evoke said bodies to oppose will be ignored if verbally and military opposition will be responded with appropriate force.
This status can be revoke upon individual members should they desire this if they: resign membership of the ICE and beg us forgiveness, in which case we shall consider revoking the status. Alternatively this status can be revoked through aggressive force should you feel so inclined to use the right of violence (which this organisation already applies in it’s doctrine), in which case we shall respond with appropriate force in return to halt such aggression. In case you feel the need to respond to this via a diplomatic communique it will be likely that we shall not bother responding to it in return, as we do not intent to argue with unenlightened states about our policies or doctrines.

However, an official reply was deemed absolutely necessary in order to facilitate a formal basis for policies regarding a response to such an ineffective, warmongering doctrine. As the United Republic may have made clear to the Hegemonic Union in a previous communication regarding the Castilla Doctrine, the Hegemonic Union continues to lurk under the shallow umbrage of its self-perceived status as an "enlightened" nation, forming its entire evident foreign policy on enforcing its own Entekana agenda onto other nations, which it terms "unenlightened", without appropriate regard to the sovereignty of the nation in question, implicitly utilizing misguided hopes of turning the aforementioned nation onto an enigmatic "true path" as justification for its actions. The Hegemonic Union further declared ICE a "force of unenlightened imperialism", meretriciously neglecting the distinct fact that its own policy towards ICE displays unjustified imperialism, perhaps more so than the policies of ICE itself. Where ICE's interventionist policies are focused on improving the conditions for people around the world, something which, in and of itself, should be valid justification for intervention, the Hegemonic Union is ignorantly hellbent on countering this humanitarian objective by enforcing its own moral nihilist views which are headlined by its erroneous ambitions to erase the existence of a so-called "central moral authority". Although the United Republic acknowledges the fact that, as a nation within the Pardes region, the Hegemonic Union's denial of access policies do not necessarily apply to Emmerian shipping, we would still like to expose the unwarranted imperialism poorly disguised within the declaration. As a sovereign entity, the Hegemonic Union maintains the right to rescind social, diplomatic, and economic ties with other nations, and this action has been accepted with no debate. However, the HU has made statements which, if enforced, violate its own rights and privileges as a national organization. The Hegemonic Union has no right to militarily engage non-hostile vessels located outside of its sovereign territorial waters. By projecting military force upon such vessels, the Hegemonic Union is shamelessly undermining the sovereignty of the United Republic of Emmeria and its allies, particularly ICE member nations. Military vessels passing through the region flagged under an ICE member nation outside of twelve (12) nautical miles from the coast of a member nation of the Hegemonic Union are officially in international waters, and firing upon them is a direct violation of the freedom of the seas. The Hegemonic Union does not maintain the right to enforce its naval policies in international waters. Similar issues are associated with the inspection of civilian and commercial vessels, as they are also in international waters. Such blatant violation of the sovereign rights of a nation cannot be ignored in the eyes of the world, as it constitutes gross atrocities simply in the name of misguided, enigmatic ideals, with a sole purpose of halting the capability for the enforcement of human rights for ICE and its sovereign member states. Humorously notable is the fact that the Hegemonic Union foresaw the potential for World Assembly resolutions or other international agreements regarding maritime rights to threaten its own imperialistic policies, as it evidently and wrongly considers its own assets to maintain the right to enforce its own maritime law across the region upon other sovereign states with no justification except the Central Government of the Hegemonic Union and its "authority alone". Such inadequate justification for interfering with the rights of other sovereign nations tantalizingly begs for international condemnation, thus unsurprisingly the Hegemonic Union has stated that it will ignore attempts to "evoke [aforementioned] bodies". As such, the United Republic demands that the Hegemonic Union respect and recognize the sovereignty of the ICE member nations in question. Other hostile actions conducted by the Hegemonic Union—including but not limited to diplomatic, economic, and social sanctions—are agreed as bilaterally justified. The Western Department of State has several announcements to make in regards to the recent commotions pertaining to the International Coalition of Expansion, its member states, and the recent proclamations of a former brother in arms.
The Western Confederal States, has ever since its accession to the I.C.E. pledged for a justification to those mocking the international law, the stability of the NS-world. One that promotes humanitarianism and helps the repressed in order to achieve eternal peace and respect. Our lack of contribution has left us with an uncomfortable presence within the initiative, in one where we have been de facto inactive. In such we are inclined to give the member states, the Supreme Commander and Security Council Chairman a formal apology.
It strikes us as unfortunate after noticing a seizure of all diplomatic bilateral ties between the Hegemonic Union and the Western Confederal States. Regardless, the needs of the Hegemonic Union will be met with fulfilment in accordance to the issued communiqué. As a representative to the Western Confederal States and therefore a member of the International Coalition For Expansion I am eligible to the issued communique of the Hegemonic Union. This is something the most esteemed authorities of the Hegemonic Union have unanimously agreed upon. Though we are not to argue over the policy, we simply would like to put our point across. In other words, a formal reply of said nation is not demanded, but would be preferred.
We're sorry about the perceived ideological differences between our polities, and sincerely apologise that our ideological teachings, ethics, civil religion, and traditions appear to be incompatible. While your regime's recognition and classification of different ideologies might not correspond to ours, we're still open for dialogue and cooperation. The Western Confederal States opts for pacifism, peace where no wars are agitated, and where no innocent human lives are taken. I think the representatives and the high chancellor would agree with me on that notion.
We have always seen the Hegemonic Union as a nation that seeks stability in a fragile environment, something we share mutually. Together we stood strong in many battles, you were by default one of our predecessor's greatest co-belligerence during the Talibastain Wars. In the first war we fought together against fundamentalist forces, in the second war we jointly justified/enlightened an illegitimate occupation of Alabastan forces, and finally the third war where millions of innocent Tehraani civilians have been despicably brutalised by the Colourspectrumist national socialist regime of the Capitalist Unity. A sin we have jointly justified. Western Forces Altogether with the magnificent power of the Unified Armed Forces, have found a way to overrun the hostile JttGC forces. And finally placing both our signatures on the Talibastai accords in anno 2006.
Ever since the third war the Western Republic's authorities have given the Tehraani refugees both economic and political asylum regardless of background. As a result a huge Tehraani diaspora is as of date present within the borders of the Western Confederal States (WCS) and the Citizens' Republic of the West (CRW). We have continually made sure the moral and cultural rights of the Tehraani people were met. Under which the religious aspects, having constructed multiple amounts Tsefaist places of worship, dispersed all over the former Western Republic, the CRW, and the WCS, while the former being less wholehearted.
The CRW has following its establishment in the first few weeks composed a foreign amendment act; where they have likewise declared the seizure of diplomatic relations and announced embargoes on nation which were unsuitable to the revolutionary guide. In an act of good hope, I beg you not to reduce yourself--as being a respectful authority--on the same level, this will have horrific repercussions. On the contrary we should opt for more cooperation on all grounds. The Central Defence Initiative may be a body which the Hegemonic Union does not subscribe, but through interlinked agreements and charter adjustments the quagmire can easily be resolved, and who knows; perhaps the Hegemonic Union's accession is actually within reach. Thus, we ask the honourable representative of the Hegemonic Union to reinstate their proclamations in pursue of the goodwill of both our peoples and their ethics. Our relations cannot simply be deprived by our governments. It is our people that are knit to each other.

The matter remains that while presenting itself of a charity organization, the ICE is a force of foreign domination through a form of international policing, which by its very nature stands contrary to the idea of achieving peace and stability in any other way than military hegemony worldwide as that is the only way such system of control is possible. Superficially different but in the end they are merely the same thing with different flavours, as all ultimately seek the same thing at their core. Global Hegemony through force of arms.
Forgive us, but we have no desire to see any of these groups do as they please if it doesn’t fit our interests. In the world ruled by global Darwinism we must stand strong in the face of those who oppose our Union and its security. And if anything we have learned in the past it is that they will eventually come and when they do they will not accept anything that exists outside of their control. So we made it easy to them in advance to know that we opposed it using the only true constant that forms the basis the global political world.
Your membership, is your own choice and for that we have to respect it as a nation which exists through popular will and those of the state however that doesn’t take away our policies. And it comes as a surprise that after such a string of belligerent actions in the central ocean and harsh words of condemnation to us the Western confederacy would write us such an apologetic message.
This is of no matter to you however, we presented a way that, if you wish, to maintain and expand our diplomatic relations as in the past you this can be done before the embargo takes effect. Resign your membership from the ICE and we can return our relations to the way it was in the past before the western state split. If not then you either have to come with an offer of yourselves or accept the consequences of your membership, we are otherwise willing to accept the regional consequences that it entails although we had envisioned a way out of the past unpleasantries we had always been willing to make sacrifices for the sake of self-preservational measures. If that includes the end of our diplomatic relations that so be it. However the choice is yours.

To first explain who we are, the ministry of foreign law to the Hegemonic Union is tasked with dealing with the cases involving foreign laws and their application to our citizens or property of said citizens. Specifically we serve as a bridge between foreign law officials and our own in order work out solutions in accordance with the constitutional right claimed for our citizens. Such as the right to face prosecution locally for a crime commit in a foreign country. Where we mediate exdration of convicted criminals with HU citizenship. We also handle cases where a foreign entity requires that we cooperate with a law they instituted, such as the one you recently imposed on our shipping.
We acknowledge the demand by your new request for HU based companies to pay a 100% tax rate and that all military assets will be ceased within your military capability to enforce it any location you can. Do understand that such a measure is deemed a military action aimed at our ability to conduct trade across the world and thus doctrinally entails a military operation that will sink your nation’s navy, thus preventing you from exercising this law, rendering it effectively impotent and meaningless.
However as currently we are not aware of any ship route used by a company from the Hegemonic Union that passes any area where you will be effectively capable of exercising this power taking any direct military action as of yet will be a waste of assets and time where it could be otherwise spend on more immediate threats, thus the central government will likely delay such an action until its required. Regardless this message has naturally been passed on to the ministry of foreign affairs, ministry of defence and other political bodies who would be interested in their trade with us not disrupted by a small upstart nation like your own.

We are very sorry to hear that decision, perhaps if you had chosen better we could have spared ourselves the nasty issue of having to deal with this. However we respect you freedom of choice and thus will say no more than this.
A nation survival is the responsibility of the government. The end of a nation’s existence is in the end on the hands of the government alone, as it has failed to uphold its primary task as an political entity. Know that what will come to pass we do not share any guilt in, this is yours and your responsibility alone, as we did not choose your end.
Perhaps, when everything is said and done, your successors will be more careful in choosing which kind of nations they align with. The inevitable fate of all unenlightened states is to die by and end of their own making, and an alliance of such states has its live span measured in months, not years.
We wish you good luck and fortune, although we fear the Western Confederacy will need more.
