As Casari, Kelssek, and I had a very fruitful discussion last night on IRC, in which a number of excellent points were raised, here’s a final revised draft of the Charter. In summary, the changes are:
  • The Executive Committee’s “confirmation vote” for applicants to host is eliminated, and replaced with a requirement that bidders provide their scorinator(s) for testing.
  • The system of Technical Regulations is eliminated, and replaced with explicit requirements that real-life sports and events be included. (Note that presently, the “most recent confirmed lists of real-life Olympic events” are those of Beijing 2008 and Vancouver 2010.)
  • A formal system is created for deciding how to proceed in the event that a Games is abandoned.
  • The ambiguity over whether a non–OC member can be appointed to the EC is removed—it is now clearly allowed, and the appointee would become an OC member as well.



Olympic Charter

1. Organization
The Olympic Council is composed of two bodies: the Council as a whole, and a smaller Executive Committee. The Council is presided over by a President, with a Vice President to replace him or her when needed.

1.1. Olympic Council
1.1.1. Composition
The Olympic Council is composed of the OOC players who participated in the most recent completed Olympic Winter Games or Games of the Olympiad, and the appointed members of the Executive Committee, regardless of whether they participated in the most recent Games.

1.1.2. Rights
Members of the Council are permitted to:
  • Vote on hosting bids for an Olympic Games.
  • Propose and vote on amendments to the Olympic Charter.
1.2. Executive Committee
1.2.1. Composition
The Executive Committee is composed of the four Olympic Council members that most recently hosted an Olympic Games to its completion, and one other person appointed by the President. If less than four Olympic Council members have hosted a Games, then all of them will sit on the Executive Committee, and one additional member will be appointed by the Vice President.

1.2.2. Rights
In addition to their rights as part of the Olympic Council, members of the Executive Committee are permitted to:
  • Vote to break a tie in a host selection vote.
  • Vote on a replacement host for an incomplete Olympic Games.
1.3. President and Vice President
1.3.1. Appointment
The President shall be the host of the most recent completed Games of the Olympiad. The Vice President shall be the host of the most recent completed Olympic Winter Games.

In the event that the President is unavailable to perform his or her responsibilites, the Vice Presdent shall assume the role of President. Both the President and Vice President may appoint successors, to assume the role of President when both the President and Vice President are unavailable; successors appointed by the President will supercede those appointed by the Vice President.

1.3.2. Responsibilities
The President is responsible for:
  • Opening and closing votes of the Olympic Council and Executive Committee.
  • Appointing one member of the Executive Committee, for a term concurrent with his or her own.
  • Determining whether hosting bids meet the bid requirements.
  • Casting a tiebreaking vote in the Executive Committee, if needed to select the host of an Olympic Games.
  • Maintaining a list of members of the Olympic Council and Executive Committee.
  • Identifying the most recent confirmed lists of real-life Olympic events—the “base list”—and acceptable additions to that list (e.g., additions to be made for the next real-life Olympics, or additions for gender equality)—the “extended list.”
  • Maintaining an official copy of this Charter, with any amendments made.
In the event that the President is a candidate to host an Olympic Games, the Vice President will be responsible for opening and closing the vote, and casting a tiebreaking vote if needed. If both the President and Vice President are candidates, or the Vice President is unavailable, the President shall appoint someone to assume these responsibilites. If this appointee is not a member of the Executive Committee, and the Executive Committee is called upon to choose between tied candidates, he or she may not vote except as a tiebreaker.

Aside from replacing the President, the Vice President is responsible for appointing a member of the Executive Committee, for a term concurrent with his or her own, if necessary per §1.2.1.


2. Events
2.1. Overview
The Olympic Council shall organize only two events, the Olympic Winter Games (Winter Olympics) and Games of the Olympiad (Summer Olympics). These shall be held in alternation, with the N Olympic Winter Games followed by the Games of the N Olympiad, and then the (N + 1) Olympic Winter Games. These two events are collectively termed Olympic Games.

2.2. Choice of sports
The Olympic Winter Games shall contain only sports contested on snow or ice, while the Games of the Olympiad shall contain only sports not contested on snow or ice. All Games must include the sports on the base list identified by the President, and must also include all events from that list, excepting removals or alterations confirmed for the next real-life Olympics, and minor pragmatic changes (e.g., reduction of weight classes) with the approval of the President. Any such removals or alterations, and any additions not on the extended list, must be identified in a hosting bid. No restriction is made on the inclusion of demonstration sports and events for which medals are not awarded.

2.3. Host selection
2.3.1. Bid submission
Any person may submit a bid to host an Olympic Games. If more than one person is involved in the bid, a single person must be nominated as the host for the purposes of this Charter, in determining the President or Vice President, and membership in the Executive Committee.

2.3.2. Bid requirements
Bids must identify what scorinators will be used for all medal events, and must make all these scorinators publicly available for testing. Bids that do not include a testable scorinator will not be considered by the Council.

2.3.3. Selection
The host or hosts of an Olympic Games shall be determined by the following procedure:
  1. The President (or person assuming this responsibility, per §1.3.2) shall identify the bids that have met the bid requirements, and Olympic Council members shall vote either to support a candidate, or to reopen bidding. If one candidate receives a plurality of votes, that candidate shall host. If a plurality of voters choose to reopen bids, then the President (or person assuming this responsibility) shall provide sufficient opportunity for new bids, and then restart this procedure.
  2. If two or more candidates are tied for the greatest number of votes, then the votes of the Executive Committee members will be considered. If one of the tied candidates received a majority of votes from the Executive Committee, that candidate shall host. (This provision is merely for expediency, to avoid a second vote if it would be redundant.)
  3. If none of the tied candidates received a majority of votes from the Executive Committee, the Executive Committee shall vote again to choose one of the tied candidates as the host. If one candidate receives a plurality of votes, that candidate shall host.
  4. If two or more candidates are tied for the greatest number of votes from the Executive Committee, the President (or person assuming this responsibility) shall choose the host from among these candidates.
2.3.4. Contingency
The host or hosts will be required to provide signup data and scorinator input files to a member of the Executive Committee, as would be needed to allow a replacement host to complete the Games. In the event that a Games is abandoned, the Executive Committee may vote to choose a replacement host, or to leave the Games abandoned. If a majority of voters choose to abandon the Games, their decision will be final; if a plurality of voters choose a replacement host, the replacement will be furnished with the files and charged with completing the Games (the contingency provisions may be used again in case of another abandonment). If neither a majority vote to abandon nor a plurality to choose a particular replacement host, the President will choose how to proceed.


3. Amendments
Any member of the Olympic Council may propose an amendment to this Charter. If two other members endorse the proposal, the President shall hold a vote of the Olympic Council. If a majority of voting members are in favor of the amendment, it is put into effect immediately, except that the amendment shall not apply to any vote or Olympic Games ongoing at the time the amendment is passed.

One possible wrinkle would be if an Executive Committee appointee is voted to host the next Olympics--clearly, they'd remain on the Council, but would their appointer pick someone else to fill the new host's previous seat?

*blows some dust off the thread*

After a detailed study of the economics involved, and in something that'll make Spruit irrationally happy and only contribute further to prove my dangerously low level of sanity, I'd like to declare an intent to host the upcoming Olympic Winter Games, as well as the following Olympic Summer Games to follow.

The schedule has been worked out, but scorinator development is still underway. When that's done, a big fancy formal big will be kicked out the door for your enjoyment.

If someone else also wants to host, we can hold a vote whenever? *shrug*

As planned previously, about a month before, Cafundéu has a bid for the next Winter Olympics, the fifth edition of the event, which can be seen below:

Cafundéu. The Monopolist Empire has been a major contender in Olympic Games since the II Winter Olympics, with the best performance being in the III Summer Olympics. Country very linked to sports, especially in the city of Lasft, the possibility of Cafundéu hosting an Olympics was considered since a long time ago, but only now they finally decided to leave the chair and start working on something instead of just dreaming about how it would be like. For a start, the V Winter Olympics was the chosen event, with São Jorge the chosen city.


The City
São Jorge is the second biggest city of the Dunboor state in Cafundéu, one of the 8 states of the country. It doesn't come close to the biggest cities of the country, being a nothing compared to them. But due to the fact that it is necessary for the Winter Olympics to be held in a cold city, not many options were left. Five cities applied to be Cafundéu's bid city: Dunboor, Rio Bonito, Pollvogarad, Fronteira and São Jorge. Dunboor was considered favourite, but then the government decided to give a chance to a lesser-known city, in order to expand the fame of the Empire. São Jorge and Rio Bonito fought for votes, with the former winning by one vote. It is well located close to the borders of the country, near the extreme north of Cafundéu, the coldest area of the nation.

The city of São Jorge is known for its museums of religious artifacts, being a place where many cultures mix through religion. Recently, the need of more places of study in the north of the country transformed São Jorge in a city with many colleges, and popular for people looking for new job opportunities. But, in the end, the city is still far away from being considered a big one, even though its infrastructure is well developed. But the hope is that the size and fame of the city doesn't make people avoid voting for it.


Facilities
Right now, the city of São Jorge doesn't have the facilities necessary to host such a big event. But the huge investment promised by the government and the private companies sponsoring the bid make it certain that, if the bid is chosen, the city will have all the necessary buildings finished months before the main event. Few of the facilities to be used in the Winter Olympics already exist, with the new ones, to be built especially for the competition, being planned to be astronomical buildings, all in size, luxury and money invested. Of the things already in the city, there is the natural landscape, with a good amount of places for the practice of winter mountain sports... after all, it would be very difficult to build a mountain.

Border Mountains (Serra da Fronteira)
São Jorge is located close to the Border Mountains. As the name suggests, they compose a group of mountains located in the border of Cafundéu, with both Nojika and Estresse Intenso. They aren't tall mountains - with few exceptions - and excellent places for construction of resorts and winter sports areas. The biggest resort of the area, Pousada Vento Polar, would have its winter sports facilities used for the skiing and biathlon events. Another place in the mountain area to be used is the Pico do Sorvete, an excellent point for the ski jumping and snowboard events.

Ice Coliseum (Coliseu do Gelo)
A new building planned for the Winter Olympics, this would be where the speed skating and figure skating events would be held. A giant closed stadium, with a big ice rink area and lots of sectors for people to attend the events. The construction would be sponsored by Banco Econômico, major company of the Dunboor state.

Sports Complex of the UED - Dunboor State University (Complexo Esportivo da Universidade Estadual Dunbooritano)
Although this complex already exists, it would pass through many repairs and changes. Right now, this sports complex, which belongs to a local university, has only a small building for winter sports, focusing on ice hockey. With the investment of sponsor Canfudea, the ice hockey stadium would be expanded, and additional places for the practice of curling.

Mars' Field Complex (Complexo do Campo de Marte)
Something that right now is only an improvised airfield for the use of the military on another set of mountains near Border Mountains, with the investment of sponsor Canabrava Cachaça it'll become one of the biggest places for events of bobsleigh and luge to be held. The airfield will be completely replaced by a full-scale complex for winter sports.

Stars Hotel (Hotel Estelar)
Celebrities, members of the media/press and anyone who wishes to be among the most rich people involved in the Olympic Games can spend their time in this hotel, which will be built especially for the event, by the sponsor Guaraná Muquirana. It'd be the most luxurious hotel of the Dunboor State.

Olympic Village (Vila Olímpica)
A necessity, the plan of the Cafundelenses is to combine the need of an Olympic Village to the need to expand the campus of the UED in São Jorge. So, with the investment of 25 de Maio Publishing, a big Olympic Village, composed by some medium-sized apartment buildings, would be built near the area of the actual university, to be used by it after the event finishes.

Novo Olímpico Imperial
There is already a stadium called Olímpico Imperial in Cafundéu, right now located in Lux. But the plan is to build a second national Olympic Stadium for the opening and closing ceremonies, with capacity for 80,000 people. As São Jorge's team, although in the First Division of the Cafundelense league, isn't likely to fill such a stadium, it is still uncertain if this stadium will end having a practical use after the games end. But, anyway, the plan is to have a creative architectural design for it, so the stadium can become a symbol of the Olympics.


Schedule
São Jorge plans to host this competition at the same time of some mysterious event of another dimension, called the 2010 Winter Olympics. So, following strange maps given to us by people wearing purple robes, this would mean that the games would be held from the 12th to the 28th of February of 2010, following the calendar used by some countries of this NS-World which follows the style of an outer world, unknown for many of us. We know that this mystic approach to the competition may seem strange, following the style of something alien, but we believe this would be a good option. About the sports, the idea is to follow the events held in this extra-dimensional competition and, even more, attempt to follow its schedule.


Scorination
Xkoranate, the scorinator made available by CH with the Winter Olympics sports, would be used. The plan is to scorinate once per day, but a heavy amount of events at one time. The exact timeline of scorination isn't certain, but the choice will be between 01:00-03:00 GMT or 18:00-20:00 GMT. Demonstration events for Winter Olympics will be permitted, although the proposal must include method of scorinating (understandable) and a good excuse of why this sport is considered a winter one, as sports not related with the nature of the Olympics won't be accepted.

About entries, the same method of the previous Olympics will be followed. Max of two nations per user, a maximum limit on number of entries which will depend on the number of events (tbd), and each entry having a rank between 0 and 1, with the maximum average being 0.5, no exceptions. RP will have a heavy importance... in the end, the sign-up process will end being the same of the previous Olympics.

Part One: Important Technical OOC Stuff

    Entry

    Entry will be open to all players having an active NS nation, regardless of prior participation in Olympics or sports roleplaying. Players will be limited to a maximum of two nations, and each nation's entry will be treated separately. Because of the smaller nature of the Winter Olympic compared with the Summer version, there will be none of the the mooted bonuses for smaller delegations.

    There will be a publicly posted sign-up deadline: prior to this, nations wishing to enter must have submitted a complete list of their entries. As in prior Olympics, there will be both an overall cap on number of entries (provisionally, 183) and event-specific caps (for example, 4 entries in women's giant slalom alpine skiing, 1 entry in men's ice hockey). Each event entry may include a skill modifier between 0 and 1: the overall mean of all the nation's entries cannot exceed 0.5 and any entries not assigned modifiers will be assumed at the highest value not exceeding 0.5 that would produce an overall mean of 0.5.

    Nations exceeding the limits on sign-ups or not following the rules on skill modifier average will be notified prior to the sign-up deadline such that they may change them. After the sign-up deadline has passed, no further entries nor changes to submitted entries will be permitted. Entries not then complying with the rules will be deemed invalid.

    There will not be skill modifiers for the demonstration events.

    Sports

    The eight traditional Winter Olympic sports will be contested at the Games. There will be some changes to the program used at the Fourth Winter Olympics:

    1. The individual pursuit biathlon competitions, dropped in Alavaria, will be reinstated as medal events.

    2. A four-woman bobsleigh competition will be added.

    3. The luge doubles competition will be divided into two separate medal events (men's and women's).

    4. There will be two further sets of medals awarded for anyone eligible for the men's and women's samalog based on the shortest four long track speed skating events. (Clarification of the points system to be used will be forthcoming.)

    Furthermore, the organizers intend to lobby the NSOC for permission to introduce two new events, in the interests of extending participation to those previously excluded based on disability, much as past editions of the Summer Olympics have done. These will be: sledge hockey (men's and women's events) and wheelchair curling (mixed event).

    This would mean 97 sets of medals would be awarded in 17 disciplines.

    One final technical change will see similar pairs explicitly prohibited from both the ice dancing and pairs figure skating events.

    Assuming permission is granted by the NSOC, the alpine skiing combined event will not change to one downhill, one super-G, as is the case in the RL Winter Olympics, nor will women's ski jumping be dropped.

    Demonstration events

    If permission is not granted for either of the new sports, the competitions will (assuming sufficient interest levels) be conducted as demonstration events.

    Because the financing of the Winter Olympics will include government money, Snow Angel Making will be discontinued.

    Finally, a men's bandy competition will be given official demonstration event status, in the hopes that bandy will be conducted as a medal sport for future Winter Olympics.

    No other demonstration events will be considered.

    Qualification and format

    For the most part, competition formats will not change. The method of scorination will not change in the long track speed skating events, but (unless there are like 10,000 entries) pairs will be announced for round draws, with the winners proceeding, so as to better mirror real life practices. (In the last Olympics, some people RPed 90 competitors, rather than 2, skating the course.)

    As the Olympics are open, there will be no qualifying procedure. However, for ice hockey and curling, a preliminary stage may be needed, in one of the two following situations:

    1. More than 32 valid entries are submitted.

    2. The number of entries is fewer than 32 but not a multiple of 4. (If the number is 4n-1, a puppet of the host will be submitted instead.)

    Because this group stage will, necessarily, contain an unwieldy number of entries, certain teams will be exempted from preliminary qualification, according to the following order of precedence (which stops when a workable number has been selected):

    1. The host.
    2. Performance at the Fourth Winter Olympics: gold.
    3. Silver.
    4. Bronze.
    5. Fourth.
    6. Reached quarterfinals.
    7. Round of 16.

    8. Group stage.
    9. Preliminary round.

    If applying this still does not produce a workable number, the preliminary stage will simply be drawn at random. However, each nation submitted more than one entry to these four competitions is guaranteed at least one entry that will not go through the preliminary stage (to avoid a situation where all their teams fail to make the group stage).

    It should be emphasised that this is not being done to introduce a ranking system as in the WCoH, and that scorination itself will not be affected by past Olympic performances.

    For sledge hockey and wheelchair curling (and bandy) a random draw will be conducted if a preliminary stage is needed.

    Scorination of the preliminary stage will take place several days prior to the Olympics: RP bonus will be available, but will not contribute to a cumulative bonus for the Games proper.

    Scorination and schedule

    The latest version of xkoranate will be used for all medal and demonstration events. The exception will be ice hockey, which will use the latest version of NSFS. The justification is that it allows people to pick skill modifiers and is thus more conducive to RP. Scorination will happen twice daily, with the possibility of occasional half-day breaks, as required by my busy, busy social calendar. Hmmm...probably just the one on bingo night. Cutoff times will probably be 7AM GMT and 7PM GMT or thereabouts.

    The schedule from Alavaria will be expanded to 21 days. This will mean it will not be possible to synch it exactly to the RL Winter Olympics, though there will probably be some overlap. Early-to-mid February is the most likely timeframe, with sign-ups being posted as soon after the vote is conducted as possible. Additionally, for RP reasons, it will be desirable to avoid a clash with the finals of World Cup 50 or 11th World Cup of Hockey.

RP bonus will be reasonably generous (especially for those working bobblehats into their posts) and an RP will probably count for the next four scorinations, decreasing over time, to take into account that not everyone can post every day. Additionally, the schedule will, where possible, attempt to alternate the most popular and RP-friendly events (curling, ice hockey, figure skating) such that there is minimum overlap.

    I won't set out prescriptive guidelines for earning RP bonuses, but I will flag up my own personal preference for prose over box scores. Posts that simply repost the results will earn very little bonus, whereas roleplays that contain humour, character development, or steamy bicurious Catholic schoolgirl subplots will score much better. (This includes audio or video files, music, user generated images, etc.)

    I also aim to post a few RPs in my capacity as host to give people some ideas if they are stuck, though obviously no one will be under an obligation to contribute. I will not recuse myself from scorinating events in which my athletes feature: the exception will be if they make the medal matches of ice hockey, where someone else will be sought to do the scorination.

Part Two: Unimportant IC Stuff

    The most important thing to point out is that, though presented in IC terms as two separate countries, Golgothastan and Quintessence of Dust are controlled by the same player (who is, confusingly, mostly associated with a third nation, Gruenberg). Its main mountain range is the Quintessential Alps. Golgothastan is a poor, underdeveloped, semi-anarchy whose climate has altered drastically since its relocation to Antarctic Oasis, leading to snow on the once rather sunny Mount Golgothastan. The two are separated by a short stretch of Antarctic Ocean.

    The two countries have decided to twin for the Olympic bid in the spirit of international cooperation, as Quintessence of Dust increasingly chooses to exercise its (minimal) global influence through "soft power" routes having left the WA. Given Quintessence of Dust's superior economic situation, it will host the majority of events, including the opening and closing ceremonies; in Golgothastan, they will show the ceremonies on big screens, and buy a really big crate of beer.

    Alpine skiing, biathlon, cross-country skiing, freestyle skiing, Nordic combined skiing and ski jumping will be based at the historic Greschmeier Mountain Sports Club, home of the country's leading Quintessential-Swedish sports competitors, in the Quintessential Alps. The mysterious appearance of hordes of ravenous Yeti monsters at any point below 2000m will be combatted by making sure competitors make liberal use of the "F" key.

    Also, Greschmeier's Northern Astrodome will play host to the men's ice hockey, women's sledge hockey and bandy competitions.

    Long and short track speed skating and figure skating will take place at the Kynythin Mountain Sports Club, one of the most famous sports clubs in Quodite sporting history. It is notable for having produced a great many Quintessential-Finnish ("Quin-Finn") athletes of note. The women's ice hockey and men's sledge hockey competitions will take place in the Motor Hall, home of the Kynythin Motors.

    On Mount Golgothastan, the bobsleigh, luge and skeleton events down the Álafoss Run. (Which is actually a scaled up version of what used to be Sæglópur's biggest waterpark flume.) The snowboarding will also take place here. At its base, the city of Mílanó will host the curling and wheelchair curling events in its Andvari Arena.

    There will be two Olympic Villages: one equidistant between Kynythin and Greschmeier (which are within spitting distance of each other anyway - trust me, spitting), one in Mílanó. There will be regular communications between the two so that Olympic teams do not feel "split up". Afterwards, the Quintessential Olympic Village will be converted into a refuge facility for victims of sex trafficking. The Golgothastani Olympic Village will be sold off over the Internet to buy cigarettes and cough syrup.

    During the Games, reporters will be allowed free entry and be fully credentialled, providing they sign an affidavit affirming not to use the words "J/K LOL" anywhere in their press write-ups. Although tickets are expected to sell fast to home fans, some will be made available for visiting tourists.

    Other attractions during the Games will include: the historic towns of Greschmeier and Kynythin; the modern neo-suburban shithole of Mílanó; The Pool of Nothing, considered the unholiest-of-unholies of Quintessence of Dust's historically strong atheistic tradition, on which one ice hockey match will be played in experimental outdoor conditions; Mílanó's famed Bar 27, where an astonishingly large number of talented young artists, musicians and writers have died after massive binges of turnip vodka; and quite a lot of snow. If Chinese New Year falls during the Games (as it did in 2009), the Quintessential-Chinese community will hold a celebration to which nations will be invited; in Golgothastan, they'll order everyone egg fried rice and chips, and rent a couple of Jackie Chan movies.

    The Olympic mascot will be Pungent The Ice-Skating Penguin, assisted by his friends Amelia The Amoeba and Yummy Whale. The latter character has already generated significant controversy, as just about the only thing Quintessence of Dust and Golgothastan actually have in common is a peculiar commitment to legal whaling. Some believe Yummy is intended to subtly endorse these policies; others, noting the fountain of blood erupting from his blowhole, aren't sure it's that subtle. Should the bid be approved, a suitably nauseating range of merchandise based on the three friends will be produced for children and furries.

Could you explain what you mean by this? While the individual long-track events are conducted in pairs, the pairings do not form any sort of knockout tournament.

I agree that we should have an Olympic Games but why don't we name it Interleague? So that the Olympic comittee dosen't send a letter to Mr.Barry saying to change the nameor feel their "wrath"

The Nation

The Nation of Casari has had a historical interest in sports. Hosting World Cup 29 with Krytenia was the start, but the ability of Casari to hold multi-sport events as large as the Olympics has been proven, with the nation undertaking the Ylompics and the First Summer Games in the cities of Tyrellia and Ashford, respectively. Now, the country seeks to return to the Olympic movement with much gusto, bidding to host the fifth edition of the Olympic Winter Games.

The City

Tyir is the premier mountain city in Casari, set at the base of the Ferric Mountains in the West Highlands region of the country. Only a few hours from the capital city of Tyrellia, Tyir is the hub of the mountainous center of the country, with a heritage based in mining, exploration, and expansion. A thriving historical sector of the city shows how things were in the past, with brick-paved streets and kitchy art shops. However, in the years since the area was moved into, the city has developed into a commercial and industrial sector, as well as a rub for transportation via road and rail through the center of the nation.

However, Tyir is not foreign to the sporting world as well. Tyir Football Club has been a highly successful football team, but the city is ideally positioned for winter sports. Ski resorts exist in the mountains just above the city, as well as hosting one of the teams for the national Hockey Challenge Cup Competition.

The Competition

Events

The Candidate Committee currently plans a program of 98 Events among 17 Diciplines (sports).

The Tyir Olympic Games will be entirely gender neutral (following a pair of parallel protests saying that the current program listed isn't fair at all, and a counter protest that only allowing both genders to compete together is true equality. Yeah, we don't know where they get it either) - each men's even has a corresponding women's event, except the two events which feature a pair of one man and one woman in figure skating.

Each event will require a minimum of six (6) entrants from a minimum of (4) nations. Any events with less shall be determined to be a demonstration sport, due to the lack of competition.

Demonstration Sports

Any demonstration sports proposed will be allowed, keeping in mind the fact that the winter games involve events that take place on or involve snow or ice.

Suitable information about the format and play of the sport should be provided by the proposing nation.

Any scorination will be taken on by the hosts if more than one team expresses an interest in taking place in said event. If there is enough interest in a demonstration sport proposed by a nation, it will be considered for entry into the official program. However, the final decision will be made by the host.

Schedule

The schedule is currently set for the Opening Ceremony to be followed by seventeen (17) competition days, the final of which will also have the Closing ceremony. It has been balanced in an attempt to put the same number of events on all days, as well as spread the competitions in various Disciplines (sports) to take place throughout the games, spread out the awarding of medals, as well as reduce crowding in any one Olympic Venue. On request, the schedule can be made available, however, it does change with a certain frequency at this point, as events are moved around to plan even coverage.

The planned dates for the competition would be for one to start with the Opening Ceremony on a Thursday, with the competition starting Friday, and progressing until the Sunday, two weeks after. Ideally, the competition would take place in January (ideally the 21st), but that would depend the speed any necessary votes are taken and time given for signups.

OOCness: If necessary, schedule slippage might make it necessary to hold the Olympics over the RL Olympic dates. I would not enjoy this, mostly for purely selfish reasons (I would prefer to watch them than scorinate), but these dates will be considered on equal status to any other.

Trials

In the case of extreme amounts of entries, Olympic Trials (Qualifying rounds) will be held at the discretion of the host. Preliminary conditions for these would be above 80 entries in sports performed sequentially, such as Alpine Skiing, Speed Skating, and so forth, 32 for group-stage team sports, and 120 entries for mass-participation events, such as large field Cross-Country skiing. However, even if these numbers are exceeded, Trials may still not be held if fields are still considered reasonable.

Scorination

New Scorinators are being built for this competition, all formulated to take the same signup data and produce results for the variety of events. These scorinators are in Microsoft Excel, as no one in Casari knows an actual programming language. However, the file would happily be provided to any concerned. The use of these scorinators for any non-Casaran events however would not be endorsed until after the Olympics without permission.

Signups

All single and pairs events shall require the entrants to be named. Any event listed as a team event, and limited to one entry per nation, may be named in RP, but will be referred to as the nation which entered it.

Signups will be in traditional (old-school) Casaran Style. Each entry a nation wishes to make will have a skill level, which may be between zero (0) and five (5). For each entry made by a nation, the nation will have one point which they may distribute to any of their athletes, to the maximum of five. Decimals between 0 and 5 shall be allowed in the current scorinator- however, 5 may not be exceeded- these athletes are considered world-class already.

There will not (!) be a maximum number on the list of signups- any nation may sign up as many as they wish. As the schedule is planned now, that would imply a full field of 238 entries, with entries allowed for all events except two (the M and W Biathlon Pursuit events are based on the results of the sprint events. Sprint Entries will be eligible for both.)

Each nation may also pick a National Sport. Each entry in that sport will earn a small bonus.

Demonstration event entries do not need skill levels. They're special like that.

Puppets

One (1) Puppet nation may be entered for each primary nation. Puppets must be CLEARLY and EXPLICITLY declared a puppet, and identify their Primary nation, which must confirm the puppet's entry. Any attempts to enter more puppets will be met with exclusion of primary and puppet nations.

The Venues

Tyir City Stadium - Opening and Closing Ceremonies

The home of the Tyir FC Football club, the usually three-sided football stadium will have a temporary fourth stand constructed to close the open end of the stadium and increase capacity to 62,330. The Olympic Torch will be located next to the stadium (in fact, just outside it), in the open medal pavilion, neighboring the official retail space.

Mount Cirrus Ski Area and Resort - Alpine Skiing, Freestyle Skiing, (Nordic Combined), Snowboarding, Ski Jumping

All of the hill-based skiing events will take place at the terrific vista-laden Mount Cirrus Ski Area, which possesses most of Mount Cirrus, Mount Kent, and most of the sloping Third Valley. Fully equipped with snowmaking and grooming equipment, the long runs will be transformed into some of the alpine skiing courses, while at the base of the mountain, the snowboard halfpipe will be carved. A new Ski Jumping hill will also be constructed down the east side of the mountain.

Lake Morris - Bandy

The Bandy Competition will take place in a temporary 17,000 seat facility neighboring Lake Morris, where the considerable amount of cold lake water can be used to flood the large rink. As well as being outside, the stadium will allow amazing vistas in which to playthe old game.

Whitfield National Park - Biathlon, Cross-Country Skiing, (Nordic Combined)

With it's extensive trails, Whitfield National Park, on the east face of Mount Kent, has more than enough space for the Biathlon and Cross-Country skiing paths, including central areas for the firing portions of the Biathlon.

Olympic Luge Center - Bobsleigh, Luge, Skeleton

On the face of the Kalissa Ridge, the Olympic Luge Center is newly constructed for the event. A seventeen turn monster, the committee hopes the permanent facility will see use after the Olympics to host international competitions as well as a training area for athletes competing in future games.

Adams Arena - Curling

Adams Arena, in the city of Tyir, will have it's ice surface meticulously replaced and added floors built over in order to provide a precision curling surface as well as a suitable area for teams to use to play instead of the open sheet of ice typically used for public skating.

Union Ice Rink - Figure Skating, Short Track Speed Skating

The Union Ice Rink, old home to hockey in Tyir, will be repurposed for Figure Skating, as well as Short Track Speed Skating on days when the figure skating competition is not taking place.

Dragons Arena - Ice Hockey

Current home to the Tyir Dragons, the expansive new arena built for the city's hockey team will be used for the Olympics in the same capacity, with the extensive locker facilities and space under the arena able to host the considerable equipment necessary.

Kitts Arena - Sledge Hockey

The Sledge Hockey competition will be held in a new arena in the town of Kitts, at the north end of the string of olympic venues up Highway 9, repurposed to local use after the Games.

Newman Speed Skating Loop - Speed Skating

The Speed Skating Loop outside the Tyir suburb of Newman will undergo ambitious redevelopment, with construction of stands, new locker and warming room facilities, and new roofs extended over both the stands and the ice surface.

ADANAC BID FOR THE V WINTER OLYMPIC GAMES

Krytenia. Failed bidder twice...but this time, the KNOC hope to "go the distance" and get this bid past the NSOC scrutineers.

The City
Adanac, a municipality in the far north of the country, was originally settled around forty years ago by refugees from the former Hockey Canada. The cold climate on the northern borderlands means it is one of the few cities in this normally pleasantly warm country capable of hosting such a comprtition.

Bid Logo
The bid logo is of a stylised "A" in the form of a figure skater, holding aloft the Olympic Estoile.

Facilities
With the exception of the long-track speed skating arena, all venues are currently in situ.

Mount Vestler
Vestler, the third largest peak in the Northern Mountain range of northern Krytenia, is home to the Vestler Alpine Ski Resort. Will also host the snowboarding and freestyle events.

Rodlav Winter Sports Complex
Will host the sledding events as well as the ski jump.

Vestler Flats
On the foothills of Mount Vestler. Will host the cross-country and biathlon

Municipal Ice Arena
Will host the ice hockey finals, as well as the figure skating and short track events.

Lumberjacks Arena, Linford & Q:Computer Centre, Neathill
Used for ice hosckey preliminaries.

National Curling Centre
Used for...well, curling.

Longhall Arena
Proposed venue; will be built to host the long-track speed skating.

Olympic Village & Media Centre
Will become Northern University at Adanac (NUA) after the Games.

Olympic Stadium
Currently the Municipal Stadium, and home of Adanac City FC; will be used for opening and closing ceremonies.

Central Plaza
Town square; to be used for medal ceremonies.

Schedule
Due to potential television commitments (OOC: no, really, I have TV recording dates in February), the Adanac Bid Committee (ABC) proposes an opening ceremony on Friday, 26 February, a closing ceremony on Sunday, 14 March, and the competition held in between.

Scorination
Xkoranate, the scorinator made available by CH with the Winter Olympics sports, would be used. The plan is to scorinate once per day, but a heavy amount of events at one time, probably at around 22:00-01:00 UTC/GMT. Suggestion of demonstration events would be permitted, with the KNOC putting forward bandy should the bid be succcessful.

In terms of actual entries, a similar method of the previous Olympics will be followed. Max of two nations per user, a maximum limit of 300 entries (and a max of 500 in total between master and puppet), and each entry having a rank between 0 and 1, with the maximum average being 0.5, no exceptions. This includes the PSC, which will be allowed to send athletes under a maximum of two seperate flags, or as a "Unified Team" (which, given its unusual status, would be alloted the full 500 master/puppet entries as a special case).

RP bonus will be weighted relatively heavily, so as to be more of a reward to those who put in the slog.

Not that I've ever had reason to be involved with this discussion, but in all honesty, I'd rather have someone who's willing to expend the tremendous effort involved in hosting actually do the event than pick someone just because so-and-so hosted last time if the new host doesn't have a track record or has a negative one.

Would I like to see someone other than Kelssek put in a successful bid? Sure. But if it turns out that Kelssek's is the best bid and is the only reliable player, I wouldn't lose sleep over having him host the fifth Winter Olympiad.

I'm not sure I understand the above post. All four bids seem fairly competent, and the users responsible seem reliable. I don't think we'll need Kelssek to bid for bidding's sake. But because there's more than one bid, we should probably have some sort of host vote rather than let one of them just go ahead and start--not because any of them couldn't do it, but because it shouldn't just be first-come first-served. Or are you referencing something in the proposed Constitution?

The problem is that you're relatively unknown. People don't feel comfortable when an unknown or inexperienced nation tries to bid for something. Just wait, make yourself known, then bid.
