I'm proposing a General Assembly resolution establishing the International Disaster Response Office (IDRO), intended to improve coordination of international assistance following major disasters.
The proposal focuses on a fairly simple problem: when a disaster overwhelms a nation's own emergency services, assistance from abroad can be extremely useful, but there may be no established mechanism for efficiently coordinating what is available and what is needed.
The IDRO would maintain a registry of nations willing to provide emergency personnel, equipment, medical services, supplies, and other assistance, and would coordinate requests between affected and assisting nations.
Importantly, the IDRO would not have the authority to compel nations to provide or accept assistance, deploy personnel without the affected nation's consent, or exercise governmental, military, policing, or emergency-management authority within a member nation.
The intention is therefore to create a practical coordination mechanism rather than another supranational authority. National governments would remain in control of their own disaster response and would determine the terms under which foreign assistance is accepted.
I'm mainly looking for feedback on the proposal's legality, scope, wording, and whether the powers given to the IDRO are appropriate for the General Assembly.
