[PASSED!] Education & Availability of Basic Medical Devices

Hello everyone. I recently watched a Real Sports With Bryant Gumbel episode that discussed the biggest reason for High School sports deaths in the US. Heart attacks. Teen athletes are dying unnecessarily from entirely preventable deaths because people do not know how to react when a heart attack occurs. The installation of a singular device, the AED, in these spaces with a public that knows how to use them could save many lives. So I said: Why not bring this to NS? There is no existing legislation concerning medical emergencies that occur in areas that could take time for medical experts to reach. Due to this, I present this resolution which hopes to alleviate such problems, educate the public, and prevent unnecessary deaths from heart attacks and other preventable emergencies- Waffles


I would like to dedicate this resolution to my cousin Stephen. A little more than a year ago at the age of 56, he died due to a massive heart attack while playing tennis. He left behind a wife and two young sons. An accessible AED could have saved his life. This is for him, may no family have to suffer like this again.

Concerned that no resolution to ensure that the provision of basic medical devices outside of medical centers exists,

Finding that the general public can provide critical medical assistance in emergencies before the arrival of first responders when they have access to emergency equipment and proper training,

Seeking to set standards for the availability of basic medical devices and the education of the public on the methods necessary to operate basic medical devices and perform basic life support maneuvers,

Hereby,

1. Defines for the purpose of this resolution:
  1. Basic Medical Devices as:
    1. AED (automated external defibrillator) devices,
    2. First Aid kits as devices equipped with the necessary supplies, not including medication, to:
      1. Preserve life when a medical emergency occurs,
      2. Prevent the worsening of a medical emergency,
      3. Aid the recovery of a victim, and
      4. Instruct a user how to use the equipment;
    3. Opiate overdose prevention kits equipped with tools and medications to:
      1. Preserve life when a opiate overdose emergency occurs,
      2. Prevent the worsening of an opiate overdose emergency,
      3. Aid the recovery of a victim,
      4. Block the effects of opioids, and
      5. Instruct a user how to use the equipment;
  2. Basic life support maneuvers as:
    1. CPR (Cardiopulmonary resuscitation), and
    2. Abnominal thrust maneuvers;
  3. Public Spaces as buildings and areas that are:
    1. Utilized for exercise or sport,
    2. Highly trafficked or used spaces that are notably larger than what a typical residential (single-family homes) or small commercial space (small retail shops and restaurants) can accommodate,
    3. Workspaces or schools, and
    4. Any WA and member state government buildings;
  4. Victim as a person who has had a medical emergency that requires the usage of a basic medical device or basic life support maneuvers;
2. Requires that member states place basic medical devices in public spaces;

3. Additionally requires that those basic medical devices are:
  1. Placed in public spaces in a number determined by:
    1. The size of the public space, and
    2. The probability of the devices being used more regularly;
  2. Clearly visible to persons within the space by utilizing:
    1. High visibility material,
    2. Signs, and
    3. Placement at a height that the majority of the population can reach;
  3. Accessible to any person at any time without unnecessary burden,
  4. Equipped with systems that prevent the device from being activated for non-medical scenarios,
  5. Inspected a minimum of once a month for maintenance problems or missing parts, and
  6. Kept clean and sanitized at all times;

4. Mandates that member states prescribe a curriculum for their students, in a manner appropriate to said students' age, with an understanding of the following to the point that students can perform life-saving measures themselves:
  1. How to properly operate basic medical devices and their contents,
  2. The general location of basic medical devices, and
  3. Generally how to perform basic life support maneuvers effectively and safely;
5. Instructs the World Assembly General Fund to assist member states who cannot afford the purchasing, installation within public spaces, and maintenance of basic medical devices through subsidization, which cannot be used by a member state for any purpose other than funding the acquisition, installation, or maintenance of basic medical devices; nor may any member state attempt to circumvent this requirement through the diversion of existing funds that would otherwise be used to acquire, install, or maintain basic medical devices;

6. Tasks the WHA (World Heath Authority) with approving all requests for such subsidization, where on the balance of probabilities, the risk of serious injury and harm to persons would, if not for such subsidization, be more likely than not in the case of a medical emergency; and

7. Additionally tasks the WHA with advising member states with institutionally improving their medical device and pharmaceutical industries, so that nations may be less vulnerable to supply-chain disruptions for critical medical supplies.

My only comments would be to add "and" at the end of all penultimate list items; and that there should be a clearer standard in Section 4 for how this education should be done, eg should it be included as part of a mandatory curriculum a la GA #696 or is there some other expected means? Should these issues be addressed, I would support this.

Edit: I think it would also be worth stating in 1a.f that other non-steroidal anti-inflammatory drugs can be included as an alternative to aspirin specifically.

I really like where is resolution is going, and I have some comments that I believe might provide grammatical clarity within the resolution language and subsequently reduce the ability for people to find loopholes. Take what resonates and leave what doesn't, just wanted to provide some thoughts! Let me know if you have any questions, would love to provide any additional help if wanted. Commentary in red.

Finding that the general public can assist when such parties are time is critical to survival, can provide critical medical assistance in emergencies when there is both access to emergency equipment and previous proper training (grammatical suggestion)

Seeking to set standards for the availability of basic medical devices,

Additionally seeking to educate the public on the proper methods necessary to operate basic medical equipment and perform life-saving measures,

Hereby,

1. Defines for the purpose of this resolution:
  1. Basic medical devices as:
    1. AED devices, would recommend defining AED in brackets here as automated external defibrillator for clarity
    2. First Aid kits equipped with:
      1. Absorbent compress dressings,
      2. Adhesive bandages,
      3. Adhesive cloth tape,
      4. Antibiotic ointment packets,
      5. Antiseptic wipe packets,
      6. Aspirin,
      7. An emergency blanket,
      8. Non Latex gloves,
      9. Hydrocortisone ointment packets,
      10. Gauze,
      11. Oral thermometer (non-mercury/non-glass),
      12. Tweezers,
      13. And instructions for the equipmentany equipment contained within the first aid kit,
    3. Overdose prevention kits equipped with:
      1. A naloxone injector,
      2. And instructions on how to use the naloxone
  2. Lifesaving maneuvers as:
    1. CPR,
    2. and the Heimlich maneuver;
2. Requires that member nations place basic medical devices in:
  1. Public buildings and spaces such as but not limited to:
    1. Gyms,
    2. Public pools,
    3. Schools,
    4. Amusement parks,
    5. Sports facilities and events,
    6. Playgrounds,
    7. and Beaches;
  2. Workplaces with higher risk for cardiac events, such as but not limited to:
    1. Healthcare buildings,
    2. Construction sites,
    3. Manufactories,
    4. And commercial offices;

3. Additionally requires that those basic medical devices are:
  1. Clearly visible by persons within the space by utilizing:
    1. Bright lights,
    2. High placement,
    3. and high visibility material.
  2. Accessible to any person at any time easily without unnecessary burden,
  3. Inspected at minimum twice a year for maintenance problems or missing parts,
  4. Kept clean and sanitized at all times to WA standards;
4. Mandates that member nations educate provide education for their populace on:
  1. The proper operation of basic medical devices, and their contents, and the importance of having this knowledge
  2. The general location of where basic medical devices would generally be located,
  3. Performing lifesaving maneuvers in a timely, effective, and safe manner

Why does everyone need to learn how to do CPR and the (regrettably RL reference) Heimlich manoeuvre?

Clearly visible by persons within the space by utilizing: Bright lights, and High placement;

It feels as if this would defeat the purpose. The thing should be accessible. It does not need bright lights or high placement, both of which reduce accessibility. The solution is to have a sign or something that is plainly visible and the actual equipment at a height than the vast majority of people can reach.

I would personally suggest the use of "Access to Basic Healthcare" as a potential alternative title... although you are in no way obliged to agree.

Article 3d requires that basic medical devices be "[k]ept clean and sanitized at all times to WA standards." What standards? Current WA law only regulates the sanitisation of susceptible medical instruments, which are to be "used in a healthcare setting and with a material potential to carry and spread communicable disease to an individual," and it's not clear which if any of the named devices would fit that description - both in terms of the first prong of the definition (nowhere in this proposal are basic medical devices required to actually be kept in medical settings) or the second.

As mentioned on Discord (although I'm not sure if it was missed), "Heimlich manoeuvre" should be changed to "abnominal thrust manoeuvre" or something along those lines to avoid the potential Real-World Reference.

Yeah just removed that wording to make it less complex than it needs to be.

This is the purpose of the resolution, for members of the public to be able to perform basic medical maneuvers. CPR and the Heimlich maneuver are both simple acts that everyone can easily learn. As well, CPR is something that is often required to successfully respond to a heart attack, meaning that it connects to AED's.

I'm curious and concerned, among many other points, how this kind of medical equipment can be safely placed in an unsupervised public location like a playground and "accessible to any person at any time without unnecessary burden" without creating a substantial risk of harm. A group of unsupervised children playing with an AED, life-saving drugs, autoinjectors, or other first aid supplies could easily hurt or kill themselves, which I think runs somewhat counter to the spirit of this resolution.

In the case of AED's, they will not administer a shock if certain heart rhythms are absent. Overdose injectors (at least Narcan IRL) will not do anything to a person if they have not had an overdose. I do see a problem with the first aid kit though. All of these items (for this resolution to function) need to be publicly accessible, but governments around the world have similar regulations and it is not a danger. How could I reword this to mitigate injury or death from misuse?

EDIT: I just added something that prevents medications from being inside med kits. Something that several organizations support IRL and also mitigates some dangers you mentioned.
