Hello everyone. I recently watched a Real Sports With Bryant Gumbel episode that discussed the biggest reason for High School sports deaths in the US. Heart attacks. Teen athletes are dying unnecessarily from entirely preventable deaths because people do not know how to react when a heart attack occurs. The installation of a singular device, the AED, in these spaces with a public that knows how to use them could save many lives. So I said: Why not bring this to NS? There is no existing legislation concerning medical emergencies that occur in areas that could take time for medical experts to reach. Due to this, I present this resolution which hopes to alleviate such problems, educate the public, and prevent unnecessary deaths from heart attacks and other preventable emergencies- Waffles


I would like to dedicate this resolution to my cousin Stephen. A little more than a year ago at the age of 56, he died due to a massive heart attack while playing tennis. He left behind a wife and two young sons. An accessible AED could have saved his life. This is for him, may no family have to suffer like this again.

My only comments would be to add "and" at the end of all penultimate list items; and that there should be a clearer standard in Section 4 for how this education should be done, eg should it be included as part of a mandatory curriculum a la GA #696 or is there some other expected means? Should these issues be addressed, I would support this.

It feels as if this would defeat the purpose. The thing should be accessible. It does not need bright lights or high placement, both of which reduce accessibility. The solution is to have a sign or something that is plainly visible and the actual equipment at a height than the vast majority of people can reach.

Article 3d requires that basic medical devices be "[k]ept clean and sanitized at all times to WA standards." What standards? Current WA law only regulates the sanitisation of susceptible medical instruments, which are to be "used in a healthcare setting and with a material potential to carry and spread communicable disease to an individual," and it's not clear which if any of the named devices would fit that description - both in terms of the first prong of the definition (nowhere in this proposal are basic medical devices required to actually be kept in medical settings) or the second.

This is the purpose of the resolution, for members of the public to be able to perform basic medical maneuvers. CPR and the Heimlich maneuver are both simple acts that everyone can easily learn. As well, CPR is something that is often required to successfully respond to a heart attack, meaning that it connects to AED's.

In the case of AED's, they will not administer a shock if certain heart rhythms are absent. Overdose injectors (at least Narcan IRL) will not do anything to a person if they have not had an overdose. I do see a problem with the first aid kit though. All of these items (for this resolution to function) need to be publicly accessible, but governments around the world have similar regulations and it is not a danger. How could I reword this to mitigate injury or death from misuse?

EDIT: I just added something that prevents medications from being inside med kits. Something that several organizations support IRL and also mitigates some dangers you mentioned.

The former is an acronym, so it could apply to any device external to the body that arrests cardiac arrhythmia; the latter, conversely, is a word with a precise definition.” He pauses for a moment, not having considered that the draft was presumably not written in English, but was merely rendered as such to him. “I am not certain how well that was translated, through the Gnomes’ software.”
