Ruler Adamant Will 074 clears his throat, despite clearly not needing to, and - after consulting his human advisor - speaks up:

"The Second Order would like to know if the Independent Adjucative Office would, under this law, be responsible for analysing if a certain act carried out by a country would classify as a genocide, considering its definitions may be internationally contested, and therefore the proper application of article 4 may not be as obvious as the other written hypothesis of application. We would also like to know which traits would characterise the severity which the IOA would acertain, according to article 5."

A very worried man pulls the leader aside, and whispers hurriedly to him. Promptly, the Ruler continues:

"I would like to clarify, at the request of my advisor, that our nation has no interest in carrying out any of the aforementioned hypothesis. We have no such need."

The human gives up, rubbing his palm against his forehead, and lets his leader sit down.

I think nations that commit crimes against humanity or torture or violate WA law on freedom of religion should also be excluded from the protections of this, along with the war
criminals and the genocidal.
Does not represent my views.

4. Any member nation which commits crimes of war or genocide as understood by extant or future WA law must be excluded from the non-aggression mandate of Clause 1 as a punitive measure;


We have added "on a case-by-case basis" to Clause 5 to clarify that the severity or significance depends on the circumstances of a specific case. We do not see the need to dictate how the committee should arbitrate."

OOC: The text already addresses non-compliance, genocide and war crimes. Mentioning freedom of religion specifically is unnecessary and unwarranted.

OOC: Both are included under Clauses 4 and 5.

4. Any member nation which commits crimes of war or genocide as understood by extant or future WA law must be excluded from the non-aggression mandate of Clause 1 as a punitive measure;

5. The World Assembly Compliance Commission (WACC) is empowered to exclude a member nation from the non-aggression mandate of Clause 1 as a punitive measure for non-compliance with WA law, yet only if the transgression perpetrated by that member's non-compliance is deemed significant or severe enough to warrant such an exclusion after a fair and independent hearing of the Independent Adjudicative Office (IAO) has determined that significance or severity on a case-by-case basis;


Torture and crimes against humanity would be violations of WA law, so the nation would be non-compliant with WA law and thus Clause 5 goes into effect.
