I don't really like these sorts of proposals so don't have much to contribute, not going to do a legality challenge, just mildly curious how definitions have shifted.
Ooc: it's not directly tied to moderator action in a way that implicates the game. You can theoretically be warned and implicate no rp. Similarly, I'm sure you can rp a complaint without a warn. I view it much like introducing the concept of noncompliance was not metagaming.
The UN has an internal procedure for addressing harrassment, sexual and otherwise, and while it's less robust (go figure, real countries dont tolerate that crap), I still felt it was a viable effort to codify here, given WA Ambassador's diplomatic immunity.
