How is that supposed to be helpful if, as I had pointed out earlier, not all automobiles meet the criteria of being wasteful or harmful to any environment?

While I can understand the basic idea behind this, caring for the environment and all, you are basically setting out to break the back of economies that are dependent on smaller vehicles just to survive. Not everybody lives in a city where public transit is an option, and therefore they must rely upon their own means. Putting restrictions in place, such as classifying general use as "underusage" is ridiculous at best. Now if you want to promote vehicles that are more efficient, well, that might be an idea worth pursuing.
