3. If a criminal starts shooting at a mall, instead of waiting for a security officer or policeman, a law-abiding citizen can easily take out the criminal before any major damage is done.
Here is what this proposal(and if it becomes a resolution) will do:
1. It will be legal for every citizen over 18 without a criminal to get a concealed carry permit and be legal to open carry wherever they please.
2. All existing gun control laws will be nullified.
3. Any taxes that increase the price of guns and ammunition will be reset to regular sales tax.
4. Schools will be safer because the will no longer be gun free zones, instead all teachers must be trained in proper gun safety and be ready to defend their students if the need arises.
This proposal will reduce shooting casualties in all WA nations because all guns and ammunition will be legalized and it will be legal to open and concealed carry everywhere. Because of that, it is more likely that a criminal will be stopped before doing too much damage.

More like a strength fail than a category fail. The way I read it, militaries may have to spend some money to move testing sites, but only those near its borders. Looks like IS/Mild to me.

Argument: Applauding the Nuclear Waste Safety Act for regulating the export and import of highly sensitive nuclear wastes.
Recognizing that the Nuclear Waste Safety Act does not completely cover all problems occurring in the transfers of these highly sensitive materials.
Defining these highly sensitive nuclear wastes as any material left behind directly in corralation with the nuclear object itself that is harmful to the environment or organisms surrounding.
This Act Hereby declares that the following regulations must be instated to further regulate the safety, integrity, and manner of the deals and build upon the great successes of the Nuclear Waste Safety Policies in order to further protect the people and environment with nuclear waste within a close proximity:
The countries exporting the highly sensitive wastes cannot advertise compensation amounts to potential receiving countries.
Only receiving countries may request to receive the nuclear waste.
Sender countries cannot advertise the sale of the waste.
Compensation amounts cannot be any lower than what is deemed reasonable to the quantity being traded
The money figure of the compensation amount will only be provided to the receiving country after they are aware of the effects of the highly sensitive wastes.
The facilities created must meet a standard of quality, and serve their purpose efficiently and correctly.
The country can participate in only three trades.
No facility can be within a close vicinity of a populated area.
One facility can only hold a surplus of waste if it can meet the standards for each pound of waste that will be outlined in the new resolution.
In No Way do the above regulations replace or amend the regulations in the Nuclear Waste Safety Act. The following terms stated in the Nuclear Waste Safety Act will still be regulated and enforced:
Both the sender and recipient nations are responsible for the highly sensitive nuclear wastes.
If the recipient nation cannot keep the nuclear waste from being stored safely and out of the wrong hands, no deal shall be met between sending and recipient nations.
Sender nations are responsible for providing monetary compensation for technology or the technology itself that will aid in the creation of the nuclear waste storage facilities.
Recipient nations cannot jeopardize the national security of a nation by requesting any intelligence or technology deemed unnecessary.
Nuclear waste cannot be within a close vicinity of water sources or any body of water with living organisms, areas with seismic activity, wildlife reserves, and most importantly, international borders.
Hence the Nuclear Waste Safety Act will struck null and void.

Creating an education quota that controls the percent of youth that graduates from primary schools, junior high schools, and colleges and universities compared to the rest of the youth population;
The General Assembly declares the following aspects:
Requiring that all nations The Education Quota Act applies to adhere to the following:
1) Requiring that certain ages must meet a certain percent of youth graduation.
a. Requiring that 35% of children between the ages of 11 and 13 graduate from primary school.
b. Requiring that 40% of children from the ages of 14-16 graduate junior high school.
c. Requiring that 48% of young adults from the ages of 17-19 graduate high school.
d. Requiring that 50% of all youths from the ages of 21-23 graduate from a college or university.
2) Recognizing that small nations will be able to afford the Education Quota Act because of a small population equivalent to their size.
3) The Education Quota Act applies to nations that are above the 30% economy cutoff. Once a nation rises above the cutoff, The Education Quota act applies to them, and as soon as it falls below the cutoff, the Education Quota Act no longer applies.
4) If a member state does not meet this requirement, they must put effort into meeting the requirements at the expense of other sources of expenditure.
