As some of you may have noticed, there has been some confusion on the IC thread as to who is allowed to participate in the Equestria Cup. The current policy is to only allow nations residing in the regions of the Pony Lands and Equestria, or those players with membership in the Coalition of Ponyist States to participate.
I am aware that there have been objections in the past to allowing other nations to compete. However, given recent events, I believe that it is necessary to make an official decision regarding the Equestria Cup and related events that may take place in the future. With that in mind, I propose the following:
So as to allow Ponies from nations outside of the two accepted regions and the CoPS RP group to participate in the only international sports tournament for Ponies, the Equestria Cup will include a qualifying stage. Nations wishing to send teams to the Equestria Cup, but are outside of the normally accepted regions will send teams made up of Ponies to the qualifying tournament. No non-Ponies may be included on these teams. All participants that originate from the normally accepted regions will be granted automatic qualification, as well as the right to send non-Pony players to the tournament. The qualifiers will be scorinated as a round-robin playoff in one day, regardless of the number of games in the qualifiers. Depending on the number of pre-accepted nations participating in the Equestria Cup, at least one participant in the qualifiers will be allowed to compete in the group stage of the Equestria Cup. No more than three nations may advance from the qualifiers, unless otherwise determined by the host.

So yeah. The passage of this proposal will depend on how many approved participants accept it. To determine that, we'll have a vote. Not voting will be counted as a vote against the proposal.
If you need a clarification, post here or shoot me a TG. Votes may be submitted via TG if you wish to keep your opinions secret.
I realize that this is short notice, but I'd appreciate your responses by June 1st.

I'm not sure about this, does it mean i have to have all pony team, or just a majority? Ether way, i would accept the all pony or pony majority, but i want to make sure.

*sigh* I thought I covered that, but no. Since your main nation is in the Pony Lands you are welcome to send whatever players you want.
The only nations that will have to send all-Pony teams are those coming from outside the Pony Lands.

Well, there are style modifiers. In the World Cup, you see nations with them to show an offensive or defensive bias. Usually they're set on a -5 to +5 scale.
Nopony in the Equestria Cup seems to use them though. I've only got a few teams with 'em. And no, I'm not changing them for you now. You'll have to wait until next time.

That is usually specified as a team having a style mod of 0; though not stating one does have the same effect, as 0 is the default. I personally feel it's best to point out that the team runs a balanced play style, but it's up to you.
