A call for bids from the Ko-orenite Government!

The nation's economy has opened up towards the rest of the Multiverse. While the economy was never really closed off, our isolated position and small economy deterred many from investing in the Halcyon Archipelago. With recent policies, Ko-orenite companies have been given the OK to do business abroad, while letting foreign companies do business here.

Some important information on Ko-oren, its economy, and its society:
Government
The nation is a meritocracy, in which appointed ministers and officials write laws. These laws, and the people who write them, are under incredible scrutiny to avoid corruption and conflicts of interest. Additionally, there is a democratically elected parliament (of 144 seats) whose job it is to accept or reject laws and budgets, as an auditory branch of government. All in all, economic goals and policies come from related ministries and secretariats, laws are written accordingly, passed by parliament (or not). This allows for much more future-oriented policymaking than just looking ahead to the next election and appeasing enough voters to do it all over again for the next x years. Government is pretty big.

Economy
The Ko-orenite economy is quite small for a nation of its size and population. That said, the economy is growing steadily, reliably, and safely, while letting all layers of society profit enough to make it worthwhile. Innovators and businessowners are rewarded enough to make it worthwhile to them, too. The nation isn't socialist even though some of its policies lean that way. That, too, is gradually tuned back to allow a 'true' mixed economy.

Society
The nation is home to many languages, 10 of which are spoken by 1 million people (or more). Everyone is multilingual. Sports are the biggest entertainment sector, and it's not close. Sports are a unifying factor when the national teams play, and they are a financially interesting factor for club team play. Tribalism is avoided as much as possible.
Cars are few and far between, but are common in rural areas or for specific work (construction and the like). Most people travel by public transport (of which rail is by far the most popular form).

Brief explanation of approach: As a Lieblich based company we have a lot of experience with integrating lacustrine, riverine and riparian environments with development projects, and we always work with low disruption and high sustainability approaches and methods. Our bid would include a survey and evaluation of the Amber river waterfront and coastal Lamau to find and develop the best possible project that would integrate well with the pre-existing conditions and infrastructure of Lamau. Depending on the needs of the local Lamau administration the campus could also be designed with green technology and internal on-campus renewable energy generators (mills or hydrostations on the Amber river, tidal wave plants on the coast, wind generators, photovoltaics and/or solar farms on the roofs of the facilities, any combination of the before mentioned) to be integrated to the city grid as an additional source of income for the campus, or with the option to later add such facilities to the campus proper. Any such project would be done in stages as to enable parts of the campus opening earlier and already creating a revenue stream for the city and campus authorities in order to create a positive financial feedback loop while the other buildings would be constructed. Given proper planning and time table the technical facilities could employ on site students and staff and enable the first generation alumni to study and practice hands on in the fields of construction, civil engineering, ecology, management, waste management, and business, meaning that by the time the campus is officially opened it would already have its first graduates (in the technical fields, humanities would come after this phase!) with experience and expertise enough to immediately join the work force or expand the campus staff.
Budget needed: Depending on the size of the campus (as such was not specified in the project briefing) the total endowment for such a project could be anything between 5 billion to 20 billion USD, assuming political support from the Ko-orenite government and a relaxation and speedier access to legal consultation and support in regard to local regulations and bureaucracy.

Budget needed: Depending on the size of the campus (as such was not specified in the project briefing) the total endowment for such a project could be anything between 5 billion to 20 billion USD, assuming political support from the Ko-orenite government and a relaxation and speedier access to legal consultation and support in regard to local regulations and bureaucracy.

I also thank you for the clarifications in regard to the scope of the project. We at BBB have revised the initial proposal to adjust to the 9 billion USD endowment for the proposal. Our current draft is based on the most up-to-date information about Lamau we had access to. The proposal assumes a reasonable time table (no rushing), a high degree of cooperation between BBB and local authorities (minimal to negligible red tape, no politicisation of the project), and no unforeseeable external hinderances (natural events or crises). As such, some aspects of the proposal might require readjustment in cases where the BBB is hindered by external factors. All things considerd the proposal would include the following:

— size and scope according to the specifications and taking into consideration the parts of the university outside of the campus proper.

— use of green and/or sustainable technologies, methods, and designs, with full integration with the preexisting smart city initiatives of Lamau.

— initial focus on facilities related to electrics, electronics, smart grid technologies, information and digital technologies, management, and euthenics, e.g. lecture halls optimised for such classes, laboratories and research centres, workshops, etc. This will also be coordinated with the local authorities in Lamau to further the goals of the city as the "Electric City" of Ko-oren.

Dear Lena Giselsdochter Steenmets,

We are extremely happy to have found a serious and committed partner like BBB Lieblich GmbH. All of the above points address not only our basic needs for the project, but also include all of our wishes for the future of Lamau and its facilities. From one meritocracy to another, bureaucracy will be kept to a minimum, politicisation is entirely unnecessary, and local contractors are waiting on site to integrate existing structures into everything that will be constructed. We will stay in contact with the project manager on site in order to smooth over any other problems that the project might run in to. Of course, should serious delays be unavoidable and caused by factors within our control, including bureaucracy, local contractors and other projects, BBB Lieblich GmbH will not be held responsible for that.

Our vision for the project, to fit into the grander systems of Ko-oren, is for a new train station to be constructed ("Lamau Smart City") in addition to the already existing stations ("Lamau Centraal, Lamau Oost"). Further electricity projects will be started up near the city, including photovoltaics, as recommended. Wind and water (tidal as well as riverine) energy are part of this as well. Further "electric city" shops, workshops, and startup office space will be constructed in between the campus and the city. The entire construction should be energy-efficient, with excellent internet access, with most of its datacentres located in the nearby mountains making good use of natural coolant. We do not want to eschew the visual aspects, truly making the project a wonderful addition to Ko-oren and Atlantian Oceania for the foreseeable future architecturally and design-wise.

We would like for the project to start as soon as the final plans are accepted, and as far as we are concerned, this should not take long.

Brief explanation of approach:
Shinrai proposes to create a medium-sized Y-shaped terminal for the project, with an open-plan concept for the main hallways which will be lined with greenery as well as aesthetic features that maximise the use of natural lighting to reduce electricity consumption. Water recycling and low-energy-fixtures will be used to further trim the carbon footprint of the terminal. The terminal will be designed to move passengers quickly, though in the departure halls, a sizeable variety of spaces for shopping and dining will be included as well. The terminal will be minimalistic in its overall conceptualisation, and seeks to maximise cost-effectiveness in the longer-term. It will also be equipped with an underground link to other terminals via a people mover system, which will also link to the airport's main railway station seamlessly. Security checks will be conducted prior to departure hall entry as well as immediately after baggage pickup. Most importantly, Shinrai is prepared to accommodate special requests by the government of Ko-oren.
