Lubiar builds new port cities in Joyea and Ihilthracna

Lubiar is investing in two new port cities in the Peoples Republic of Joyea and in Ihilthracna to support its burgeoning international trade network and reinvigorate the economies of the host countries and create more jobs for their citizens.

The trade zone in Joyea is strategically located near the capital of the People's Federation, somewhere on the eastern Joyean coast. The area has thick jungles and beautiful beaches and is reportedly rich in natural resources, especially oil, coal, uranium, and diamonds. For many years, though, this area has largely remained untapped until the plans for the Lubiarian trade zone.

The Lubiaran government hopes the new port will attract Lubiaran businesses, particularly those in the extraction industry to invest in Joyea, and make it easy to export those good around the world. And the port is only part of the story. The trade zone announced that it will be exploring a pubic-private-partnership agreement that will build new roads and a railway to link the new port to the capital of Joyea.

"The ultimate goal is to have a new economic corridor connected to capital of Joyea City and all the major cities of Joyea," Chief Operating Officer Mikhail Lebedev said. "We will build new roads, a railway and a seaport, to improve connectivity and the facilitate the movement of more people and goods. This will then unlock business opportunities and enhance internal and external trade".

Lebedev a former economist and historian working himself, said that the trade zone's strategic location, access to vast resources including the 28 million people living within the metropolitan capital area, will ensure its development into a major industrial and economic hub for the People's Federation.

Lebedev, a former economist and historian, also said that the trade zone will serve as "window" for the authoritarian People's Federation to the world and vice versa. "We hope that our trade zone will be like what Danuun is for Crysuko. It helped open up the country more. It helped exchange ideas, people and capital. We would want to replicate that".

The trade zone in Ihilthracna is also eyeing equally ambitious projects. Established earlier than the one in Joyea, the Lubiarian enclave in the Urtomin peninsula spans 250 square miles on the tip of the island-shape land mass, with a less than mile long connection to the Ihilthracan mainland.

Famous for being one of the sites for the Second Ihilthracnan civil war, the area has largely remained underdeveloped despite a strong population numbering 15 million people, making it one of the most densest in Ihilthracna.

The project has sparked some controversy. Some doubt whether the area would be able generate sufficient manpower and resources to sustain the trade zone. But trade zone officials are undeterred.

"Ihilthracna has been trying to identify an area to build a deep-sea port for many years now, " said Chief Operating Officer Tendor Lindel. "The area we proposed is more than capable of hosting a thriving port, facing a strategic sea route and relatively close to already developed transportation networks in the country. The trade zone will open up the Urtomin peninsula to international trade, attract investments and create new jobs for the people living here".

The town has 1,840 American and 1,769 Canadian citizens residing within it, and 1,689 South Africans, and these make up the majority of the non-English/non-WBHolmians.

Statistically: 16.97% are American, 16.32% are Canadian, 15.58% are South African; the majority are expatriates or immigrants.

Lubiar will benefit from the expertise of American, Canadian and South African businesspeople residing within the area.

South Africans run most of the beauty salons within the town; however, there are a smaller proportion run by Americans (around 18 American-run beauty salons).

These nations' people are very influential in the area, both culturally and economically.

Its main roads use new LED Holophane Factor Small street lights on 20m metal posts - especially within the industrial area:

Heavy industry and automobile-related repairs and car sales are the main industries here.

This town is some 10 miles away from a rail line, which is commuter-oriented; there is a separate goods line, most transport will be by road to here.

In the seventeenth and eighteenth centuries, the Almatians were famed shipbuilders, leading to the island's annexation by the Heledane Republic. When Heledane joined Charellia in the early nineteenth century, Almat followed. With the advent of the steamship, Almat declined in importance, but saw a surge of economic activity in the mid-twentieth century with the construction of the Mèrcala Naval Base. Since the base shut down in 2005, Almat has once again gone into economic decline.

The government of Charellia proposes that Mèrcala base and its surrounding area be converted into a Lubiaran Trade Zone. A good ways south from tourist city Ribi (and southwest of capital Lorrana City), Salence Village has a much more energetic and productive vibe. Salence Village was first established three hundred years ago as a place to trade with Shango, an island nation which has water borders with Lorrana. Salence Village, like much of Lorrana, is part of a tropical rainforest climate zone. In Salence Village, there are two seasons. Wet season is the first six months of the year (note that in Lorrana the year starts in March) and dry season is last six months of the year. New TZA Administrator Appointed

The Subcommittee for Trade Zones Administration of His Most Royal Highness's Council (TZA) today announced that the Prince has appointed Ms. Frances Portoleza as its new Administrator. Ms. Portoleza replaces Mr. Rudolf Pierre who has been reassigned by the Prince to handle a similar portfolio in another realm.

Ms. Portoleza is the second administrator and first woman to hold the position. She graduated from the Lubiarian National University with a degree in mass communications majoring in public relations with first class honors. Prior to joining government, she worked as a marketing and public relations executive. Late last year, she joined the TZA as Deputy Administrator for Business and Investment. In a statement, Lady Hannah of New Providence, Chair of His Most Royal Highness' Council, congratulated Ms. Portoleza on her appointment and said that she was the "right woman for the job" and added that the new administrator "has the vision and experience to grow the trade zones as progressive and prosperous regions".

For centuries, Almat, the island on which the Mèrcala Naval Base is located, has served as a nexus of trade, facilitating the movement of goods between the Oano Island Chain in the South Tagwaran Sea, the Lethen Islands in the west, and the Tagwaran mainland.

In the seventeenth and eighteenth centuries, the Almatians were famed shipbuilders, leading to the island's annexation by the Heledane Republic. When Heledane joined Charellia in the early nineteenth century, Almat followed. With the advent of the steamship, Almat declined in importance, but saw a surge of economic activity in the mid-twentieth century with the construction of the Mèrcala Naval Base. Since the base shut down in 2005, Almat has once again gone into economic decline.

Now, it's getting a new lease of life.

The United Federation of Charellia has leased the naval base and the surrounding area, a territory sprawling 450 square kilometers, to Lubiar for a trade zone. Former Subcommittee for Trade Zones Administration of His Most Royal Highness' Council (TZA) chief Rudolf Pierre remarked that the Mèrcala, "is a special island, and Lubiar will work every hard with Charellia to return it and the island of Almat to its former glory".

(The Zone's leadership) "will use the base’s location, infrastructure, historic buildings, and environmentally sensitive lands to the best advantage. He emphasized the need for "good design" to "create neighborhoods that would feel welcoming, fit in with the surrounding community, be easy to get around in, and become a place people would be proud to call home".

Mr. Pierre's successor, Frances Portoleza sat down with Mercala representatives on monday and noted the other strengths of the former Charellian military base. "The decision was obvious," the new TZA administrator remarked, "the area has the basic infrastructure to support a dynamic community, including a seaport and airport. It is is strategically located near Piraea and Tiran, Charellia's largest, and third largest cities for international trade, so there is tremendous potential for attracting investments and businesses".

TZA Board have announced that they are already preparing the masterplan for naval base's redevelopment. Officials said that while they were committed to constructing modern, safe and environmentally sustainable buildings, they will also be maintaining and restoring historic buildings to preserve the unique heritage of the island. Half of the entire area will be reserved for "green spaces" at the minimum, which is expected to build on Charellia's conservation efforts for the last 30 years.

Preliminary designs show new hotels, resorts, convention centers, along with huge warehouses, industrial and commercial centers and buildings for businesses that will be setting up within the new trade zone. The airport and seaport will be rehabilitated and will be provisionally under joint civilian and military control.

The TZA also said they were looking to assist the local population of some 4,200 residents, most of whom live on the southern side ar are predominantly rural. Fisheries account for most of the island's economic island, a strength Lubiarian economic planners say will be enhanced under Lubiarian administration, with more domestic consumption thanks to the anticipated influx of new residents and tourists. The rehabilitation of the ports will also imporve the ability to export local produce to neighboring Charellia and other nations in Tagwaran

Since cruise operations were suspended worldwide due to the COVID-19 pandemic, the industry has been reviewing and enhancing its protocols to identify ways to go further in protecting the health of passengers, crew, and the public.

As more and more countries slowly re-open their ports, Lubiarian trade zones near the coast or with access to deep-water facilities want a bigger share of the global cruise-tourism industry.

The Subcommittee for Trade Zones Administration of His Most Royal Highness' Council (TZA) on Friday issued Guidelines on the gradual and safe resumption of operations of cruise ships in Lubiarian Trade Zones. TZA's Guidelines are meant to facilitate a safe re-start of operations of cruise ships in the Lubiarian trade zones, by recommending minimum measures expected to be implemented by all those concerned, while maintaining general safety and security standards. This Guidelines, which are based from the Lubiar's national cruising guidance, is meant for Trade Zone flagged ships engaged in international voyages and for ships calling at a Trade Zone port irrespective of flag.

“We are extremely happy with the restart of cruise travel across Lubiar's trade zones. The restart marks the culmination of the excellent collaboration the trade zone and Lubiarian governments have had with industry representatives. Their structured and focused work on the restart timeline and the ports’ preparedness, helped to make cruise travel possible again, on time” says Danuun Trade Zone Chairman and CEO Carmina Williams.

Meanwhile, newly appointed Chairman and Chief Executive Officer of the Mercala Trade Zone Tony Shine have also identified cruises as a way to boost the trade zone economy. "The former naval base has the facilities required to support cruises operations. We have a deep-water harbor that can accommodate the largest ships afloat and our excellent local linkages would give our visitors plenty of opportunities to experience the rich culture of Almat, Charellia". However, Shine was quick to clarify that only cruises that satisfy Mercala's mandatory certification program that sets out stringent hygiene and safety measures throughout the passenger journey, from before boarding to after disembarkation, will be allowed to dock in the trade zone.

TZA woos international vaccine producers

Ms. Frances Portoleza, Administrator of the Subcommittee for Trade Zones Administration of His Most Royal Highness's Council (TZA) today announced that they have entered preliminary discussions with an international pharmaceutical company with plans of locating in Lubiar's trade zones.

"The prospective locator initially told us that they were interested to set up in the Danuun Trade Zone and Mercala Trade Zone. We asked them to also consider our other territories; all our trade zones have the land, infrastructure and talent pool necessary to sustain their manufacturing and distribution operations," Portoleza said.

“It’s really a big investment because they are considering to make our trade zones as manufacturing hubs for their products, including COVID-19 vaccines and other related medicines. This will benefit not only the trade zones, but also their host nations and the regional communities they are part of." The TZA administrator added.

Portoleza did not share the value of the capital investment and the name of the firm. An official announcement will be made, she said. Although investors all over the world have expressed enthusiasm for big pharmaceutical companies as the pandemic heightened the demand for medicines, global supplies remain limited. Wealthy nations have been criticized for receiving more vaccines, leaving poorer ones to fend for themselves or rely on donations. The TZA is now pushing the administration of Lubiarian trade zones to market themselves to the pharmaceutical companies as ideal manufacturing bases, to secure their own vaccine supply and meet their host nations' requirements.

Lubiarian Trade Zone of Hekshire, also known as the Hekshire Commercial Zone, located outside of the City of Hekshire, Townsvalley anticipating investment of at least 15 billion NS. dollars to fully develop the site, according to a zone representative.

In the zone covering over 100 square miles, a full range of utilities is being installed along with a six-lane highway and other infrastructure.

"So far we have invested over one billion NS dollars in the development of the site and we expect that over 15 billion NS dollars will be needed to complete construction," local online newspaper Hekshire Business Mirror on Tuesday quoted Georgia Gilmour, Chief Operating Officer of the Hekshire Trade Zone Authority.

"The main work right now is in infrastructure. We are expanding the road system to connect to the major highways leading to the city and the rest of the metropolitan region. The main road inside the zone is now 80 percent complete," she said.

Several large foreign companies have invested in construction and site development and a hundred or more companies have launched business and trade there, according to Gilmour, adding that there is no limit to the number of companies and projects that can invest in the zone. Investors from Townsvalley and around the world are welcome to set up business in Hekshire, as with any trade zone of Lubiar.

"Our trade zone in Hekshrie will augment the Townsvalley government's revenue collection due to the taxes paid by companies and investors. It will also serve to improve infrastructure in the area," Gimour added.
