Overview
Northeast Interstate Kombinat was created in October 1961 as a subdivision of the Avensborg Economical Directorate following the implementation of the International Exchange Treaty Pact (IETP) between the People's Democratic Republic of Nihon-Ha and the Secular Heterotopya Of Massayiana. Under the name of the Northeast Directorate, it was one of the economic directorates involved in negotiations with the members of the IETP for more than 50 years, specialized in the fields of aeronautics, space engineering and defense systems.
In November 2020, the Sovjetunionen of Nanban-Ha joined the International Socialist Congress. For the Northeast Directorate, it was a game-changer. Following intense discussions within the IETP, decision was taken to transform an organization which had hitherto been a simple pact of economic cooperation between some historic allies into a real international trade and economic community. Not only would the IETP open up to new members, but its internal structure would also be profoundly change. A large consensus emerge to transform the various economical directorates into an independent Kombinat under the authority of a board comprising representatives from Nanban-Ha, Nihon-Ha and Massayiana.
Such a decision is easily explained. Having participated in building very strong economic ties for nearly fifty years, it quickly appeared counterproductive to unravel the system of alliances and cooperation agreements uniting these three countries. None of the trade or diplomatic agreements binding the three founding members of the IETP imposes any particular constraint on future new members. Above all, the experience accumulated within the economical directorates set up to facilitate negotiations over the last fifty years could not be wasted by unraveling the complex architecture of administrative services and expert groups put in place since 1961.

By means of a five-year action plan, the objectives of the Kombinat Directory were set at the annual meeting of the IETP in November 2020, before the organization decided to accept new members. It is possible to summarize them as follows:
- Support the transformation of the IETP into an international trade and economic community - Among the major problems faced by countries with centralized and planned economies, apart from the structural aspects of such an internal policy, is their isolation as economic powers on the international stage. Faced with the monstrous conglomerates that dominate the capitalist market, they cannot both offer a viable alternative economic model and challenge the monopoly of capitalist markets on the international trade. The Northeast Interstate Kombinat should not only be an economical tool in the hand of its founders to take the fight against the capitalist system at its core. As partner of the International Exchange Treaty Pact, it should bring legitimacy to this organization to help strengthen economical cooperation between so-called "socialist nations".
- Become a key player in the defense industry sector - the defense industry of the NIK founders does not stand out from others in its constant search for adapting new technological advances to the military field. In this field, the competition will be tough and ruthless, especially against well-established conglomerates who have been active in the international defense business for several years. On the other hand, Nanban-Ha in particular, and to a lesser extent Massayiana and Nihon-Ha, is specialized in the conversion or upgrading of obsolete military equipment. Few countries or private companies offer this type of service, especially at the level where the NIK is able to provide it. Asserting oneself as a leader in this field may be the first step towards the prospect of becoming a major player in the defense sector.
- Strengthen the energy and technological independence of the founders of the NIK - a particular effort should be directed towards the acquisition of new technologies from future partners or more broadly strategic economical sectors. The acquisition and maintenance of the energetic independence of each NIK partner is an obvious necessity. In this area, the Kombinat has carte blanche. With regard to new technologies, the strengths of the economy of each nation must be at the heart of the group's strategy. Trying to address technological weaknesses of each economy must also be an obvious priority.
- Ensure the constitution of strategic resource reserves - Nanban-Ha, Nihon-Ha and Massayiana each have specifics strategic resource needs that need to be adressed in order to maintain not only a functioning economy but also their strategic defense capabilities. The Kombinat must strengthen their respective strategic reserves by acquiring resources, exploitation areas or securing trade agreements, in particular through other partners of the IETP.
