The world is entering the second decade of the twenty-first century. New powers and groups are rising so is the threat of another devastating global war. All across the planet there are perfidious actors who seek to undermine order to bring about further bloodshed to carry out their goals in a world already terribly scarred. States and nations have failed to fulfill their responsibilities to the people as their structures have been infiltrated by these perfidious actors and blackened inside by the rot of bloated bureaucracy. Their hands are tied and intentions corrupted. We can no longer rely on them to keep the peace.
Gun-runners, terrorists, rogue Generals, warmongering state leaders, lost nuclear weapons, and military-industrial conglomerates to name only a few are all threats to this peace that we have paid so dearly to achieve. Every day we ignore or tolerate their existence the hour hand ticks closer to midnight. No longer. There must be a response.
We are that response.
We are all that stands between humanity and the brink.
We are the Agency for Vigilant Anti-Conflict and Lethal Operations or AVALON.
AVALON
AVALON (Agency for Vigilant Anti-Conflict and Lethal Operations) was originally founded in 2018 by a coalition of Santokian, Chinese, and Russian veterans of the 2007 Vladivostok War, which was the closest humanity ever got to Nuclear Armageddon since the Cuban Missile Crisis. The Founders bore witness to the suffering of their people as the war spiraled into insanity. They saw and even committed unspeakable atrocities against their fellow man. They saw how the world just stood by and let this happen. They saw how easy it was for just a few old men full of hate and greed to send tens of thousands to their deaths.
They saw all of this and said "Never again."
Together they pooled their wealth, much of it ill-begotten, and political connections from their nations to form a single group that would never again just idly stand by and allow bureaucracy and interest to stop them from doing what was right. But even with these vast resources their dream of peace would have been impossible if not for the most essential founding member: Santokian Prime Minister Shinji Soryuu. He gave the group the covert support of a regional superpower, a base of operations, and access to a series of slush funds that would enable them access to the global arsenal.
Most importantly before his departure, he outlined the group's mission in what would be called the Soryuu Edict, "to stop the war happening tomorrow, by fighting the one today. No matter the nation, no matter the jurisdiction, and no matter the legions, Thy will be done."
It didn't matter if their mission had to take place on Santokian, Chinese, or Russian soil or involved their citizens, none of that would matter from now on in the group's pursuit of peace. They all agreed with this edict even if it meant one day they may have to murder their own countrymen or blood-kin. All future members would have to agree to this edict for it to function correctly. Never again they said and declared AVALON on that final day.
It was also agreed that secrecy for as long as possible would be ideal. If AVALON were to reveal itself to the general public not only would it be forced to contend with fickle public opinion for its already controversial edicts but there would be those that would seek to stop AVALON from carrying out their goals. Maybe it would make them unaccountable for their actions if the dark day ever came that they strayed off the beaten path, but it was sacrifice that had to be made.
It has been now two years of preparation in the shadows and the world has never been closer to the brink of another global war. Almost all of the original founders have disappeared or died violently in the interim but their vast infrastructure has finally been established. The time has come. A message is sent out to every national and group leader that can be trusted to align with the goals and ideals of AVALON, even if such alignment may not be readily apparent...
AGENTS
Agents are AVALON's clandestine sledgehammer and scalpel, tasked with carrying out the group's will despite the opposition they may face. They are empowered with the ability for extra-judiciary actions in any nation they operate with retroactive pardons in order to carry out their missions. Agents have the ability to override and commandeer local authorities of member states in pursuit of the Soryuu Edict. However, this does not mean freedom from consequences as such actions can endanger AVALON's secrecy. Willing cooperation is not a guarantee even if local authorities are required by law to follow an agent's commands.
Agents are typically taken from elite tier-one special forces groups all over the world and are expected to be skilled in multiple areas even outside combat roles such as human engineering, espionage, and cyberwarfare. They are equipped with the best technology in their home state and enjoy constant material support from Santoak. Specialists in their respective fields are preferred and those with certain "quirks" and eccentricities are often noticed first.
Agents are often deployed into tactical teams to address growing situations where they are expected, despite legal powers, to operate with no wider supporting structure. There are no reinforcements. There is no going home and trying again. They are placed under the control of the head of Tactical Options, Shimamoto Hisoka who intends to lead the team on the first few operations before designating control to an elected team leader.
An Agent does not choose to join AVALON. Instead, their Home Governments and AVALON select them. Sometimes candidates are given a choice to join, other times they are not. However they are selected, they disappear from society. Their deaths are faked with only immediate spouses and biological children allowed to be told otherwise.
There is no such thing as a retirement package. The role of an Agent is to serve and die for the sake of Global Peace.
Never again.A CO-OPERATIVE RP PROJECT
AVALON is intended to be a Co-operative RP Project. What does this mean? It means that most minor NPCs like local police officers, terrorist goons, and civilians can be controlled in your posts. Of course, major NPCs like AVALON command staff and big bads are under the control of either me or the Nation running an Operation. Things like random explosions of cars or helicopter crashes can be described and considered canon in your posts, meaning other characters will have to react to them. This isn't a competitive RP where those who know the most jargon and the fact that an AK has a special hidden button will always win but rather that we're all working to provide fun RP writing scenarios for others while adding up to a (hopefully) compelling narrative.
AVALON is intended to be an episodic type of RP with new threads being started with every operation while a central hub for characters to hang out is maintained. Due to the international nature of the RP and Nationstates, we have a lot of globe-trotting stages to act on. Member nations can run operations within their own nations hunting down and stopping the no-good plans for those who would threaten peace where they have full control of what happens. Though of course they are expected to make things fair and exciting for players (not really exciting if you kill them all in the first post). I do still have the power to decide what is and what isn't canon to AVALON within these Nation RPs though.
While being episodic I do intend for an overall story to be told. One of merely delaying the inevitable and the futility of human nature. One that questions the actual line between peace and conflict. Is an unjust peace truly better than an unjust war? Despite everything AVALON does they're just adding a few seconds to midnight and through their well-intentioned actions, may actually be creating the very same monster they sought to avoid.Agent RosterAyuscha Juschen - Janpia
