Treaty of Hatrus (GCW Participants Only)

[Gyzantia]

After three weeks since the beginning of the Gyzantian Civil War, the situation has since changed. Colstrea managing to kick out the Technates, and the Technate's push into Socialist territory, everything has gone almost out of control, if it wasn't for foreign nations helping one of the sides of the war and establishing ceasefires between sides.. Today, October 14, marks a special day for any of the forces of the war, as representatives from the three sides, as well as some foreign representatives, begin to meet in the Hatrus Castle, right outside the city of Dessin. With a great hall to house the formal talks from three sides, and a large triangular table, with each side of the triangle representing a side, and with tables and chairs for the cameramen and reporters, to broadcast the treaty all across the world, the staffs now wait, possibly hoping to witness with their own eyes.

Peter Hess was the first to arrive, being the host for the treaty. He wore a simple suit, made by a Colstrean designer, to promote Colstrean culture. He was then followed by Simon Herzland, which wore the suit that he always wore in public meetings and visits. Both of these leaders would meet and decide to talk in private for now while most leaders are not in the Castle yet.

The Socialist Marshall, Jack Paddlis, only received word of the treaty conference, and is expected to appear in the treaty formations after the next two days. He was riding on his plane, with two SAC-12s ready to defend the plane when attacked.

[Southeast Marajarbia]

The Marajarbian representative, Mike Davis, and his security personnel, arrived at the castle with multiple goals, one of which having to do with Marajarbian economic interests in the entire region, mostly having to do with the rebuilding of infrastructure damaged during the conflict.

Of course, that was only a secondary goal, with the main goal being to attempt to secure peace and turn the entire region into a democratic area, free to make its own decisions in the future.

Mike Davis would arrive in the conference room and took his seat. There was a lot of work to be done, both to define the future of the region and of the world, so these would end up being some heavy negotiations to say the least.

[Anagonia]

President Mileethus Canisilus arrived shortly after. An protection detail of Confederate Military Police accompanied him as he proceeded to his assign seat. He had a briefcase with him and upon opening it, deposited on the table two folders which he stacked neatly. He closed the suitcase and placed it down beside him. His security detail stayed close, but maintained a respectful distance. The President wore his usual blue two-piece business suit custom tailored to his unique body type and frame. He had an Anagonian First National Flag pin on one collar while the other was vacant.

"I'm President Canisilus," he said in greeting to those present. "Leader of the Confederate States of Anagonia. I hope these talks bear fruitful negotiations and a swift conclusion to hostilities. I will also be attempting to represent the best interests of the Socialists in this affair since they appear to not have arrived just yet."

He gazed around the table before grabbing his PDA, sending off a few messages, then looking back at as he put away the device.

[Gyzantia]

After hearing of the arrival of two foreign representatives, Marajarbia and Anagonia, they decided to end their one-on-one talk and exited the premises of a room. First to exit is Peter Hess, followed by Herzland, who greeted the two representatives with a welcome. The two leaders began to sit at their respective chairs.

While waiting for the others, the newly-arrived leaders were given a refreshment a.k.a carbonated drinks to keep them refreshed, with them also offering water if the representatives did not like soft drinks and prefer to drink water. Peter Hess then informed the representatives to ask the staff if they need anything.

[GreatOceania]

The wise Leader Bob arrived escorted to his seat by 3 his guards while the rest stood outside guarding. The Leader wasn’t human but more robotic but took on a humanoid appearance and wore a red robe with a red jacket and gloves and had a tobacco pipe on him and due to his design smoked it occasionally albeit without any health issues.


“For those who don’t know I am Bob leader of Oceania” he said greeting those who were there “I am here to represent the republic side with my Gonswanzan counterpart to seek a end to war so I can have my men sent somewhere else to fight”

[Gonswanza]

Landing at Dessin was easy, it was done before.

What was not expected was the rushed flight of a military band and infantry from the Gonswanzan military, ready to show. Men of the Incendiary Weapons Division, Special Weapons Division, 48th Regiment, and even FAGEO arrived in force ready to show, along with a few pilots from the 27th. The military band quickly set up with the infantry, flanking a path set for Laura Ortiz, as the band began to play the Gonswanzan anthem as the door opened, with a staircase set up for Ortiz to step down from.

Like a true dictator, she was dressed in her best, a military gala uniform, with the Silent Guard following after her like androgynous shadows, armed with AR-416s and PDW-75s, ready to engage any hostile targets. The infantry gave their salute, a fist raised, with their arm held crooked so that the fist was in the air, their elbows bent at shoulder height. Left arms only, too. Laura Ortiz returns the salute, before lowering her arm as they follow suit. When she gave the order for them to bow, they did so, in unison.

Yet, when she finally does walk away from the formalities as the various infantry disperses on command, she seemed... More human. Yet, that brutal first impression of a manipulative, brutal dictatorship would linger given her attire.

Now she's ready for talks, interviews, whatever. Let the press come. Her guards will ensure that they don't get too close, though they will absolutely stab or shoot anyone who dares to harm Ortiz.

The short trip to Hatrus, however, was short. Riding in a massive Mi-26T2V, Ortiz and her group of guards were flown in like proper infantry, even deploying as such when the heli landed in a clearing near where the treaty was to be made. Much unlike the others, she took pride in her military, even if they were probably more akin to demons than humans.

They would soon walk to the castle, with security being pulled in with Laura Ortiz, two guards armed with PDW-75s, as Ortiz herself soon took her seat.

"Laura Ortiz, reporting. I suppose this will be a swell little treaty signing, with some debate, as expected... Given that certain parties likely have absolutely rediculous demands in mind, probably."

She seems to gesture over to the Marjarbians, as if to infer that they were the ones to make extreme demands. Granted, that had yet to be seen, but perhaps it was based on previous experience... Or simply just based on rumors from the greater international community.

The light caught her bejeweled coronet so that it was the envy of sunlight glittering in waves seen in the morning. The dark blue of her gown shone softly, falling like the evening sky around the loveliness of her body. Gemstones offered their faceted mystery on her slender fingers. It was her face, framed by hair dark and in many braids, however, that inspired most. For blue we’re her eyes, high her cheekbones, slender her chin, delicate her nose. There was wisdom, gentleness and innocence in her expression.

She had parted company from the President of Anagonia pleasantly, expressing gratitude for the flight, and now, with her entourage, awaited the arrival of the Technate representation. King Issa himself, she hoped, but her new ally had been a touch mysterious of late…

[Civia Welephilostopia]

The Supreme Commander of the Welephilostopian forces would arrive via hellicopter and would imediately try to find his Gonswanza counterpart to figure out negotiation strategies.

[Countesia]

The unnamed Countesian representative enters the room a few minutes after having arrived a few minutes earlier after having spent the better part of the day travelling from Avis Island to Dessin.

He introduces himself as Major Daniel Sutherland, Commander of the Countesian forces in Colstrea, so he is no longer unnamed.

The end of the flight was pleasant and eventful, with some minor and important discussions ongoing. The President reciprocated the gratitude for the Princess allowing herself to be ferried by the President. Upon entry into the facility he had word that the Socialist representatives would be far late than intended. It was a shame, that. He decided he would attempt to represent them in their best interests, hoping his efforts would not be in vain.

"Oh, it is so good to meet you face to face at last!" she approached him, offering her hands to be taken. "How marvelous that it is you! My dear man, though, you must sit again, you must be so tired from all your hard work. So, are you representing the Technate for the peace talks? And have you," her voice lowered, "Been privy to the discussions between King Issa and myself?"

Despite all the attempts and glory the Princess and others had, Laura Ortiz stood alone, almost defiant against them, like an unwavering statue. She even shook hands stiffly with Peter Hess, nodding, as she took him up on his offer of sparkling water prior to taking a look around. When she spots the Anagonian, however, her first move was to walk up to them, giving them a whistle to catch their attention before speaking to them. A proper address, of course.

"Say, you're the president of Anagonia? Huh. You remind me of the lead for the Ministry of Transport and Infrastructure, Torres. She's a rather tall, blue, friendly face with plenty of scales. No offense intended, of course. Maybe you might know a thing about her heritage?"

Funny enough, Laura Ortiz had spent time prior using her phone to contact them about the bridge proposal, but it seems they will need to be on the line for it later on.

The 2nd Class Grand Admiral Astrakava enters the room, followed by his aide from the Janpian Diplomatic Corps. Of course, being the recent commander of the Janpian Expeditionary Forces - Gyzantia (JREF-G), the Admiral looks forward to setting Janpian interests on to the region and expanding the revolutionary flames in a more legal way per se. While the JREF-G supported the Republic of Colstreans, it must be noted that, at its very base, Janpia is a socialist itself and only seeks the freedom and solidarity of the workers against the monarchs or the ruling class. Indeed, the true spirit of internationalism in the Revolutionary Ideals. Nonetheless, the Admiral enters with his unique hat, which bears his ranks, a black officer's coat, and white gloves. As the Admiral faced towards the door, like every Janpian custom, they took a deep bow before he and his aid proceeded inside in a strict cadence. As he reached towards the desk, he brings down his hat as a sign of removing rank formalities, while his aide brings out the necessary papers, the Party's agenda, and the KTO's interest as the founder.

Your Ms. Torres is likely a perfectly evolved species like myself, coming from some odd branch of the reptilian tree. Did you know Komodren share an almost all of their genetic code with the Komodo Dragon? Somewhere along the line we split from their evolutionary chain, had an event in our genetics, a mutation. There's even smaller versions of Komodren called Kromen! Very fascinating subject if you're into evolutionary biology like my wife is. Anyway, no, I don't think she is. Drekamythians are a myth. She's probably a unique species."

I'm having my top researchers run some genetic testing on her, but they will need fossils from your country to cross-reference the samples. That aside, I do hope that we can come to terms over this treaty, perhaps even attempt to force reparations from all parties involved to further the betterment of an independent republic and socialist state, along with new methods of which to travel between the Republic and the Technate. Assuming, of course, the Technate doesn't try to re-unite the territories and render their struggle effectively irrelevant, or even reduce them to simple serfdoms as it could have been had it not been for the war."

"Yeah, I was assigned to be the representative of the Technate, after... you know... getting dismissed by the King. Oh actually, about that," he also starts to lower his voice, "Yeah, he informed me mostly about general stuff." He then remembered that the Princess-Regent has not been offered with any drinks. He asks her, "Do you want any refreshments, Your Highness?"

I finally get to say thanks to you, especially to you, Madam Ortiz, and also to the Welesphilostopian representative. Oh, and also to the, uh, pardon me, the Janpians?" Peter Hess asks as he looks to the man in a black coat and white gloves, while holding his hat.

Peter Hess was also surprised after knowing of this reptilian, non-human race, as this concept is seen only in science-fiction and fantasy books. This is a huge discovery for him, and also of his world, which has only thought that humanity is all alone and is the only sentient species.

“I believe it is time for Marajarbia to make its demands:

The Marajarbian Government has officially revealed its plans for its role in defining the future of Gyzantia. This includes, but is not limited to the following:

-Marajarbian led reconstruction efforts all over Gyzantia and Colstrea.
-War Debt repayment by all countries involved in the conflict.
-Democracy in all of Gyzantia, including Colstrea.
-Marajarbian lease of Port Nithu for 10 year period for reconstruction.
-War criminals get handed over to CTAO Court for processing.
-Technate must become a Constitutional Monarchy to allow for elections.
-Gyzantia and Colstrea cannot join any alliance without first holding a referendum on membership, with at least 75% of all citizens voting in favor as the minimum requirement.
-Gyzantia and Colstrea allow for certain nations and/or factions to set up military bases in the region for a 2 to 5 year period to protect reconstruction efforts and ensure a safe transition of power.
-Humanitarian operations throughout the region will continue until Gyzantia and Colstrea are considered safe enough for habitation yet again.

This article recently came out, mentioning almost all of Marajarbia’s demands for the future of Gyzantia and Colstrea, as well as the rest of the world’s future. The War Debt will be determined by the amount of damage done in the conflict, and if some of the demands regarding reconstruction are not possible to meet as they are, then Marajarbia wishes to work together with Sombreland to help rebuild the entire region, with infrastructure that includes high speed railway networks, advanced ports, and multiple bridges.”

"Peter Hess? Welcome! Erm, no hard feelings about Colstrea, yes? And please ignore the Marjarbian, sir, the public press tends to push for ridiculous demands, especially when their party had little to no involvement in the war. In fact, I was going to propose reparations for reconstruction of the bridge and a DMZ, at least until things settle down both here and there. But until we have everyone's input, I'm not pushing batshit insane plans."

She seems to refer once again to the Marjarbian, waving off their presence as she offers a hand to Hess, a convenient photo opportunity, before a doctor finally burst in, panting, with Ortiz trying to ignore them as they attempt to punch in notes about her health. Something about medical observation.

"Marajarbia is more than prepared to invest billions, maybe even trillions, into the rebuilding of Gyzantia and Colstrea. Of course, there are some of the previously listed demands that are not as detailed yet. We would like the Gyzantian and Colstrean Governments to have the ability to enforce the demand regarding military bases and their time limits, effectively allowing the governments at the time to be able to kick out any...unwelcome forces should they prolong their stay without permission, and we also believe that having the Sombrelanders involved in the reconstruction arrangement could not only help the Gyzantian people, but also help Sombreland gain more traction as a power after these same negotiations end." says Mike Davis.

The War Debt will be determined by the amount of damage done in the conflict, and if some of the demands regarding reconstruction are not possible to meet as they are, then Marajarbia wishes to work together with Sombreland to help rebuild the entire region, with infrastructure that includes high speed railway networks, advanced ports, and multiple bridges.”

Of course, there are some of the previously listed demands that are not as detailed yet. We would like the Gyzantian and Colstrean Governments to have the ability to enforce the demand regarding military bases and their time limits, effectively allowing the governments at the time to be able to kick out any...unwelcome forces should they prolong their stay without permission, and we also believe that having the Sombrelanders involved in the reconstruction arrangement could not only help the Gyzantian people, but also help Sombreland gain more traction as a power after these same negotiations end." says Mike Davis.

After the photo op is taken advantage of, presumably, Ortiz turns to the Marjarbian diplomat, rather annoyed. In fact, she even offers a knife-hand to him, just to direct her words against him, with prompt annoyance and a direct line of sight to him. Perhaps she was hoping to shut him up, or attempt to combat his proposal right then and there.

You have no say in this treaty, beyond possible demands of reparations, if that. And I'd prefer if you stayed out of this country, recalling your emperor's rather imperialistic views on the world, treating it as if it were his sandbox, gathering serfs with "trade deals" that barely function as such."

After Laura Ortiz had finished speaking, Sutherland waited a few moments to chime in on the conversation, making sure he did not speak over her.

"Any Marajarbian influence in Colstrea is off the table. My men and our brave Colstrean and Gonswanzan allies didn't shed sweat, blood and tears over Avis Island for Colstrea to become a Marajarbian puppet." He said, unflinchingly firm in his demeanor.

"Cute, cute. But I do think she could be of Drekamyth blood. I'm having my top researchers run some genetic testing on her, but they will need fossils from your country to cross-reference the samples. That aside, I do hope that we can come to terms over this treaty, perhaps even attempt to force reparations from all parties involved to further the betterment of an independent republic and socialist state, along with new methods of which to travel between the Republic and the Technate. Assuming, of course, the Technate doesn't try to re-unite the territories and render their struggle effectively irrelevant, or even reduce them to simple serfdoms as it could have been had it not been for the war."

"Oh, definitely, we can loan some fossils for dating and genetic purposes," the President said. "There are very few from what I understand, but plenty enough for samples."

He thought a moment on what next the Gonswanzan representative had stated.

"No, I think I'm more inclined to appreciate a peaceful end to the conflict. After all, wasn't it your forces and the Janpians who we had to confront concerning possible war crimes? Don't you think it would be more appropriate if you volunteered reparations yourselves? If not, perhaps you should shelf that idea."

He looked at the Gonswanzan knowingly, a keen gaze signaling he knew the real story. He then turned his head, addressing the room.

"I'd like to publicly state the Anagonian support for the Kingdom of Sombreland. I stand with Her Majestic Highness, Princess-Regent Avalaine, in our talks concerning the expected outcome of an appropriately representative monarchy. I am open to supporting terms and conditions for all factions, including the Socialists, considering all have equal and understandable grievances due to the failures of the original Monarchy of the Technate which failed utterly and completely its own people and led to the devastating civil war. As leader of the Humanitarian Operations to Gyzantia, Anagonia will commit itself to an extended stay past these talks and the completion therein. We will assist in rebuilding and maintain a good medical presence to continue to offer top-of-the-line medical care to victims of the civil war and other cases. I shall personally see to it that at least for a few months, possibly a year after these talks are completed, we will continue humanitarian aid until such a point that the newly established Gyzantian Representative Monarchy stabilizes. We will also closely monitor how well the new government treats each faction and their culture, people, and way of life. As such, if any infringement is found on that, I have decided we shall undertake appropriate peacekeeping operations to redirect the focus of the new government back to the agreed upon arrangement that Princess Avalaine and myself agreed to - when appropriate."

Having finished stating his conditions and support for the Sombreland perspective, the President sits patiently and sips some water.
