Signatory nations agree that an armed attack against one or more of them within the territory of Greater Díenstad by an extra-regional aggressor shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in the exercise of the right of individual or collective self-defense will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the Greater Díenstadi area.


ARTICLE IV

For the purpose of Article III, an armed attack on one or more of the Parties is deemed to include an armed attack:

on the territory of any of the Parties in Greater Díenstad; on the forces, vessels, or aircraft of any of the Parties, when in or over these territories on the date the Agreement entered into force.


ARTICLE V

For the purpose of Article III, an extra-regional aggressor is defined as an extra-regional state and/or government that attacks a member state of Greater Díenstad with the intention of infringing on its territorial sovereignty and/or integrity or as a means of terrorizing the civilian population of the said member state.


ARTICLE VI

Any extra-regional state and/or government deemed to be evil shall be barred from any and all military and commercial activity within the territory of any of the Parties in Greater Díenstad.


ARTICLE VII

Signatories nations agree that Greater Díenstad, as a collective, reserves the right to resolve defense and security issues created by bad actors within the territory of any of the Parties in Greater Díenstadi.


ARTICLE VIII

Signatory nations that answer the call to arms during the event of an extra-regional invasion of a Greater Díenstadi state agree to form a temporary Council of Regional Defense, by means and with rules deemed proper at the time of the specific trigger event, that will determine the best means of resolving the extra-regional threat to this region. This includes, and is not limited to, directly intervening against the invading force and preempting the invading force by internally suppressing bad actors in accordance with Article V.


ARTICLE IX

The temporary Council of Regional Defense also has the right to end the call to arms if it deems that the extra-regional invader is not truly an aggressor. In this situation, the Council of Regional Defense assumes the right to define the limits of the extra-regional state's and/or government's war in Greater Díenstad.


Serena quickly moved the next piece of legislation in the queue for a vote. It was the Common Greater Díenstadi Defense Against Extra-Regional Aggressors Act, proposed by The Macabees.

Repeating the name to the assembled group of national representatives, the GDRC secretary said, "...is up for a vote, which will remain open for 7 days."

The Ambassadress read over the proposal one final time. The debate on it had been lively and through efforts on the part of the Good Ambassador Andro the proposal, which at first had been met by a degree of resistance she believed had been unexpected, had been made far superior. Now it was one that the Theocracy could support in good conscience, and she felt there was little need to work through the details once more.

""This Act meets with our approval and consider our vote officially cast for its approval. The understanding that the Articles allow extra-regional allied intervention on our behalf, gives us the capability to define the nature of an extra-regional nationstate's involvement in Greater Dienstad in the event of armed conflict, and does not force upon members military conflict alongside states that would otherwise violate the precepts of the First and Second Articles has been made clear and we look forward to seeing it grow into a proper measure of righteous regional defense."

Upon instructions from my Government, I have the honor to transmit herewith, with a request to convene an emergency meeting of the GDRC
in relation to the ongoing situation in Xofrautan.

Xofrautan may be a distant far off place but the past three years in the region of Greater Dienstad have shown, instability with even just one state has a pretty strong ripple effect. If nothing more, the GDRC can be a force to maintain stability, peace and order in the region.

Ambassador Takina was given time to address the Council, "Honorable Members, thank you for heeding the call for an emergency session. It's come to attention that recently the The Republic of
Xofrautan is facing a crisis of scale that requires the immediate and utmost attention. Over the past three years, the region has seen crisis of great magnitude that have had ripple effects on just about all of us. Wars and conflict in the central region Nations like my own faced shortages causing supply chain snarls, high prices, inflation to run high. What effects one will clearly effect all and I do not think it's unreasonable to ask for a possible intervention to face off a humanitarian crisis. We have seen the region come behind common causes before when neutral nations, again including my own, were brought in to oversee the Military tribunals to bring war criminals to justice in the Ice States. Hoping to call upon our newly established DICAM and other relevant security bodies see fit by the Council. I like to submit two proposals to the floor to see an intervention by the GDRC in the Republic. First I would like to ask the council to bring in two non-member states for this session, Phibeta and Xofrautan, the second to address the heart of the matter and remedies. I realize I did not have proper time to caucus these proposals but given the urgency of the situation, I feel it is needed to get these to the floor as quickly as possible. Thank you. "

Before the emergency session, The Cartoon Embassy Complex of Nova Orontes

Things seem to be a little tense at the Cartoon quarter of the GDRC. There has been some bickering between several of the envoys that make up the Cartoon Foreign Office. The Phibetan Envoy, the Xofrautanese Envoy, and the Harannican Envoy had it out for each other, as former states of the Phibetan Empire would be. Ever since the fall of the Phibetan Empire in the 1970s, and the dissolution of the Grand Union that made up the islands of Great Phitannia, Cartoonia became the economic and diplomatic powerhouse, with President Chad Dickson leading the charge for independence and free trade. In 2021, following the establishment of the GDRC, delegations of Cartoonia, Phibeta, and the other nations that make up the Phibetan Commonwealth of Nations gathered in the city of Ooarai to discuss their own part in the new council. The Ooarai Accords were signed that year when it was agreed that Phibeta and the members of the Commonwealth would share their vote in Cartoonia, and Cartoonia would represent not only themselves, but their former colonizer, and the Commonwealth. For three years now, this system worked just fine. The Ambassador to the GDRC would be a Cartoonian, currently Mr. Kiku Honda, and there would be a designated meeting room within the Cartoon Embassy with designated living quarters for the different envoys to live, work, and meet up to discuss big issues that are being debated on the floor. Many of the sitting envoys sit in the gallery of the council while Mr. Honda shares the beliefs of the envoys and of his country.

Phibeta, Xofrautan, Harannica, Dillydale, all members of the commonwealth. All sharing the vote with Cartoonia. Cartoonia’s vote is only one.

One vote, among the nations of the commonwealth.

“The situation in Xofrautan is dire,” says the Phibetan envoy, Ms. Aileen Devon, a sitting cabinet member back in Phibeta, and the Conservative MP for Dunwich. “Her Majesty is most concerned for the well-being of the people within the Commonwealth”.

“And whose fault do you think it is for that?” retorts the Xofrautanese envoy, Ms. Meera Khanna. “You damn colonizers have ruined our country”.

“And we have been trying to send you aid, but your president won’t allow us to provide that aid”.

“We do not accept any foreign aid from colonizers”. The two argued as Mr. Honda clears his throat to speak.

“Ladies, I am sure there are many things that both countries need to address, but right now we have to bring a proposal to the council to grant more foreign aid to Xofrautan”. Ms. Khanna banged her fist on the table.

“The famine is greatly exaggerated. There have indeed been an alarmingly high failure of crops, but I can assure that our citizens are fine. We got matters that require our own attention, like a new bridge project to connect our mainland to our smaller islands by road and rail”.

“But there have been reports that over a million people are starving over there. Our reports have come in that the country is being rocked by famine so hard that a civil war is on the horizon”.

“And what do YOU know about our country!” Ms. Khanna snaps at the Phibetan envoy. “You think you colonizers think what’s best for us! YOU are the ones who take our rice, our seafood, EVERYTHING!”

“We ceased importing from Xofrautan in 2019. We have been following a policy of homegrown resources and our prime minister can agree that it helps both our nations”.

“Yeah right, as if a Phibetan prime minister can boast of abandoning the gods”. They argue again over the situation. Mr. Honda walks out of the meeting room as moments earlier, there was an emergency session being called. Mr. Honda sighs. It was not easy appeasing the members of what is dubbed, The Grand Entante, of which Cartoonia leads.





It seems that the ambassador of AHSCA has beaten Cartoonia to the punch, with its proposal to bring Phibeta and Xofrautan as separate members of the GDRC, albeit maybe as temporarily to settle the famine situation. It could take off the metaphorical shoulders off of Cartoonia, and provide ample opportunity to continue to increase their foreign aid. ‘Thank The Heroes, she brought this to our attention now’ he thought as the ambassador continued to speak. After hearing the words of the Ms. Takina, and reading through the quickly assembled proposal, he stands up from his seat to speak to the council.

“Honorable members of the council, all of these things that the honorable delegate of AHSCA says is true. Cartoonia was fortunate in being spared the worst of the rippling effects of the wars in the central region, but without regional cooperation, nations can quickly turn into turmoil, and economic problems in the future. For those unaware, the nations of Phibeta, Xofrautan, Harannica, and the other nations of the Phibetan Commonwealth, share our vote, our one vote as part of the Grand Entante between our nations, the honorable envoys of those nations sit in the gallery as we speak. We meet in our embassy to discuss the issues that have been brought into the council, and I was going to bring the famine situation up, but the honorable delegate from AHSCA has gratefully taken the time to draft things out”. He smiles and nods to the delegate, as the Xofrautanese envoy scorned in the gallery, possibly unnoticed.

“Based on independent research from journalists, it is estimated that over 750 million citizens, half of the population, are at starvation levels. Xofrautanese social order has deteriorated, millions of children are being abandoned to die, millions more have migrated from villages to overcrowded, unsanitary slums in cities, fights for food from the few Grixusni
charities, dust bins, garbage dumps, the what little water is left is contaminated, and the crime rate has risen to 150%. Yet, the Xofrautanese government has not asked for anymore foreign aid than what is necessary! Honorable members, I support the move forward with these proposals, shall Xofrautan fall further into turmoil, to avoid another revolution that could bring the economies of the world down. If the first proposal isn’t approved, may I formally request that the envoy of Xofrautan be invited to speak to the council on the situation?” He sits back down after giving out his thoughts. The Xofrautanese envoy looked on with disdain.

The Ambassadress listened, nodding along to the proposed DICAM measure. The situation in Xofrautan was indeed one of growing alarm to any humanitarian. The mismanagement of that nation stood once again as a stark reminder that the political process at play in many democratic societies was at best foolish and at worst actively harmful to the very people they claimed to serve. The Theocracy did not have strong feelings for the government and the number of Marshites threatened were too few for the Arsi'Elkon to get personally involved, or otherwise indisposed during her diplomatic trip. Nonetheless, she had already been informed that one way or another, the Faithful in Xofrautan would be fed. If DICAM failed, other diplomatic efforts would be encouraged.

"The Matriarchy is horrified by the conditions being reported. While there are very few Faithful in Xofrautan, we can confirm to some small degree the seriousness of the situation, for it has affected them as well. We understand the need of the Xofrautanese government to maintain itself as a strong nation, independent of all foreign evils, free to pursue its own agendas and policies. Indeed, it is something we respect of all nations- the sense to see for themselves a path to trod of their own choosing, and to set upon this path with great determination. However, all nations and all peoples will at times find themselves in need of the aid of others. Receiving this help is not a sign of weakness; rather, it is accepting the respect that other nations hold for you that they would so willingly give of themselves to you. With that in mind, the Matriarchy fully supports the motion put together by our lovely Island Sisters and likewise will support DICAM in an effort to relieve those suffering so greatly. May the Holy Marsh Herself bless this endeavor."

Andro listened to the AHSCA delegate's proposal carefully. Truth be told, he hadn't been following the situation in Xofrautan, and neither had the Xofrautans ever shown much interest in the Golden Throne. The proposal had merit. He wondered if it was worth allowing the two non-member representatives to address the chamber. Would it set the proposal back or help? Was the proposal in the Golden Throne's interest? He thought that it was. Times were changing, there was a major Kravenite offensive involving colonies of GDRC member-states in Varathon, and it was important for Andro to influence in favor of building regional cooperation before it was too late.

Standing, he spoke, "What is happening in Xofrautan is truly a human tragedy and it would be a terrible moral misdemeanor not to support the proposal for a humanitarian mission. The Golden Throne stands for the people of Xofrautan. However, Ms. Takina's comments on the nature of Xofrautan's government are concerning and suggest that there is an additional complication to the proposal, which are the mechanics by which any GDRC mission would be able to effectively administer and distribute whatever medical, and other, aid is sent. My first recommendation to the chamber is that we bring in the non-member envoys for a special hearing within our chamber. However, only under the condition that the envoys submit themselves to a Q&A by the chamber. We must know all the facts before we make a decision."

"Additionally," he continued, "I recommend that the original proposal be amended regarding the role NODA plays in this situation. This is a great opportunity for the GDRC to show that it can settle regional crises internally. We must extend a naval blockade of Xofrautan as a means of separating it from any extra-regional states seeking to intervene in the conflict. And this blockade will only be a powerful tool for the GDRC to leverage when it comes to enforcing the distribution of aid to the right people."

Andro added, "If this adjustment is made, I will support it immediately. Otherwise, I will wait for the Q&A session with the non-member envoys."

"As we deliberate here and determine the exact shape of the proposal," the kríerlord began to wind down, "I intend to speak with the government of my country and formalize a specific support program for Xofrautan refugees looking to resettle in the Golden Throne. Our empire has a long tradition of multiculturalism and open borders, welcoming all seeking to make a life through hard work in exchange for freedom. The innocent Xofrautans will find a friend in the Golden Throne, and refugees seeking asylum should know that with us they will find food, medicine, shelter, and all the other fundamental necessities to a free life. We would be happy to settle them in the Territories of Holy Panooly and Theohuanacu, where there is work waiting for them and plenty of space to live in. Furthermore, I am confident that my government will extend naval protection to all ships carrying refugees out of Xofrautan to any port of entry within the federation borders of the Golden Throne."

Taking her notes, listening, so far so good, Cartoonia and Holy Marsh both supported AHSCA's proposal, The Golden Throne was at least open to the idea. Their big sticking point was to organize this as a possible NODA expansion in this mission. Having abstained from NODA, AHSCA didn't see themselves as a possible signatory but certainly wouldn't stand in its way either. The only hangup, the situation was drawing a lot of attention from nations outside the region, blockades and a military intervention seemed a bit risky, but at the same time, the government of Xofrautanian government was known to in the past and actively downplay issues and rumors are starting to come out that the government might be actively suppressing foreign aid. Military oversight might be needed. The Golden Throne was a influential and a real power broker in the region, having their support for this, could be a good thing.

"To the Honorable Ambassador of The Golden Throne, we see your points as important. Given the rapid situation at hand, and to ensure the adequate security of the nation of Xofrautan. With a great many nations also taking interest in this situation, military security of regional members should be accounted for. We are willing to make amendments to our proposal to further expand on NODA's role, while still hoping for a joint operation with DICAM. We still would like to give concerns about full blockades causing issues for aid to reach the people or striking a further military conflict, that said, we understand it must be considered. If other signatories for NODA wish to speak up first, we'd like to hear from them as well. Addressing to Government of Xofrautan, in a time of need please do not shirk the community that is ready to rally behind you. Your people need you, they are crying out for support. You fear the ghosts of your past will return and subjugate you, but as nations from across the globe further take interest, remember that not all of them will have your interest at heart. Please take this as your open forum, even as not a member this council can secure your stability and retain your rightful sovereignty. Nations as ours, even your once colonizer can be your new found hope in such a dark moment."

Andro bowed his head slightly, "The Golden Throne supports AHSCA's proposal with the amended language of a blockade."

"I agree regarding your concerns on the blockade," he said. "I support specific and explicit language on what the blockade can do and its objectives. Following the referenced GDRC legislation, I think the primary objective is to prevent non-Greater Díenstad aggression against Xofrautan. Despite the distasteful actions of its government, these concerns are regional. It is important to show unity, strength, and resolve during times of geopolitical uncertainty. This objective can, and must, be achieved without infringing on the sovereign rights of the Xofrautan government. The externally-facing blockade can deploy in international waters, as defined by Resolution #2: Greater Díenstad Convention of the Law of the Sea Act. Regarding a second objective of using the blockade as an insurance policy to better guarantee the fair use of GDRC aid, I don't believe this can be sanctioned under any of the current GDRC resolutions. While I am open to dropping this recommendation to avoid holding this proposal back from a vote, I do think it would be worthwhile to spend the time to think through how exactly the GDRC will guarantee the rightful use of member-state money, men, and material."

"And to best define how we're going to meet our objectives," he finished, "I think we first need to understand the nature of the country this proposal is directed toward. I say we hear the Xofrautan representative in a special closed session."

Selena cocked her head at the words of the Macabéan representative. Curious, there weren't any specific rules regarding special counsel. Her head computed infinite potential timelines.

She said, after Mr. Kilomen, "This would be a decision typically handled by the Committee on Rules, as defined in Resolutions #6: Agencies Act. However, as the chamber has not determined who sits on this committee, or any of the other ones in fact, I think it is within the spirit of the Greater Díenstad Regional Council to allow non-member representatives to submit to a questioning of the chamber through a closed-door special session. I have scheduled this session."

Upon her return to the chamber, Manaia Hine Ataahua was shocked to see a lively debate had already commenced regarding an issue that she knew Tangatarehua took a keen interest in.

She quickly handed a cup of tea to the Marshite Ambassadress, as promised earlier, and placed a cup of tea on her own desk while quickly stashing the small shopping bag filled with various trinkets and candy under her desk while she rapidly read through the piles of papers that had suddenly appeared on her desk in her absence, as well as checked for instructions from the Department of State.

She didn't need to read the fine print or even obtain confirmation from her government to know what the position would be.

"The Empire of Tangatarehua fully and wholeheartedly supports this proposal and we stand prepared to and willing to do absolutely anything it takes to alleviate this crisis and ensure that aid and care is delivered to the suffering and innocent civilians of Xofrautan.

"We are even willing to mobilise the Air Self Defence Force to facilitate the deliverance of aid as needed and requested and we will stand alongside our friends and neighbours in the South Seas to ensure that this great humanitarian crisis is ended as swiftly as possible."

Paulus Rödl listened to the back and forth between the Xofrautan representative and other representatives in the chamber. A draft proposal was already put forward which included providing aid to Xofrautan and in lieu of the threat coming from outer regional nations such as the Unified Authority. Talks of enforcing a blockade around the troubled nation were also of interest to Paulus and with the interests of the Greater Ordenstaat in mind, the GDRC enforcement of a blockade of Xofrautan through the Novo Orontes Defense Agreement was something that was in the best interests of the Ordenite government. Once the Tangatarehua representative took there seat, Paulus stood up before those within the GDRC chambers.

"The crisis in Xofrautan is certainty one of immense travesty and of greater concern for the region as a whole." Paulus said "The proposal as it stands is one that the Greater Ordenstaat can support so long as the Macabean representative's recommendation of enforcing a blockade remains as part of said proposal. We live in turbulent times and while in the past there have been little in the way of outside meddling in Dienstadi affairs, we cannot become complacent that outer regional state actors won't interfere in order to benefit themselves. Therefore the proposal with the addition of the enforcement of a blockade on Xofrautan so that the crisis can be handled within the region without outside state actors, will have support from the Greater Ordenstaat." Paulus then sat back down and waited for further deliberation.

In understanding to concerns and requests raised by the representatives of the Golden Throne and Greater Ordenstaat and understanding the tense situation we are ready to present the amended proposal for consideration. The UIS is not a signatory to the NODA agreement but still sees the value of having NODA organize military operations. It is likely that some kind of military operation will be needed to properly coordinate these efforts."


On the Situation in Xofrauta - Amended Text


BRINGING TO ATTENTION The humanitarian crisis in the Republic of Xofrautan, seeing widespread famine and issues of trafficking of persons.

REALIZING Xofrautan not a member of the GDRC.

BELIEVING The Council's force for greater good should be respected by non-member states within reason and respects to law and national sovereignty

NOTING Signatories of NODA have it within power to join in mutual defense against aggression and threats from nations outside the region and the ability to broker peace between signatories and non-signatories and extraterritorial threats.

ALERTING The Xofrautan Government has repeatedly downplayed issues of humanitarian need within its nation for the past year.

FURTHER ALERTING A further deterioration of conditions in The Xofrautan Republic can lead to violent civil conflict and further instability within the region.

TROUBLED BY The consequential refugee and political crisis this can lead to, such as issues of displacement, slavery, terrorism, crime, et cetera

PROPOSING The GDRC act with swift need to deliver humanitarian assistance to the The Xofrautan people.

ALERTING that this situation has already brought widespread political instability with greater international attention including from extra-regional nations.

CALLING For a joint operation between NODA DICAM to lead this mission.

As more and more people were rallying behind the proposal, Ms. Aileen Devon and Ms. Meera Khanna sit in awe. A special session that would allow the Xofrautanese envoy to finally have a voice, to speak on behalf of her own country. She was given a list of things to talk about by the president, in hopes to fund their new projects, to enforce their religious teachings of Grixusni.

Aileen on the other hand worried. She knew that the current government of Xofrautan has been downplaying the famines for several years now. They always have claimed religious and historical grounds on why they do not accept more foreign aid. Do they really want the population to starve to death? It was amazing how apathetic the upper class are to the plight of the starving masses.

Mr. Honda finishes hearing the over wealming support for the proposal to help Xofrautan in their time of crisis. After the last speeches were made, he quickly grabbed his phone to send a quick text message to Ms. Khanna.

KH: What do you think?

MK: The President wishes for me to say a few things

Mr. Honda puts away his phone all the while the Xofrautanese envoy makes his way to the speaker’s stand.

“Mr. Speaker,” Mr. Honda begins. “Ms. Meera Khanna, the Xofrautanese envoy has agreed to sepak on behalf of her government once we agree to the proposal, or if you would like her to speak earlier right now?”

Selena thought for a moment, reflecting on Mr. Honda's question. As there were no members on the Committee on Rules, or any of the other committees, then the assembly's sharp record-keeper thought that she could interpret the existing rules in the spirit of the GDRC. If any of the member states believed otherwise then they could take the initiative to figure out how to fill the agencies they had voted into law.

"The vote will take seven days. I will put it up tomorrow, to allow a full session for debate. Ms. Khanna may speak tomorrow, during the period of vote," replied Selena to Mr. Honda. "We will hold a special session specifically for Ms. Khanna."

To clarify, OOCly no need to wait. ICly, the two different discussions happen at different times. My thinking is that this makes it a bit more formal for the non-member state and it gives time for any GDRC rep who may not be present to come for the special session.

The Next Day

It was the first time the Xofrautanese envoy set foot on the floor of the GDRC assembly chamber. Meera Khanna walked down to a seat next to the Cartoonian Ambassador, Mr. Kiku Honda. Following the day’s debate that allowed her to speak on her own for her country, the assembly seemed to be in a fury of emotion, questions, and fervor. It was determined that a special council was needed to be held on the question of the famine, with a list of what their president would want her to say or mention. Things were heating up, as the countdown to civil war was closing in. In a packed assembly full of ambassadors and their assistants, envoys, journalists and the public in the gallery, she gets her paper together, and is allowed to speak.

“Greetings, and may the gods bless this assembly. I am the envoy from the Republic of Xofrautan, Ms. Meera Khanna. I will be answering any questions the ambassadors may have for our country, and to ask for a small amount of aid, to be handled by our government. I have prepared a statement from our president, Om Madalik”. She takes out the paper she had in her pocket.

“The nations of the world misguided by charity and welfare will find themselves at the mercy of the so-called nations who offer it. We do not want the foreigners to attach their imperialist, globalist strings on our country, least we would be under Imperialist Phibeta, or Globalist Cartoonia. Famines come and go, and people die. But that is a sacfrice we are willing to make for the greatness of our gods! For our Gruxini religion. And we have other things to think about, like new projects that will link our far islands to the mainland, for the maintenance of our new internet lines, and a new WMD program to keep our nation free from foreigners”. She sat back down to listen to some of the questions that were sent her way.

When he'd first entered the GDRC chamber, Prince Aerkunlauh had stood tall and proud, a fine regal figure. He was still the sovereign prince of Harusq, still a great general, still despite him maintaining no Havenic citizenship he was the Havenic representative to the GDRC. He was still a relatively young man in his early thirties also, but right now...
Right now the Prince walked stooped, as if at any moment he might suddenly fall dead asleep. Right now he slumped into his chair, wishing this meeting would end just as he'd wished every meeting would end since his realm had taken the steps that would throw her legions in the way of the Kraven mennace. Great bags now lay beneath Aerkunlauh's eyes, and as he rose as slow as a much older man to speak he seemed to waver, like he was about to fall down.
"Ambassadors," he began. His voice was still strong, certainly audible, but it was not the booming rumble that many present would have been used to. "The Havenic government has seen the situation in Xafrautan. Although the majority of our resources are...quite naturally tied up elsewhere, we have been able to scramble together certain ships, with several million tons of food aid for the people there. Allow me to please make myself clear. The Havenic government does not wish for unpleasantness, however we do not accept the right of any state that is failing to feed its own people to stand in our way of doing so. The Haven will assist the people of Xafrautan; our lands our bountiful, our food stores are great. Unfortunately, we are fully unable to accept the presence of an international blockade. In previous sessions I would have said that we would aim to prevent such a thing from occuring, but I am unable to now with the Haven fully expecting a declaration of war to be released in the coming hours...if not the coming minutes. I simply emplore my fellow ambassadors to make sure that this blockade does not prevent our people from delivering aid. We ask, after all, nothing in return."

The past two days had been unusually busy for Donald Novak. Foreign Affairs Main in Vladarsik had been transmitting an increasing volume of traffic for the past week. Most of the missives had little to do with his assignment at the GDRC. Secretary Falkowski had turned his attention to Eitoan's quiet efforts in support of Havenic activities against the Kraven menace. Planning to backfill for The Haven on the continent, arrangements were underway for deployment to vulnerable sites throughout Northwestern Mutual Assistance Agreement treaty allies in Agar-Na and Federal Ralkovia. Coordinating with the FRCP was touchy. It always was. Although believed to be holding against Kraven, the FRCP was typically an enigma on the continent and Novak was glad he didn't have to deal with them directly. And Secretary Falkowski was shoring up frayed relations between Volsku and Fedravka, offering mediation for Volskuan claims against Fedravka as the result of Fedravkan occupation of some Volskuan towns in the Ralkovian War.

None of this had much to do with his job, but the volume of communication took up a lot of time these days. Most of Foreign Affairs saw the GDRC post as window dressing, and Novak was starting to come around to that point of view. Promotion within Foreign Affairs seemed remote. He lacked contacts in Vladarsik with lifers, having given up his profitable international law practice to serve as ambassador to Relica during the war, then being offered the GDRC post. Some Free Democrats had mentioned a candidacy for the Ghastak in the upcoming elections for him, but he hadn't given it much consideration. Maybe it was time to take a closer look.

At any rate, he had carefully considered the UIS proposal now before the council. There never had been any doubt that Eitoan would vote in favor of it, but there was no reason to comment on in until now. He briefly summarized his response, listened to the discussion, and rose to address the meeting.

"The Republic of Eitoan is in favor of the proposal, so eloquently stated by Ambassador Takina. It is only right that this body contribute to relief from the current conditions in Xofroutan, to alleviate hunger and suffering. And inasmuch as some sanctions enforcement is called for, the support of the resolution by many of the states in the region should be reassurance that any action in that regard will be taken without favoritism toward any of the powers involved. Eitoan would support relief for Xofroutan under these stipulations.

We are also sensitive to the concerns brought forth by our esteemed colleague, Ambassador Aerkunlaugh. Eitoan recognizes the efforts of the Greater Valkolicci Haven in meeting the current threat to the region. Indeed, we will back up his country in providing security against infiltration and subversion by that threat wherever it may appear in the northwest. In recognition of his generous offer to the people of Xofroutan, we urge that member states involved in sanctions enforcement respect the Havenic effort at relief, and permit passage of Havenic vessels and aircraft to provide that relief."

Speaking to the envoy, Andro said, "Ms. Khanna, thank you for addressing the body of this assembly. I feel for your people and hope that their plight is resolved soon."

"However, I'm not sure I understand your position," he continued. "Surely, those things you mentioned — linking your far islands to the mainland and your weapons programs —, surely those things are done more efficiently if the people doing the work aren't...starving. You would agree with this, right? So, you would also agree that people do better work when they're healthy. If your leadership's goals are to achieve great things, then why not allow the GDRC to see to your people's health while they're accomplishing them?"

He finished, "I understand the anxiety about imperialism, you having been a former colony and all. But aid delivered through the channels of the GDRC must rise above those suspicions, given that this is just but a democratic collection of regional leadership."
