Chihuahua, Mexico.

Mexicans in the protest of Chihuahua.
Chihuahua witnessed a new demonstration against the Latin American communist union, but this time it would be an important manifestation since it would count with an estimated 1,000,000 people marching. The police of the ULSR was very shocked by what happened the previous day and there was no "substitute president" in case something happened to the current ULSR general president. However, the police of the ULSR in Mexico remained in the hands of the representative of Mexico in the assembly of the ULSR, Mario Gonzalez. With all these events that have occurred, the separatist opposition wanted to take advantage of and generate advance in the independence of Mexico.
Along with the separatists, many religious figures who were not recognized by the ULSR (like the priests), went out into the streets accompanied by the crowd. Since the beginning of the demonstration, many vehicles were burned and looting began. The advisers recommended to the representative of Mexico that he use the army to suppress the demonstration, since the police were not sufficiently qualified to do so. 10,000 Mexican soldiers began to move to the capital city of Chihuahua with orders to give three warnings to the protesters to withdraw from the streets or otherwise, neither Mexico nor the ULSR would be responsible for what might happen.

Image

In the demonstration were elderly people, men, women and children. Along several streets of Chihuahua, military vehicles with megaphones were established. The military gave the first warning "Due to the destruction that this demonstration is generating, we order them to leave the streets and return to their homes. If you do not comply with these orders we can not ensure your own security". Some people started to leave the demonstration, other people tried but were trapped in the crowd. The military, seeing that the demonstration continued, made the second warning. After 5 minutes passed, they made the third and final notice. When the megaphones stopped making sounds, the soldiers prepared their weapons, the vehicles were loaded with ammunition and the demonstration continued its normal course. After another 5 minutes, the Mexican military began firing into the crowd.

The streets of Chihuahua were flooded by a crowd of people running with great fear, while being chased by Mexican soldiers. Many children, who did not even know why they were in that demonstration, died crushed by the crowd of frightened people. Other people were killed by the firing of the military. Other people were arrested. During the military repression, many protesters barricaded themselves in buildings, taking them by force and using other Mexicans as hostages.

El Agape hotel, Argentina.

Bernard Martinez sent one of his trusted employees to personally speak with İsmət Aüaxansoyw. The young employee was formally dressed in a black suit and had an ID on his chest so that they could identify him as a member of the ULSR's foreign affairs department.

The young man knocked on the door of the Azerbaijani room in the hotel "El Agápe".

Mariano Soza:
I hope you can forgive me for taking a little of your time, but I am afraid that our general president has been the victim of a terrorist attack and will not be able to meet her for now. The streets of Buenos Aires are already safe but I am afraid that I do not know the state of our general president. If you want to continue your stay in Buenos Aires waiting for news, let me know.

Office of the Ministry of Foreign Affairs of the ULSR #5.

Bernardo Martinez felt sad and very shocked. What happened yesterday had shown the world that a giant like the ULSR could tremble and fall. He had a very bad feeling, it was not very news that many nations began to take an interest in the ULSR since the problems with Mexico worsened, but in his mind only the image of Valentina Perón was captured by the sniper shot . The ULSR had to find a leader immediately, in case Valentina Perón is dead. But that was the problem, nobody knew Valentina's health, not even the same.

He read the letter he received from the People's Republic of Zhouran and began to write an answer:

Respuesta del ministerio general de asuntos exteriores de las republicas socialistas LatinoAmericanas.
Response of the General Ministry of Foreign Affairs of the Latin American Socialist Republics.

Image

To Hadarong Shaokang, Minister of External Affairs of the People's Republic of Zhouran.

Best regards.

I appreciate the concern of the People's Republic of Zhouran and hope that General President Valentina Perón is in good condition, because all information about your current health status is completely confidential.I regret to report that the evacuation was somewhat accelerated and it really was not necessary, although I can understand the fear that can be felt after what happened yesterday, still been investigating how it is possible that such a tragedy has happened. Fortunately Buenos Aires is a very calm province and it is already stable, we will do everything possible to stabilize the situation in Mexico and put an end to this conflict before the death of another important person for the ULSR. We are still very shocked by what happened, but as long as we know of the state of health of Valentina Perón, we will take harsh reprisals against the perpetrators of this catastrophe.

We will be honored to receive the bonus to invest it, we are not debtors and we will proudly accept the financial help. The Zhouraneses will be welcome when they wish in Latin America.

Bernardo Martinez.
General Minister of Foreign Affairs of the Latin American Republics.

After sending the letter, Bernardo Martinez rubbed his forehead with great force when he remembered that he had insinuated that Valentian Perón had died, something that was not true. Inwardly he prayed that Hadarong Shaokang would not misinterpret the letter.

Still nothing is known about Valentina Perón.
Buenos Aires reinforces its border controls and the police have become stricter.
The separatist demonstrations continue in Mexico.
Massive kidnappings have been committed in Chihuahua by the separatists, the city is surrounded by the military.
The representative of Mexico is receiving more and more pressure from the other representatives of the ULSR.

In Richmond,

President Isabella Jones shocked at what happened in Chihuahua. She walks over to her secretary's office and tell her to get the Joint Chiefs and SecDef in her office now. After an hour waiting, the Joint Chiefs and SecDef walked in her office.

"Have the six of you seen what happened in Chihuahua?" President Jones asked

"We have indeed, Madam President. The ULSR government has gone to far in killing unarmed protesters. We can't just stand by while the Mexican people are being oppressed and killed left and right. Our Hispanic population demand we do something about this." SecDef Hitomi Izumi responded.

"All right, I'm going to be issueing heavy economic sanctions against the ULSR for what happened in Chihuahua and I want increased naval patrols in the Gulf of Mexico and the Atlantic Ocean.

The Confederacy announces today that they will be implementing heavy economic sanctions against ULSR for the massacre of unarmed civilians in Chihuahua. These sanctions will remain place for the foreseeable future. In other news, the Confederacy will increase its presence in the Gulf of Mexico and the Atlantic Ocean.

O Corra stood once again in the official meeting room of the Chancellor's Residence in Berlin. The relatively limited incident involving Mexico had turned into a full blown international crisis. Upon receiving the news that a potentially successful assassination attempt had been made on Peron's life, the Chancellor had called an emergency meeting once again between the DFA and the High Command. Europa found itself in a complete predicament. On the one hand, Europa defended a people's right to self determination and freedom, however, it also took an ardent stance against those who would impose an imperialist agenda against a people's will. The current American Crisis posited both issues at the same time; the Mexican people seeking independence and self determination was a cause that was viewed with great sympathy by many in Europa, however, the imperialist designs on the Caribbean by American Pere Housh was in direct contradiction to the European ideals of anti-imperialism and warmongering. The potential elimination of Peron, who had been relatively amicable to the possibility of peace and avoiding an escalation, had made the situation utterly unpredictable. To make matters worse, shortly after the attack on the ULSR, the leaderless military had used live ammunition against a demonstration in the city of Chihuahua. The Chihuahua Massacre, as it had come to be called in European media, had completely turned public opinion in Europa against the ULSR. Demonstrations against the nation had occurred across the country in Paris, Warsaw, Stockholm, Rome, and many other cities. In Berlin itself, the Chancellor could see thousands gathered across the Spree through his wall window.

In the conference room however, thankfully there were no windows, and the chaos could, for a time, be shut out. As the last advisor entered the room and took their seat, O Corra sat down himself, and begun the meeting.

"Ladies and gentlemen, the American Crisis has reached a critical point. More and more nations are becoming involved in the crisis, and we must make our stance on this matter known. As you are aware, however, our position is far from simple. We cannot allow America Pere Housh to take advantage of the situation in Mexico to press their imperialistic ambitions in the Caribbean. On the other hand, the disaster in Chihuahua has completely changed both Parliament's, the publics, and my own personal opinion strongly against the ULSR. So ladies and gentlemen, let us discuss this situation, and let us hear your thoughts on the matter."

As usual, de la Fontaine was the first to speak. "Monsieur Chancellor, we still have yet to hear on the status of President Peron. It is very possible that she shall make a recovery, and thus the outcome of a peaceful resolution is not imp--"

"Peaceful resolution?" the heavy voice of General Wolfgang von Leuffe, Commander of the European Military, interrupted the Minister of Foreign Affairs with blatant incredulity. "Even if the President is alive, and she manages to make a full recovery and return to duty, I think you will find her previous willingness to peaceful resolution will be all but evaporated seeing as they tried to end her life." He turned to the Chancellor as he continued. "What we are now looking at Herr Chancellor, in all likelihood, is a full blown war of independence between the Mexican people and the ULSR, no matter what the status of the President is. We have already seen how the military is acting in the absence of leadership, and the leaderless military is guaranteed to escalate the situation even further by attacking unarmed civilians elsewhere in a panic and without direction. Herr Chancellor, surely you are not still considering supporting the government that slaughters its people in the streets and dedicates itself to stamping on freedom and self determination?"

O Corra raised an eyebrow. "General von Leuffe, as I stated upon opening this meeting I am far from retaining any more good will towards the ULSR after the tragedy in Chihuahua, and furthermore, I have never given my support to them. Do not mistake my commitment to peace to support for the ULSR government and its actions in Mexico." He sighed. "But...you do have a point, General. As it stands, a peaceful agreement between Mexico and the government seems to be a near impossibility, no matter the outcome of the assassination attempt. I confess my heart has always been with the Mexican people, and the act of utter tyranny in Chihuahua has solidified this stance. We cannot allow this incident to go unnoticed." He saw almost everyone nod in the conference room in agreement and support, except for the thin Frank, de la Fontein. He did not have to wait long to find out why.

"Monsieur Chancellor, make no mistake I whole heartedly agree that the actions in Chihuahua are worthy of heavy condemnation, as is the ULSR's commitment to oppressing the right to liberty held by all people's, however, we cannot neglect American Pere Housh's imperialistic ambitions in the Caribbean and its desire to subjugate the people there against their will."

O Corra nodded. "You are too right Mr. de la Fontaine, and I have not forgotten it. While we must condemn the actions of the ULSR, we must also make it very clear that any attempt to take advantage of this crisis will not be tolerated. Luckily, the High Command and I during our conference that followed our previous meeting, have discussed potential solutions to this. The UK allows us to have a small forward naval base on the Island of Bermuda, and we already have a small patrol force of a few destroyers that are stationed there, along with a Battalion detachment of marines. The UK, also in solidarity with the Mexican people, have granted us permission to increase the stationed forces on Bermuda. Admiral, would you like to explain further?" O Corra gestured to Admiral Everardo Spicuzza, the commander of the European Naval Forces.

"Of course. In order to establish our influence in this crisis, and back up our words, I have advised deploying elements of the 8th Battle Fleet (OOC: ORBAT coming soon) from its station in Lisbon to Bermuda for the duration of this crisis. Unfortunately, the infrastructure of the base there is unable to handle the stationing of the full numbers, but it will be able to play home to a substantial number of vessels, enough to make a presence. In addition, the marine garrison should be increased to full regiment strength, to provide adequate presence of land, sea and air."

O Corra stood. "We have our plan gentlemen. I shall release an official statement tonight about Europa's current stance in this matter, and will make it clear to American Pere Housh that there plans will not be tolerated, but refrain from directly mentioning them, to avoid any international harm. You all may be dismissed"

Later that night, Chancellor O Corra stood at the podium of the Chancellor's Residence surrounded by journalists and cameras, to speak before the nation and the world:

Good evening, people of Europa and abroad. The current crisis in the Americas is at the forefront of everyone's mind, and at the tips of everyone's tongue. Accordingly, I am here now to talk to you about recent events that have transpired in the crisis. The fate of President Valentina Peron remains unknown, and I personally, offer my heartfelt condolences to her family. In her absence however, the Mexico crisis has now become even more volatile and unstable, and the USLR military has committed a vile and reprehensible act in opening fire, with live ammunition, on an unarmed protest that included children and the elderly. The Federation of European Republics expresses its utter disgust and contempt for this act of blatant terror on the Mexican people, and thus officially condemns the Union of Latin American Socialist Republics for its crimes against it's own people, and its devotion to the eradication of self determination and liberty. The Federation therefore, formally demands that any further military action against unarmed civilians will cease immediately, otherwise the Federation will be forced to issue economic and diplomatic sanctions.

Europa has, and always will, adamantly stand for the oppressed peoples of the world, and will always stand against those that seek to impose their will forcibly on others. As such, while we now stand against the actions of the USLR, Europa will also stand against any other nations that seek to take advantage of this crisis, and impose their own will. Any actions that seek to dastardly use this crisis for their own gains, will not be tolerated by the Federation. In order to enforce this statement, elements of the 8th Battle Fleet will be stationed in Bermuda, until the resolution of this crisis. Thank you.

The ambassador reacted to the news of the assassination attempt on the General President with some alarm. He was well aware that the sudden removal of a head of state could easily trigger a power struggle, and what with the rapidly escalating situation in Mexico, a disaster of tremendous proportions could easily be imminent, potentially resulting in the wholesale collapse of the ULSR, or at least severely weakening what had looked like a promising ally, and with the imperialist vultures already beginning to circle, the situation grew ever more desperate. Swift action was necessary, it was vital that he and his accompanying military advisors meet with however was in control as soon as possible to ensure that the powder keg was defused.

"Thank you for bringing us this information," he began "It is vital that we speak to someone in authority, who can help us help you solve the Mexican problem. We are ready to assist your forces in ending the crisis, but to do so we need to speak with whoever is in charge now that the General President is incapacitated. Can you help us with this matter?"

The Office of Shogun Yuuhi Koubuin, The Imperial Palace, Kyoto, Mainland Japan, The Empire of Japan

"So these communists used live ammunition against unarmed protesters which demanded the self determination of Mexico?" Shogun Koubuin said with an eyebrow raised. "Yes, your majesty. It seems the communists in typical fashion don't want anyone to leave their sphere of "peaceful, prosperous" influence." Kyoko said and Yuuhi could only roll her eyes. "Dear Amaterasu..." Yuuhi said as she shook her head. "What's more is that a number of communist states have come out in support of these..... People. If one could call communists people." Kyoko said, Yuuhi just sighed. "They aren't. Atleast in my book. But regardless, this could open up some opportunities for us to expand our own sphere of influence. Atleast when we do it, people don't starve." Yuuhi said, looking over the report of the protest in Chihuahua.

"Indeed, your majesty." Kyoko said, while Yuuhi pinched the bridge of her nose, looking over the report. "Dear lord even the Euros are getting involved now?" Yuuhi said with an eyebrow raised. "Yes, typical of westerners however we ourselves are likely to get involved so I believe it would be hypocritical if we were to say anything against it." Kyoko said, Yuuhi agreed of course. "Of course. So what shall we do? The Eastern Pacific fleet is already patrolling around the continent." Yuuhi said before Kyoko spoke.

"We should very well pull the central and southern fleets and reinforce the eastern fleet. With the Americans also getting restless, it would be best to mass as many resources as possible should they get any ideas of retaking Hawaii or something idiotic like that. The communists may view it as an act of aggression but yet with their massacre, I believe we would be justified in openly proclaiming however hypocritical it would be with our own repression of communists in the Empire and the Co-Prosperity Sphere at large, our distrust of the communists, and the likely possibility they may try something stupid with their lack of a stable leader." Kyoko said before General Kitagou Ayaka and Fleet Admiral Shizuka Nishimura entered the Shogun's office, bowing their heads at the door then approaching the Shogun and Regent.

"Your majesty, the IJA and IJN have begun planning should it become an inevitability that we get involved in the recent troubles in the Americas." Fleet Admiral Shizuka Nishimura spoke and Ayaka remained silent. "Good, we may need to implement war plan 17, with the communists naturally garnering support from other communist states, it seems the Empire may have to commit to a total war against these fools. Afterall. The fate of the Empire may very well be in danger with their lack of stable leadership. And we'll need to eliminate them all should it come to pass. After all, at this point it should be expected that they would try something stupid after this massacre." Yuuhi said with a smile on her face.

"Then, your highness, it will bring me joy to put these fools down for you, to make sure they never trouble us again." Ayaka spoke up, a smirk donned on her face. "Of course, of course. I can expect always you'll be the first to rush to battle for the preservation of the Empire but naturally we should wait and see what happens. Then when they step out of line.... Show no mercy to them all." Yuuhi said, chuckling. "Of course. Your majesty. When the time comes, they'll be left with nowhere to run, and the streets will run red with their blood by your order, my Shogun." Ayaka bowed her head, the smirk not leaving her face...

Disasters, political unrest and other such calamities overseas were always seen as beneficial to the Kingdom of Bengal. As an Asian Tiger economy, it always had monetary resources and capital to spare. And by providing humanitarian aid to innocent people who were victims of such conflicts and calamities, Bengal fostered good relations with them during wartime, and eventually became an important trade partner during peace. The conflict taking place in Mexico was no different. The Kingdom of Bengal was determined to take full advantage of the situation.

To whomever it may concern,
The Kingdom of Bengal would like to provide humanitarian aid to the affected people and areas of Mexico. The Kingdom of Bengal requests the government of the ULSR to allow aircraft of the Bengal Air Self-Defense Force to enter Mexican airspace and conduct drops of aid, such as food, medicine and other necessities onto Mexican territory. We would also send aid officers to make sure that the aid is distributed in a fair and equal manner. We hope that our people would treated with respect and courtesy, and that they would not be injured or harmed and be treated according to international law

However, to reach on the other side of the Pacific, Bengal will have to call on its hegremonic ally, Japan.

Your Highness,
I wish you the greatest of health. As you may know, there is a conflict on the other side of the Pacific in the communist ULSR territory of Mexico. My government wants to send humanitarian aid to Mexican civillians, but we cannot do so on our own without dispatching a carrier fleet, which goes against our pacifist constitutional ideals. Therefore, I request that our Air Self-Defense Force be allowed to use Japanese bases along the Pacific as bases-of operation for distributing humanitarian aid to the civillians. We look forward to your reply, and hope that we can reach to some form of agreement.

The situation in the ULSR was already spiraling downwards into a slippery slope as more nations continue to interfere in the internal affairs of Latin America. The stratocratic leadership decided that it would provide increased military assistance to the ULSR by conducting airstrikes on Mexican insurgents. During a press conference in Ouyang, a spokesperson from the Ministry of Defense announced the ZPA Navy will deploy a combat naval group to the Caribbean to provide air support to the ULSR against Mexican insurgents. The spokesperson stated the ZPA Naval Aviation will strictly engage insurgents only, but he also sternly warned an attack on Zhouranese military assets is an Act of War & Aggression Against the Zhouranese People & Nation.

Message

To the military of the ULSR

Under the decision of the State Presidium, the Zhouranese People's Army shall provide limited indirect military support to the ULSR in the form of airstrikes against separatist insurgent positions in Mexico. As a result, the ZPA Navy has already mobilized a combat naval group, which is currently on its way to the Caribbean. Combat aircraft from the ZPA Naval Aviation shall provide high-presicion airstrikes against the separatists, but let it be clear that the People's Republic of Zhouran will strictly focus on the separatists only and not against other belligerents. However at the same time we have the right to self-defense and any attacks on Zhouranese military assets is an act of war against the PRZ.

Regards, Senior Marshal Su Rongyu, Chairman of the People's Defense Council

Off the coast of Venezuela, a combat naval group from the ZPA Navy was on its way to the Caribbean Sea. Tasked with conducting deep air interdiction within Mexico against separatist insurgents, the group was originally meant to conduct naval operations in the North Atlantic as part of Zhouran's effort to enforce world peace through strength, though some analysts believe it's simply a facade for containing the US, challenging China, and keeping Russia on the defensive. Because of the geopolitical circus happening in the LatAm region, the combat naval group was re-tasked with conducting airstrikes against separatist insurgent positions in Mexico. The objective was not to wipe out the insurgents but rather the point of the airstrikes is to inflict damage on the insurgents and provide morale boost to the ULSR military.

The Virginia class SSN CSS Utah is in the Caribbean Sea on patrol when its passive sonar detects an unknown fleet approaching Mexico from 15 nautical miles away. The Captain orders the helmsman to dive to 150 feet and speed of 10 knots on course 183 degrees. After sending an encrypted message to Richmond, the SSN begins stalking carrier fleet while using a silent screw.

Combat Naval Group Unrelenting Tsunami 837

By the time Combat Naval Group Pitiless Viper 9183 arrived in the Caribbean Sea, another CNG, this time a submarine hunter wolfpack group, had already entered the sea to assist in the escort of Combat Naval Group Pitiless Viper 9183. Combat Naval Group Unrelenting Tsunami 837 consisted of various state-of-the-art nuclear submarines from Zhouran, featuring very-high levels of acoustic sonar stealth thanks to an array of advanced components designed to keep Zhouranese nuclear and conventional submarines quiet against foreign competitors. This was no surprise since Zhouran highly stresses the importance of industrialization and research & development fueled by decades worth of actual combat experience as well as having highly-extensive technical-oriented knowledge on military technology.

The three Type 1184 nuclear submarines began heading in different directions in order to conduct maritime recon and intel-gathering. Each of these sophisticated submarines were equipped with the highly-advanced Type 2004 Submarine Reconnaissance System, fitted with an extensive array of signals-intelligence-collecting antennas, electronic gear, acoustic countermeasures consisting of noise and bubble makers, and an observation package mounted on an extendable mast, as well as other navigational and ocean engineering equipment. One of the Type 1184 SSN detected a foreign submarine, its acoustic signature telling the crewmembers that it's a Virginia-class SSN. Slowing down to an acceptable quiet speed, the Zhouranese sub ironically stalked an underwater stalker, like a hungry shark trying to restrain itself from showing its power-level. The rules of engagement had strongly stated that the two Zhouranese CNGs should restrain themselves from firing at non-insurgent belligerents except when attacked, and the Zhouranese sub had its eye on the foreign sub, trigger-ready in case the foreign sub foolishly fired a shot.

With Combat Naval Group Pitiless Viper 9183, since the escort warships have ASuW capability, each one of them deployed towed sonars so as to keep an eye out for potential underwater threats, aerial and surface threats were no issue since the armed escorts (minus the two older Type 1993 Xingjia-class DDGs) are fitted with state-of-the-art Type 3241 Tian-Gongdun Combat System, thus keeping the horizons safe from any potential aggressors.

A 150 miles north of the Zhouranese battle group, Carrier Task Force Enterprise is sailing southeast with the Carriers CSS Dwight Eisenhower and Enterprise along with 20 Arleigh Burke class Guided Missile destroyers, 12 Ticonderoga-class Guided Missile Cruisers, 7 Virginia class SSNs, and 9 Los Angeles class SSNs in escort. All ships in the the Task Force have their radars going full blast to make sure no unknown ships, submarines or aircraft sneaks up on the group.
