Brief overview of ideology: The URA sees the growing conflict in northern Palmyrion as a threat to the stability of the nation as a whole. While relations between the Remnant and Palmyrian could be closer, the URA sees assisting Palmyrion in this conflict as a way to strengthen those relations as well as helping to maintain the stability of a future ally. The fact that Palmyrion is a newly-entered member of the IFC makes this reasoning even better, as the IFC can only be stable, and relations can only be stable, if the nations are stable
Brief biography: The URA is a country. Brief enough?
Description of involvement: The Remnant Military will be assisting local Palmyrian forces loyal to the Palymrian government.
Order of battle (where possible): Not yet.

Category (please mark with 'X'):
    []Ethnic ultranationalists
    []Islamist groups
    [X]Organized crime syndicates
    []Loyalist militias
    []Other (please briefly elaborate)
Brief overview of ideology: The Communists Cartel tries to make as much money as possible, but they only work together with governments and militias that pay their soldiers and workers a fair salary.
Brief biography: This cartel used the chaos created by the several armed conflicts to sell weapons, drugs and even humans to several militias and armies. Sometimes they even sold stuff to both sides, whilst they promised to never do so. This caused the Islamic group Jaish al-Mahdi to arrest the leader of the cartel and to execute him after a show trial. After a small war between several people wanting to become the new leader, Vladimir Trotsky became the leader of the cartel.
Description of involvement: The Communist Cartel sells weapons and ammunition to multiple parties in this war. Also, they sell all sorts of drugs to the locals and they export those drugs to neighbouring countries. Also, humans are sold to all kinds of people, which use them in their armies, prostitution, etc. The Cartel claims that the territories they use, such as villas, fields and training grounds, are not part of any government, and any police force/militia claiming different, is violently attacked. Also, the cartel receives money and military equipment from several foreign communists governments.
Order of battle (where possible): 45 commando's, 5 assassins, 275 trained militia soldiers, 450 untrained soldiers, and 135 traffickers. Also, 2 infantry vehicles (received from a foreign government) plus some machine guns.

    []Loyalist militias
    [x]Other (please briefly elaborate)
The Vazun Intelligence Service has sent a small, elite team into Palmyrion in order to gather information about the military capabilities of the various political factions.

Brief overview of ideology:
VIS ideology is that the best ways to win wars are to have already located the enemy’s weaknesses and exploit them without mercy. Because of this, religious, ethnic, or deviant ideologies are irrelevant unless the conflict with the objectives of the mission. Bribery, coercion, and threats do not work on the VIS team. That being said, other members of the Vazun Intelligence Service and that Vazun government as a whole might be more willing to bend the rules for the right price.

Brief biography:
The Vazun Intelligence Service is the Empirical States primary foreign intelligence gathering service. Its primary mission is to quietly gather intelligence on all nations through a variety of intelligence apparatuses. As such, VIS operatives prefer a hands off approach when it comes to the affairs of other nations. However, if more data is required, a team of operatives called a Direct Action Group (DAG) will insert into a country and begin a campaign of systematic espionage, assassinations, and even terrorist attacks. The methods used are considered secondary to the results they produce.

Description of involvement:
The VIS Direct Action Group, codenamed “Fido” will conduct various surveillance and reconnaissance operations across the region. Primary objectives include the acquisition of sensitive information, to include tactics and equipment, as well as the establishment of informant cells. Should the situation in the AO change, they are permitted to do whatever they deem necessary to complete their assignment.

Order of battle (where possible): 1 DAG consisting of 5 members (KING, QUEEN, BISHOP, KNIGHT, and ROOK.)

I thought to keep it a little more vague so that we can tweak it to fit story demands. I thought maybe a wild card element that is friend one minute but foe the next would be an interesting addition. On top of that, I’m hoping it’ll sort of allow for bits of chaos to pop up unexpectedly in order to keep things fresh. Like I said, though, it’s up for tweaking as needed.

Brief overview of ideology: The Red Moon is a Drug, Arms, and Human Trafficking Group. It is very profit oriented, with underperforming members often being executed. It does whatever necessary to make money.
Brief biography: The Red Moon is a profit oriented Trafficking syndicate, as seen above. It operates in many countries, including the US, East Ares, Egypt, China, Russia, Mexico, and the UK. They are one of the largest Syndicates of their kind, and make around 1 trillion a year. They often work with reputable companies, such as Ares Alternative. East Ares commonly works with them, even though their products are illegal.
Description of involvement: They seek to scavenge military equipment, and possibly WMD's from the area, and to sell captured troops to the other sides.
Order of battle (where possible): Currently, 500 medium- armed Traffickers. More can be obtained from other branches of TRM. Also, 150 soldiers.

East Ares: ACCEPTED

The Red Moon is now an Organized Crime Syndicate operating in northern Palmyrion.

Brief overview of ideology: The Greater Marshitian State is a collection of Marshites who believe in unifying their "rightful lands". They claim that because they have settled here since the Ice Age they are the rightful rulers. They seek independence from The Royal Commonwealth and plan on fighting till their last man to defend their homelands.
Brief biography: While a small insurgent group in terms of military power, territory controlled by The Greater Marshitian state is filled with ethnic Marshites who support the cause. They mostly intend on fighting for their "rightful lands" and do not have interest in the dealings of other groups as long as they stay out of their way.
Description of involvement: Guerrilla Warfare, Civil War, Terrorism
Order of battle (where possible): 35,000 (est.) Militia Fighters, 400 light vehicles

Brendislav: PENDING; will consult Holy Marsh about this. Though, the proper demonym for a Marshite is, well, a Marshite, so it's more correctly called as "Greater Marshite State".

Brief overview of ideology:LamBDA is a division under the International Contract Agency's Eclisian HQ (a private contract assassin organization). Composed of merciless contract assassins and mercenaries, they will offer covert services ranging from demolition, assassination, interrogation to collection of intel to whoever is willing to pay them money (with the exception of Islamist groups, as collaborations with Islamist groups are prohibited by ICA Eclius).
Brief biography:Established in 1984, LamBDA is by far one of the most secretive contract assassin divisions under ICA Eclius, composed of former special force operatives and intelligence analysts. Throughout the years, they carried out multiple cases of high-profile target assassinations, demolitions, collected crucial intels from major corporations and governments alike across the world, and participated in various hostage extraction/rescue operations as requested by ICA Eclius' clients. LamBDA division is lead by a mysterious woman code named Dove, whom is rumored to be the mastermind behind the assassination of CEOs from 6 major Eclisian companies. With fund and supports from ICA Eclius, LamBDA has access to more than sufficient amount of funds and high-tech weapons.
Description of involvement:With the chaos broke out in Palmyrion, LamBDA traveled to the troubled nation, and seek to make a profit by collaborating with governments and outlaws alike. However, collaboration with Islamist groups were prohibited by ICA Eclius under unknown circumstances. In a way, LamBDA is not necessarily considered a crime syndicate, as it collaborated with UN and police forces as well as outlaws alike. LamBDA disregards the traditional archetypes of good guys and bad guys, they will collaborate and provide service to whoever is willing to pay, making them sort of neutral on the good-bad spectrum.
Order of battle (where possible): 50 Assassins, 94 Informants, 23 Tech experts, 350 mercenaries (they will directly engage enemy rather than choosing covert tactics)

Eclius: ACCEPTED.

LamBDA is now...a wildcard organization...operating in northern Palmyrion.

Hoosier and Cuscy have discussed, though briefly, a possibility of the Brotherhood and the Shogitai collaborating during the war. URA and the Royal Commonwealth are assisting loyalist Palmyrian militias.

Also, go exploit the northern Palmyrians all you want, if you can get rid of their well-trained militiamen first.

As much as possible, we want this to be a Battle Royale, with everyone fighting against each other (Ultranationalists thinking their race is superior; Islamists brandishing their own brand of Islam; Organized Crime Syndicates selling their services and competing with other crime syndicates; nations helping or undermining Palmyrion) and beside their allies.

Order of battle (where possible): 45 commando's, 5 assassins, 275 trained militia soldiers, 450 untrained soldiers, and 135 traffickers. Also, 5 cars with mounted guns, plus some machine guns.

New Min: ACCEPTED

The Communists Cartel is now an Organized Crime Syndicate operating in northern Palmyrion.

PSA: don't restrict your operations in Northern Palmyrion. While much of the action is expected to take place in Northern Palmyrion, you can also have your troops operate in the rest of Palmyrion, though it will be much, much, MUCH harder to establish a foothold outside northern Palmyrion (though this might change according to the course of the RP).

Yeah I appreciate that idea. But it's like you say, Palmyrians won't be easy to exploit. For groups like crime syndicates, especially foreigners, there needed to be bribes, corruption, and deals to get established in northern Palmyrion at all. Smuggling isn't easy, to turn a real profit you can't rely on just sneaking into the country by cover of night, you need officials looking the other way and inspectors with greased palms. And there's no point in trying to sell weapons if you don't have any buyers among the militias.

I'm more interested in that latter point, I imagine sneaking into northern Palmyria isn't all that difficult these days. The Pink River will be fighting the other crime syndicates tooth and nail, but its relationship with the militias is the interesting bit. Whose is buying from Pink River? Do some trust it more than others? Are any outrightly antagonistic?

That's where it gets interesting, a lot of the groups here are composed of foreigners, killing them by, say Palmyrion's governmental forces will result in diplomatic issues

A partnership with a bunch of trained assassins and mercenaries? Yes please.

I don't think it would, actually. For the most part no government will have very many qualms about killing criminals. And if they're working undercover for a foreign government, that government is hardly going to complain if they get killed or else have to admit their involvement.

Mercenaries not really, assassins, yes. The thing with ICA is, it's a shadowy organization and is not considered a legal company/group in Eclius, nor is it a mercenary company (since mercenaries are not legal in Eclius). Most of its assassins for hire have a disguised career. Do expect LamBDA's operatives in civilian disguise. While others may be powerless in a certain situations, ICA, especially initiative 722 (code named LamBDA) is anything but.

Also, what's the NPC policy here? Some OPs consider it metagaming, others are cool with it. Is there a separate signup for NPCs?
